The Board reviewed the findings and reviewed a resolution to approve the project. Motion to approve the findings and the resolution: Moved: McCarthy Seconded: Jones Absent: Mendez, Spiro Vote: 5-0 APPROVED 2) Rock of Salvation Church - 131-135 Cortlandt Street - Public Hearing Chairman Martone read the public hearing notice and acknowledged that the returns were in. Architect Jaime Hernandez represented the applicant. There was a discussion about a proposed easement. A signed easement has not yet been provided. �Mr. Natarelli summarized the engineering issues. One on-street parking space will be eliminated. An analysis of the retaining wall needs to be completed. The drainage plan looks good. Motion to open the public comments: Moved: Aridas Seconded: Jones Absent: Mendez, Spiro Vote: 5-0 There were no comments. Motion to close the public comments: Moved: McCarthy Seconded: Aridas Absent: Mendez, Spiro Vote: 5-0 Chairman Martone asked Sean McCarthy if the applicant provided enough information to prepare a resolution. Mr. McCarthy responded by saying that there is still a question about the gate. Discussion ensued. The Board prefers that there be no gate and suggested that landscaping be used as a buffer. Mr. Smith asked if the lost parking space can be made up somewhere else on Cortlandt Street. This will need to be examined. Motion to adjourn the public hearing: Moved: DelVecchio Seconded: McCarthy Absent: Mendez, Spiro Vote: 5-0 Chairman Martone asked that a draft resolution be prepared if the applicant complies with the Board's requests including a parking study. 3) Zoning Code Amendment for the C2 Zone - Discussion The Board discussed the proposed zoning changes in the C2 Zone (attached). The Village Board has set a public hearing on this scheduled for December 9, 2014. The Planning Board had several concerns about the proposed changes.
