This is a continuation from previous meetings.
Arthur Seckler stated that the Sleepy Hollow Housing Authority is looking to create 15 additional
parking spaces to accommodate the residents of the building. He discussed the proposed parking
layouts.
The Chair asked if there is a plan for any additional future expansion.
Arthur Seckler responded no.

�The Chair asked if the steep slope would be altered.
Arthur Seckler responded no. He stated that there will be some additional plantings placed at the
bottom of the slope.
The Chair asked about the storm water management improvements.
Arthur Seckler discussed the proposed storm water management improvements.
Nicholas Cicchetti asked about the drainage on the steep slope.
Arthur Seckler responded that there is no change to the storm water management on the steep slope.
Owen Wells asked about the location of the property.
Arthur Seckler responded that most of the property is located in Tarrytown.
The Board agreed to keep the public hearing open until the engineering plans can be reviewed.
This was adjourned to the next meeting.
No action was taken.

2) Salvation Army

90 Valley Street

Proposed Community Center -

Michael Stein is the Project Engineer and is representing this application on behalf of the applicant.
Michael Stein stated that there was a meeting with Tarrytown to discuss Lead Agency status. He
stated that the Village of Tarrytown will require site plan approval for the parking area.
Hugh Jones asked if the Salvation Army would be paying taxes on this property.
Janet Gandolfo responded that the Salvation Army is a tax-exempt organization.
Hugh Jones stated that the Board should know the amount of tax that will be removed from the
tax roll.
The Chair asked if the Board had any questions.
Owen Wells reviewed his memo to the Building Department. He stated that ZBA approval is
required as well.
Michael Stein responded that a ZBA application will require a traffic engineer. He stated that
the applicant has not authorized a traffic study yet since they are only contract vendees.
No action was taken.

�3) Approval of minutes for December 2010 Isabel Mendez made a motion to approve the December 2010 minutes as amended. Hugh Jones
seconded. It was unanimous (6-0).
The meeting was adjourned at 8:19pm.
