Chairman Martone made opening remarks. He explained that some items on the agenda were
public hearings and others were preliminary discussions only. Mr. Martone mentioned that the
application for Lighthouse Landing is historic and that the residents are excited about the
possible redevelopment of the old General Motors property.
1) Maken Land Development, 545 No. Broadway - Continued Public Hearing
Chairman Martone said that the applicant's attorney has sent a letter requesting an adjournment.
Chairman Martone said that since the applicant has missed several meetings, the adjournment
will be granted only if the applicant complies with certain conditions.
Motion was made to direct Sean McCarthy to notify the applicant that the application is
adjourned with the following conditions;
1) The applicant must make an effort to prepare for the next meeting
2) The applicant must attend the next meeting
3) The applicant must re-notice the application

�2) Cortlandt Street LLC - 1 3 9 Cortlandt Street for a change of use
Daniel Panessi represented the application. The project was before the Planning Board last
month. Village engineering consultant James Natarelli provided the Board with written
comments (attached). The board had no objections with the plan, but did specify certain
concerns that need to be addressed. A resolution outlining the conditions for site plan approval
needs to be prepared and approved by the engineer.

The drainage must conform to the existing site plan.
The retaining wall will need to be repaired to the engineer's satisfaction.

3) Lighthouse Landing Venture, LLC. - 199 Beekman Avenue - Preliminary Presentation
The applicant's attorney Peter Wise made opening remarks. Lighthouse Landing Venture, LLC
is a partnership between Diversified Realty Advisors and Sun Cal. They are interested in
redeveloping the General Motors Property. Jonathon Stein and George Carfagno of Diversified
Realty Advisors were in attendance. Mr. Stein gave an overview of his company. Peter Johnson
and Peter Chavkin represented Sun Cal. Mr. Johnson gave an overview of his company. Planner
Andy Tung summarized the proposed project which has a special permit from the Village Board.
Mr. Tung explained that the General Motors property has to be sub-divided prior to the sale of
the property. The plan is to formally sub-divide the property into the three existing parcels (east,
west and south). Mr. Tung explained that this sub-division will confirm the current conditions.

�4) Open Door Family Medical Center Inc. - 310 North Broadway Preliminary Presentation
The applicant's attorney Geraldine Tortorella made opening remarks. Ms. Tortorella introduced
architect Gary Gianfrancesco, traffic engineer Michael O'Rourke and Lyndsay Farrell of Open
Door. The proposal is to create an Open Door family medical center at 310 North Broadway. A
previous application for this project was withdrawn due to insufficient parking. Open Door is in
contract to purchase Dominick's Limousine, which will enable them to provide adequate parking
for the proposed facility. The Zoning Board granted variances for this project. Mr.
Gianfrancesco described the site plan. Mr. O'Rouke gave a brief summary of a traffic study
submitted by Adler Consulting. There were several questions related to traffic, signage and
pedestrian access. There is a concern about allowing left turns out of the proposed parking lots.
Engineering consultant James Natarelli provided the Board with written comments (attached)
