1) Open Door Family Medical Center - 300 North Broadway - Resolution
Attorney Adam Wekstein represented the applicant.
The Board reviewed the findings and reviewed a resolution to approve the project.

2) Rock of Salvation Church - 131-135 Cortlandt Street - Public Hearing
Chairman Martone read the public hearing notice and acknowledged that the returns were in.
Architect Jaime Hernandez represented the applicant. There was a discussion about a proposed
easement. A signed easement has not yet been provided.

�Mr. Natarelli summarized the engineering issues. One on-street parking space will be
eliminated. An analysis of the retaining wall needs to be completed. The drainage plan looks
good.

Chairman Martone asked Sean McCarthy if the applicant provided enough information to
prepare a resolution. Mr. McCarthy responded by saying that there is still a question about the
gate. Discussion ensued. The Board prefers that there be no gate and suggested that landscaping
be used as a buffer.
Mr. Smith asked if the lost parking space can be made up somewhere else on Cortlandt Street.
This will need to be examined.

Chairman Martone asked that a draft resolution be prepared if the applicant complies with the
Board's requests including a parking study.
3) Zoning Code Amendment for the C2 Zone - Discussion
The Board discussed the proposed zoning changes in the C2 Zone (attached). The Village Board
has set a public hearing on this scheduled for December 9, 2014. The Planning Board had
several concerns about the proposed changes. Chairman Martone will summarize the concerns
of the Planning Board and will provide a written formal response to the Village Board.
