                  <text>REGULAR MEETING

DECEMBER 16th, 2002

A regular meeting of the Sleepy Hollow Architectural Review Board
was held on December 16th, 2002 in the Village Hall, 28 Beekman Avenue, Sleepy
Hollow, New York.
PRESENT:

James Nazemetz, Chairman
Sean McCarthy
Henry Steiner
Elvira Aloia
Carter Sackman
Paul Wichmann

ABSENT:

Barbara Fina

ALSO PRESENT: Edward Lammers, Attorney
Robert Stiloski, Inspector
Chairman Nazemetz called the meeting to order at 8:00 P.M.
Chairman Nazemetz stated that the next meeting of the Board would
be on January 22nd, 2003. He also stated he would not be present as he would
be out of the country.
1.

NEXTEL COMMIJNICATIONS, 28 Beekman Avenue-Wireless Communication Facility
CONTINUED.

Chairman Nazemetz stated that Nextel was exploring decorative railing
installation and would like their application to be continued until the January
meeting.
2.

GETTY PETROLEUM, 257 North Broadway-Legalize Signs-CONTINUATION.
Ms. Semnani presented Affidavit of Proof of Mailings to Mr. Stiloski.

Ms. Semnani presented Plans and Drawings and pictures of the existing
signs and stated she would like the Board to review them and make them legal.
Ms. Semnani stated that the present signs were installed approximately twentyfive years ago.
Chairman Nazemetz moved, seconded by Mr. McCarthy to open the meeting
for public comments. Carried.
There being no public comments, Mr. Nazemetz moved, seconded by Ms.
Aloia to close the meeting for public comments. Carried.
Discussion followed regarding the various Gasoline Station signs in the
area and whether or not they could be made to be more in keeping with the historic
nature of the area.
Chairman Nazemetz stated that there are presently at least five "Getty"
signs at the gas station, and various other signs.
Board members felt that prior to approving the Getty signs the Board
should look into making all the gas stations signs more uniform and pleasing.
Chairman Nazemetz moved, seconded by Mr. Steiner to table the matter
until the January meeting. Carried.

PAKOLA, 48 HEMLOCK DRIVE-WALL-CaSfTINUATiaSf.

Chairman Nazemetz stated that the Board was awaiting ruling of the
Highway Department regarding the property line, and moved, seconded by Mr.
McCarthy to table the matter until the January, 2003 meeting. Carried.
4.

EVELYN TENNENBAUM, 5 LAKESHORE CLOSE-REPAIR &amp; RENOVATION OF PORCH-FRONT ENTRY.
Mrs. Tennenbaum presented Affidavit of Proof of Mailings to Mr. Stiloski.

Mrs. Tennenbaum outlined the project and presented plans and drawings
for the Board to review. She stated they were redesigning the front entrance
to the house as the roof needing repairing. They had a problem with the ice
and snow dripping onto the front walk and creating a problem.
Mr. McCarthy moved, seconded by Mr. Sackman to open the meeting for
public comments. Carried.
There being no public comments, Mr. Nazemetz moved, seconded by Ms.
Aloia to close the meeting for public comments. Carried.
Discussion followed regarding type of construction and size of the
new overhang.
Mr. McCarthy moved, seconded by Ms. Aloia to approve the application
as submitted. Carried.
5.

EL CRIOLLITO RESTAURANCE, INC. 230 No. Washington Street-AWNING.

Mr. Nazemetz moved, seconded by Mr. Steiner to table the application
until the January, 2003 meeting. Carried.
6.

DIBBLE, 315 No. Broadway-2-STORY GARAGE &amp; APARTMENTS-CONTTNUATION.

Mr. Nazemetz stated that Mr. Dibble was instructed at the last meeting,
to submit plans showing various elevations from different directions, and showing
the present houses location on the lot. He stated that he feels the project is
too large for the lot and the plans submitted are dated March, 2002.
Mr. Dibble stated that the new building would be the same height as
the house which is towards the front of the property.
Mr. Stiloski stated that the Planning Board referred the application
to the ARB for review.
Ms. Alois questioned the building of a second building on the same lot.
Mr. Stiloski stated that the property is located in a Commercial Zone
and it is allowed.
Discussion followed regarding type of construction, type of roof,
exterior finishing and height of garage doors.
Mr. STeiner moved, seconded by Ms. Aloia to open the meeting for public
comments.
Neighbor, residing at 42 Lawrence Avenue stated that Mr. Dibble has
constructed walls at the rear of his property consietikidpf cinder blocks and

�-3and questioned his right to do so.
Mr. Nazemetz stated that the construction of the wall was not
approved by the ARB.
There being no further conments, Mr. Steiner moved, seconded by Mr.
McCarthy to close the meeting for public conments. Carried.
Chairman Nazemetz stated that Mr. Dibble should present Site Plan
showing all elevations as requested by the Board, and showing proper grade line
for the present house.
Mr. Dibble stated that the Site Plan presented has all the information
requested.
Mr. Larimers stated that a proper application must be submitted showing
all the changes that have been made to the overall property, and that the
Planning Board must pass on the drawings before the ARB approves them.
Mr. Nazemetz moved, seconded by Mr. McCarthy to table the matter until
the January meeting. Carried.
7.

LAURENTINO RCORIGUES, 172 VALLEY STREET-3-STORY MIXED USE COMMERCIAL BUILDING.
Mr. Rodrigues presented Affidavit of

Proof of Mailings to Mr. Stiloski.

Architect for Mr. Rodrigues prsented Plans and Drawings and outlined
the project stated it would be corrmercial on the ground level with apartments
on the upper level.
Mr. McCarthy moved, seconded by Mr. Steiner to open the meeting for
public comments. Carried.
There being no public comments, Mr. Nazemetz moved, seconded by Ms.
Aloia to close the meeting for public comments. Carried.
Discussion followed regarding the height and size of the "tower", color
of brick, color of window frames, type of crown mouldings to be used and height
of concrete wall.
Also discussed the type and amount of parking to be provided
and location.
Mr. Rodrigues stated that the project is currently before the Zoning
Board and Planning Board but both Board's want input from the ARB before their
next meeting.
Discussion followed with members of the Board stating they felt that
the project should be more residential looking so that it wouldn't look too
massive and felt that more detailed plans should be submitted.
Mr. Nazemetz moved, seconded by Mr. Sackman that the matter be continued
at the January meeting. Carried.
Mr. Nazemetz noted that permission has not been granted to demolish
the building at 172 Valley Street.

FRANK'S HOME IMPROVEMENTS-361 NO. BROADWAY-ADDITIONKXimNUED.

Mr. Silari£; Architect, presented new Plans and Drawings for the
addition, for the Board to review. He submitted samples of red brick to be
used, and stated that the building would be a two story building with a garage
on the street level and offices on the second floor.
Mr. Nazemetz moved, seconded by Mr. McCarthy to open the meeting for
public comments. Carried.
There being no public comments, Mr. McCarthy moved, seconded by Mr.
Wichmann to close the meeting for public comments. Carried.
Discussion followed regarding type of material to be used, color of
garage door, type of windows, location of sign, which is not part of this
application, and type and size of glass block to be used.
Mr. STeiner moved, seconded by Mr. Wichmann to approve the application
as submitted. Carried. Ms. Aloia abstained.
9.

J. NELSON ARBOLEDA, 72 Beekman Avenue (LOS PAISAS CO.) SIGN PERMITHXNTINUED.

Chairman Nazemetz moved, seconded by Mr. McCarthy that the application
be tabled until the January, 2003 meeting. Carried.
10.

UNCLE JERRY'S DELI-364 N. BROADWAY-SIGN &amp; AWND^HXNTINUED.

Mr. Nazemetz moved, seconded by Mr. Steiner that the application be
tabled until the January, 2003 meeting. Carried.
MINUTES
Mr. McCarthy moved, seconded by Mr. Steiner to approve the Minutes of
the meeting held on November 25th, 2002 as submitted. Carried.
There being no further business to come before the meeting, Mr. Wichmann
moved, seconded by Ms. Aloia that the same be duly adjourned. Carried.
