Planning Board Meeting
February 19,2015
The meeting was called to order at 8:00pm by Chairman Eliot Martone.

Agenda:
1) Rock of Salvation Church - 131-135 Cortlandt Street - Continued Public Hearing

Announcement - The Rock of Salvation Church public hearing was moved to the end of the
agenda because the architect was not present.
1) Lighthouse Landing Venture. LLC. -199 Beekman Avenue - Preliminary Presentation
Planner Andy Tung introduced Peter Johnson, Peter Chavkin and Jonathon Stein of Lighthouse
Landing Venture's LLC. Mr. Tung summarized a proposed plan to stockpile clean fill at 199
Beekman Avenue. Lighthouse Landing Venture LLC needs an estimated 250,000 cubic yards of
fill for surcharge and for site work. The material is expected to be trucked onto the site possibly
from a construction site in Valhalla. Mr. Tung provided a preliminary plan showing where the
material will be stock piled. Lighthouse Landing Venture LLC is seeking a permit in case clean
fill becomes available.
The Board had questions related to transporting the material, timeframe, storm water
management and creating a buffer from Ichabod's Landing.
Chairman Martone said that the applicant has provided enough information to set a public
hearing on the March 19, 2015 Planning Board meeting.

�2) Rock of Salvation Church -131-135 Cortlandt Street - Continued Public Hearing
Architect Javier Taborgo and attorney Kevin Stevens represented the applicant.
The discussion centered around the installation of a mechanical gate at the entrance to the
parking lot. Mr. Taborgo stated that a gate is necessary for security, liability and safety reasons.
Chairman Martone stated that the Planning Board has been consistent with regards to denying
the installation of these types of gates. He stated that there are no other private parking lots or
churches in the Village that have gates. Signage is used at these parking lots to prevent illegal
parking and there has never seemed to be a problem.
Mr. Aridas agreed that the Planning Board's "no gate" policy has been consistent throughout the
Village.
Chairman Martone asked if the applicant submitted engineering calculations. Mr. Natarelli said
that he has not yet received them.
Attorney Kevin Stevens spoke. He stated that the Church is under no obligation to agree to the
easement and that they are being good neighbors by opening up the parking lot to the building
next door. He requested that the Planning Board agree to the mechanical gate for the reasons Mr.
Taborgo stated earlier.

Dan Panesi owns the property next door. He supports the project. He said that an easement with
the Church is being finalized and that filing the easement with the County should be a condition
of the site plan approval.

Chairman Martone said that he is ready to move forward with a resolution for the next meeting
as long as it the does not include a gate or fence on the site plan.
