WHEREAS, the Planning Board of the Village of Sleepy Hollow has reviewed an application for
preliminary subdivision plan approval related to lot line adjustments (the Application) pursuant to the
Chapter 425 of the Village Code and to applicable laws and regulations considered pertinent to the
Application, which is for adjustments of lot lines for two adjacent parcels of land totaling approximately
39.6 acres (the Proposed Action); and
WHEREAS, the Application is submitted on behalf of the National Trust for Historic Preservation
in the United States (the Applicant).
WHEREAS, the Planning Board has reviewed the following materials:
1. Application forms dated 4/25/18, signed by Thompson Mayes on behalf of the
Applicant;
2. Cover letter dated 5/3/18, from Andrew V. Tung on behalf of the Applicant.
3. Preliminary Lot Line Change Plat prepared by H. Stanley Johnson and Company Land
Surveyors, P.C., signed and sealed by Stephan Johnson, dated 3/23/18;
A. Short Environmental Assessment Form, dated 4/30/18 signed by Andrew V. Tung and
Coastal Assessment Form dated 5/3/18 signed by Andrew V. Tung;
5. Copy of ownership information and property description;
WHEREAS, the proposal was discussed by the Planning Board at a public meeting held at Village
Hall on 5/17/18; and
WHEREAS and 6/21/18 a duly noticed public hearing was held in which all members of the
public were invited to be heard and said hearing was subsequently closed; and

�WHEREAS, in the course of its review and acting as Lead Agency pursuant to Part 617 of the
Implementing Regulations pertaining to Article 8 of the Environmental Conservation Law, the Planning
Board has conducted the following activities:
1. Received an application fee;
2. Requested, received and considered comments from the Village Engineer, Village
Planner and Building Inspector about the proposed project;
3. Requested, received and reviewed a Short Environmental Assessment Form (EAF) and
Coastal assessment Form; and
4. Held a duly noticed public hearing.
NOW, THEREFORE, BE IT RESOLVED, that Planning Board, after review of the materials
submitted, public comments and recommendations and the EAF has determined that the proposed
action is an Unlisted Action and makes a determination of non-significance of environmental impact;
and be it further
RESOLVED, that the said Application for Preliminary Lot Line Change Plat approval related to the
lot line adjustment between Parcel known as Section 115.8-2-3.3 and Parcel known as Section 116.5-1-2
is hereby granted approval and the Applicant may obtain the endorsed approval of the Planning Board
Chair on a copy of the resolution and upon the Preliminary Plats, as and when revised as necessary,
which endorsement shall permit filing in the Sleepy Hollow Department of Architecture, Land
Development, Buildings &amp; Building Compliance (the Building Department), and the Westchester County
Department of Health provided however, that this approval shall expire six (6) months after the date of
this resolution if the following modifications and conditions have not been completed to the satisfaction
of the Planning Board and the Village Building Department:
1. The Applicant shall pay the Village of Sleepy Hollow all application and review fees as
required by the Village Code prior to signing the Preliminary Plat.
