Mr. Schroedel is the chairman of the Sleepy Hollow Local Development Corporation (LDC). The LDC has submitted a fill permit application to bring approximately 100,000 yards of clean fill onto the east parcel. The project also includes a rock crushing and stock piling operation. The east parcel property will require clean fill in order to be redeveloped. The fill and rock crushing will be provided at no charge to the LDC, which will save the Village a significant amount of money. The whole project could take between 8 months to a year to complete. The primary concerns are related to noise, traffic and the quality of the fill. Mr. Schroedel said that he is arranging for a rock crusher demonstration to see how loud it is. Chairwoman Santo said that the Village should set up noise monitors during the demonstration. In general, the Board was supportive of this project because it will benefit the Village, assuming their concerns are addressed. �2) Tappan Zee Constructors, LLC/ Edge-on-Hudson - 199 Beekman Avenue. Discussion There was a discussion about a proposed parking request from Tappan Zee Constructors. Tappan Zee Constructors would like permission to park up to 375 vehicles on the Edge on Hudson property. The request also includes the construction of a floating dock that will be used to transport workers out to the bridge. A public hearing was held on this matter at the last Village Board meeting. Hugh Jones attended the public hearing and gave a report on the comments that were received. Most of the comments came from residents of Ichabod's Landing who generally opposed the plan citing noise and traffic. Tappan Zee Contractors will attend the next Planning Board meeting to provide more details about the project. There was a discussion whether or not request that the applicant provide a traffic study. Discussion ensued. 3) Complete Streets - Discussion Sean McCarthy informed the Board that Claire Davis of the Environmental Advisory Committee requested to be on next week's Planning Board agenda to discuss Complete Streets. Complete Streets is a national movement that promotes the integration of people and places in the planning, design, construction, operation, and maintenance of transportation networks. Ms. Davis previously asked the Village Board to consider adopting a Complete Streets policy and the matter was referred to the Planning Board. The next Planning Board meeting has a large agenda and it may be hard to include a discussion on Complete Streets. The matter may be tabled until the January Planning Board meeting. The meeting was adjourned at 9:00 The next Planning Board meeting will on December 17, 2015 at 8:00pm.
