The revised sketches showed that the buildings would be one-story shorter in height than previously requested. He showed proposed sketches of the parking areas and the main buildings. Steve Ejanusa spoke about how the configuration of the buildings allow people to share dining and recreational activities. He described how the buildings are connected via bridges. . N Steve E^>anusa stated that he and Andy Tung traveled up and down the Hudson River to try to determine what architectural style could best be taken from the Hudson River. He stated that the architectural functions of a CCRC melded with the historic style. He went into detail on the architectural styles selected for this project. He detailed the picturesque roofs. He also spoke about the use of base and the low projected roofs. He �spoke about the grouping of windows in a specific way to provide a sense of visuality. He stated that there is a continuous horizontal line connecting the balconies. He stated that the scale of the building would be broken up with the materials selected. He spoke about the stone base and how it integrates with the scale of the buildings. Andy Tung stated that the buildings stepping down the hillside is quite a drop. He stated that there are 2-stories stepping from west to east and 4-stories stepping from north to south. He stated that the building sits betted into the hillside and not sticking up. He also spoke about the increased landscape buffer between the Kendal project and Rockwood Hall. The Chair asked Steve Ebanusa about the height from the ground to the dormer. Steve Ebanusa responded that the height varies at all elevations. The Chair asked about the ceiling heights. Steve Ebanusa responded that the ceilings are roughly 8 foot in height. Steve Ebanusa described the different colors to be used on the artificial stucco above the stone. He described how the porches, balconies and windows would be white and the other areas (roof, hood ornaments over entrances, etc) would have different colors. Steve Ebanusa detailed the interior. He stated that the outer buildings "L" around to the center. The interiors are to be as lit as possible with plenty of views. Steve Ebanusa explained the use of balconies. He stated that 95% of the residents would have balconies. Barbara Fina stated that she doesn't see a rhythm to the use of balconies. Steve Ebanusa stated that there are two types of bay windows used. He stated that some units flip towards each other in various places. He also stated that the porches are constructed in an A B A B A pattern. / Elvira Aloia stated that the size is very large. <A/ ^ Andy Tung and Steve Ebanusa reviewed the building elevations with respect to the tree line. They also stated that the buildings have dropped a floor. The Chair asked how they arrived at this particular style. Steve Ebanusa responded that they used the typical coloring of the James House and different roof colors from the Hudson River. Barbara Fina stated that the roof style could be more blended. Andy Tung responded that some buildings stick out more because of their colors. He also stated that some of the buildings blend in more with their red or black roofs. Architectural Review Board Work Session, November 7, 2001 2 �V The Chair stated that the Board should be looking at items affecting the Planning Board. He stated that this includes the architecture, choice of materials, how the facade is broken up, etc. The Chair asked the Board if they had any objections. Elvira Aloia stated that the project looks very intrusive because of the large buildings. She stated that it looks like an institution because it is a continuous, massive structure, Andy Tung responded that it is a grouping of four buildings and it is a 20-acre campus. The Chair stated that the courtyards in the Van Tassel buildings are very pleasant. He asked if Kendal's courtyards could achieve the same feeling. Steve Ebanusa responded that the courtyards would have an upscale effect. Elvira Aloia stated that in Milan, the courtyards are spectacular and elegant. Kendal seems harsh. She stated that Kendal could accomplish the same thing. Barbara Fina stated that the project lacks the softness of the Ttnlhmtr nriranmrnt There was an open discussion on the type of roofs to be used. Barbara Fina asked if mature plantings would be used. Andy Tung responded that the plantings depend on the hillside. The plantings would range from 10-18 feet. Al DelBello stated that a landscaping planner would be used. Andy Tung stated that certain views were opened up. Some of the floors were removed from certain buildings so that the Hudson River could be seen. Elvira Aloia stated that she is concerned with the view from the James House. Andy Tung responded that the buildings range from 2-5 stories. Barbara Fina stated that the value of nearby houses would decrease without maintaining this wooded buffer. , Andy Tung responded that the trees would be planted early in the project, v Barbara Fina asked if the lightfca^was sufficient for the evergreens to grow. She also asked if the dead trees woukfbe removed. Andy Tung responded that the trees would have sufficient light but they would grow slowly. He also stated that the dead trees would be removed as long as they don't cause v||^V l0cO[ Barbara Fina asked about the traffic up Rockwood Road. She asked if rhisHs-a new exit onto Route 9. Andy Tung responded that the exit already exists. He stated that the roadway network would basically remain the same. He also stated that a Village employee would be involved in the overall supervision. Elvira Aloia asked about rats. Al DelBello responded that there would be an exterminator on site to contain any vermin. Since there were no more concerns, the meeting was adjourned at 9:35pm.
