Mark DeGennenaro, CAMCE IN THE MATTER OF 35 HOLLAND AVENUE. SLEEPY HOLLOW. NEW YORK 10591 Mr. Hughes, Esq. gave a preliminary background of his clients application. In September of 1994, Mr. Glover wanted to build a retaining wall in his backyard. He hired a landscaper to put up the wall. Mr. Glover relied upon the contractor to obtain the correct permits, the contractor told Mr. Glover that no permits were needed. Mr. Glover is now trying to remediate the situation by hiring an engineer and another contractor to solve the problem. Mr. Cronin the engineer for the applicant distributed plans and a survey of the property to the Board. A new block wall with fencing material will support the embankment of 30 ft high. Mr. Cronin compared similar walls that were put up in Ossining, Dobbs Ferry and Peekskill. The stone wall with concrete block is very strong. The wall will be built at the rear of the property line. Properties north and south will not be disturbed. There is a large tree preventing the current wall from falling onto Mr. Landrs property. The drainage structure of this wall should be sufficient. Mr. Caetano asked what is the specification for drainage. Mr. Cronin stated that the stone is a dry wall which is three feet down below. The original ground is not on loose fill. It is tied back with a netting called a Geo. grid. This work is done on highways and railroad tracks. It is simply built with walls that interlock together. Mr. Stever asked what is the experience of the height, can it be supported at 30 ft high. Mr. Cronin stated that it would only be 14 ft. high and 4 ft. below grade, a total of 18 ft. Horizontal pipes are being used. Mr. DeGennaro stated a calculation concerning the over turning of the wall will be submitted. Mr. Hughes stated that with regard to the drainage solution, Mr. Glover has a verbal understanding with Mr. Rodriqucs to find a solution. Mr. Cronin stated that the water is concentrated into the parking lot now but a lot of the run-off will be greatly reduced. JtiM �Mr. Hughes will have available plans that are worked out with Mr. Rodriques in the future. The engineer needs to improve the plans and an application must be submitted along with a public hearing date. Mr. Stever made motion to declare the Planning Board as the lead agency for the above project, seconded by Mr. Cicchetti. Motion carried unanimously. Mr. Landi looked at the plans regarding the drainage system. He is concerned with additional drainage piping and the sloping towards the catch basis. Discussion ensued. A pump onto Holland avenue is not a reasonable solution. What can be done once the escavation starts. Mr. Cronin stated that there is a list of remediation measurers that would be taken to prevent any damage to Mr. Landi's property. v Mr. Cronin asked permission of Mr. Landi to dig a ditch along the property. Mr.' Landi stated yes. Mr. Glover stated that this system will be much safer. A resident spoke in concern regarding the use of jack hammers. Mr. Cronin stated that a backhoe will probably be used. Mr. DeGennaro stated that a fence may be needed at the top of the wall as indication mark. This will be put in his report as part of the record. Mr. Caetano made a motion to hold a public hearing on this matter with all the necessary information submitted, seconded by Mr. Cicchetti. Motion carried unanimously. MINUTES A motion was made by Betsy Sawyer Gaylin to approve the minutes of February 20, 1997 as written, seconded by Mr. Cicchetti. Motion carried unanimously. A motion was made by Betsy Sawyer Gaylin to approve the minutes of April 17, 1997 as written, seconded by Mr. Caetano. Motion carried unanimously. Mr. Stever made a motion to adjourn the meeting, seconded by Mr. Caetano. Motion carried unanimously. Being no further business, the meeting was adjourned.
