A regular meeting of the Planning Board was held on Thursday,
June 18, 1992 at 8:00 PM in Village Hall, North Tarrytown, New
York.

This matter was adjourned until July 16, 1992 pending adoption by
the Board of Trustees of the revised site plan law.
IN THE MATTER OF CHARLES M. PATEMAN - BEDFORD PARK ASSOCIATES.

Mr. Pateman stated that this matter is a brand new application
for preliminary subdivision approval. The developer presented
two proposed subdivision plans: one for a 15-lot subdivision and
the other for a 14-lot subdivision. Mr. Pateman stated that he
is looking for direction from the Planning Board for the project.
If the Board wants to have a cul-de-sac and street width as
required by the subdivision regulations, he is willing to comply
with those requirements.
Mr. Galgano asked when it was appropriate to use a cul-de-sac.
Mr. Gissen stated that good planning normally requires the use of
a cul-de-sac when there is a public dead end street, such as Amos
Street.
Discussion then ensued concerning the proposed cul-de-sac with a
dedicated radius of 50 feet, and a paved radius of 42 feet. The
subdivision regulations provide for a turnaround at the end of
the cul-de-sac with a radius of not less than 60 feet. The
question was raised whether vehicles such as a fire truck, a snow

�plow, a garbage truck or an ambulance could turn around in a culde-sac with a 42 foot paved radius and not have to back out Amos
Street. Mr. Gissen noted that a standard size UPS truck could
turn around in a cul-de-sac with a 42 foot radius. He did not
know if a fire truck or a garbage truck could do so.
Mr. Salman asked if curb cut approvals on Bedford Road or Weber
Avenue had been obtained yet. Mr. Pateman stated that curb cuts
on Bedford Road had to be approved by the New York State
Department of Transportation, that no such approvals had been
issued yet, and that he could not obtain building permits and
start construction until he had received curb cut permits from
DOT for Bedford Road. Weber Avenue is County road.
Mr. Salman then raised the issue of parking in the cul-de-sac,
and asked if adequate off-street parking would be provided. Mr.
Pateman stated that the driveway area for each house on Amos
Street could be enlarged to provide parking for two cars on site.
Mr. Spencer noted that the Board will have to decide the
application for preliminary subdivision approval at the next
meeting on July 16. He noted that the subdivision regulations
provide that the Board may require the developer to set aside and
dedicate to the Village up to 10 % of the area of the proposed
subdivision for parks, playgrounds or other recreational
purposes.
Mr. Spencer further stated for the record that the approval for
the condominium project on the site had expired.
Mr. McCarthy made a motion to set a Public Hearing for July 16,
1992 seconded by Mr. Salman. Motion carried unanimously.
Mr. Salman made a motion to approve the minutes of April 14th and
May 21st, 1992, seconded by Mr. Windas. Motion carried
unanimously.
Mr. McCarthy made a motion to hear public comments seconded by
Mr. Salman. Motion carried unanimously.
Mr. Zegarelli stated that he and the residents of Briggsville are
just looking for safety. The residents would accept a 13-lot
subdivision.
Some residents were not against the project but did have
concerns.
Mr. Poli stated that it is a good idea to have new housing built
because it will provide tax revenue for the Village.
Mr. Kringas stated that the Village should be in favor of the
development.

�Mr. McCarthy made a motion to adjourn the meeting, seconded by
Mr.Windas. Motion carried unanimously.
There being no further business, the meeting was adjourned at
9:30 PM.
