Harbor Dress Co. Inc. of 27 Orchard Street,
Tarrytown and Strand Theatre Building on
Beekman Avenue, North Tarrytown, N.Y.

Gentlemen:

The Planning Board of t h e V i l l a g e of North Tarrytown,
a t a Special Meeting held, upon t h e r e q u e s t of t h e Mayor, on
August 26th, 1968 a t 8 P.M. a t t h e Village Hall t o c o n s i d e r t h e
r e q u e s t of the Harbor Dress Co. I n c . , t o o b t a i n a v a r i a n c e to
o p e r a t e a f a c t o r y i n the old Strand Theatre Building for the
manufacture and assembly of d r e s s e s .
Upon due d e l i b e r a t i o n and d i s c u s s i o n t h e Planning
Board voted and r u l e d unanimously t h a t a v a r i a n c e should not and
could not be issued to allow a factory for the manufacture and
assembly of dresses in a C-2 General Commercial D i s t r i c t where
such use i s not permitted as per Section 62-8B-C-2-1-2.
1.
Such permission would be contrary t o our comprehensive development plan which was i n s t i t u t e d i n 1964 due to the
requirements of the Urban Renewal Development C o n t r a c t .
2.
In our comprehensive plan, p r o v i s i o n has been made
i n our "M" D i s t r i c t "Manufacturing" where such f a b r i c a t i o n and
assembly i s p e r m i t t e d .
3 . To grant t h i s r e q u e s t would be "spot-zoning 1 1 favoring
one p a r c e l or l o t a g a i n s t the e n t i r e C-2 General Commercial D i s t r i c t .

4. The existing building is non-conforming and at
present occupies approximately 95% of the plot area.
5. The existing traffic situation on Beekman Avenue
must be considered:
A. A factory has employees and there are no
provisions for off-street parking for the employees,
B. A factory must have an area for loading and
unloading its material and products. No such area is available
on the lot.
