The meeting was called to order at 8:00 pm by Chairman, David Perlmutter. The Chair noted that a
quorum was present.

George Tanner made a motion to adopt the draft Resolution. Gary Malunis seconded. It was

Nicholas Cicchetti made a motion to adopt the draft Resolution. Matt McLaren seconded. It was

The Chair read the draft Resolution aloud for the record.
George Tanner made a motion to adopt the draft Resolution. Matt McLaren seconded. It was
unanimous (5-0).

4) Estate of L. Rockefeller

Proposed 2-lot sub-division -

John Schnaufer is representing this application on behalf of the applicant.
John Schnaufer stated that this sub-division is under contract with the Sleepy Hollow Cemetery.
He stated that once the closing takes place, an option will be issued for the family to purchase back
2 acres of the parcel to be included in the family cemetery.
George Tanner asked why the applicant is looking to purchase the parcel back.
John Schnaufer responded that there is a law restricting the size of family cemeteries. He stated
that if the law changes, the family can buy 2-acres back at fair market value. He stated that the
option is valid for 25 years.
George Tanner made a motion to declare the Planning Board as the Lead Agency on this
application. Matt McLaren seconded. It was unanimous (5-0).

5) Headless Horseman Entities

�There was nobody present for this application.
The Chair stated that the applicant should be notified that if they do not appear before the Board at the
next meeting, their application would be striken from the agenda.
George Tanner referred to a 1998 application for this same property.
The Chair stated that the Village should look to shut down this property since they continue to operate
in violation of Village procedures.

6) Carlos Rodrigues

7 Hudson Street

Preliminary Presentation -

Richard Blancato is representing this application on behalf of the owners.
Richard Blancato stated that this matter has been before the Board before. He stated that a formal site
plan and public hearing.
Sean McCarthy responded that the public hearing was held and closed but the Board did not take
action.
It was agreed that the Building Inspector will research whether a Resolution was passed or not.
No action was taken.

7) Approval of minutes –
The minutes from the February 2009 meeting were reviewed. George Tanner made a motion to
approve the minutes as submitted. Gary Malunis seconded. It was unanimous (5-0).

8) Other –
The Chair resigned from the Planning Board effective immediately. He stated that he would
remain on the Board for another meeting if a replacement is not found.
Matt McLaren also resigned from the Planning Board effective immediately.
