RESOLUTION
SITE PLAN APPROVAL EXTENSION
SALVATION ARMY - VALLEY STREET
WHEREAS, in April 2012, an application was submitted on behalf of the Salvation
Army ("the Applicant") seeking site plan approval to permit redevelopment of the former
Frank's Chevrolet site at 86-96 Valley Street aiid the existing Salvation Army site at 115
Wildey Street into a new conmiunity center and chapel ("the Proposed Action"); and
WHEREAS, the new facility would include a chapel, offices, classrooms, and a multipurpose room/gymnasium, and supporting off-street parking; and
WHEREAS, upon completion of the new building, the existing Salvation Army center at
115 Wildey Street would be demolished and replaced with parking and landscaping; and
WHEREAS, the proposed multi-function community center is a permitted use in the C-2
District, and the building meets the various dimensional requirements associated with the
C-2 District; and
WHEREAS, since the proposed site plan provides less off-street parking than required by
the Village Code, the Proposed Action was referred to the Zoning Board of Appeals; and
WHEREAS, on January 16,2013, after a properly noticed public hearing on the Proposed
Action, the Zoning Board of Appeals granted approval of the required parking variances
and authorized the land-banking of 15 spaces which was subsequently extended; and
WHEREAS a properly noticed public hearing on the Proposed Action was held before
the Planning Board on April 18, 2013, at which time those wishing to be heard were
given the opportunity to speak; and
WHEREAS, the Planning Board granted the original Site Plan approval to the Applicant
on May 16, 2013; and
WHEREAS, the Applicant has appeared before the Planning Board on numerous
occasions to request extensions of the original site plan approval; and
WHEREAS, the Planning Board has noted that the property has not been developed since
the initial site plan approval and that conditions at the Site presented a less than desirous
appearance for the neighborhood and did request that the Applicant make certain
improvements to enhance the appearance of the Site; and
WHEREAS, the Applicant has presented and made certain improvements to enhance the
appearance of the Site; and
WHEREAS, at the November 16, 2017 meeting of the Planning Board it was requested
that a Resolution be prepared which allowed the extension of the originally granted site
plan approval until March 31,2018; and

�WHEREAS, the Planning Board at its March 22 meeting did grant an extension of the
original Site Plan approval until May 31, 2018 to coincide with similar extensions
anticipated to be granted by the Zoning Board of Appeals;
WHEREAS, on April 18, 2018, the Village of Sleepy Hollow Zoning Board of Appeals
did grant the Applicant an extension of their previously requested variance for one year;
and
NOW, THEREFORE, BE IT RESOLVED, that the Planning Board, at its April 19, 2018
meeting does hereby grant an extension of the original Site Plan for one year to coincide
with the extension granted by the Zoning Board of Appeals; and, be it further
RESOLVED, that the Planning Board shall require the Applicant to appear before the
Board at least three months prior to the site plan approval expiring to provide an update
as to progress; and, be it further
RESOLVED, that all other conditions of the original Site Plan Approval remain in full
force and effect.
