PUBLIC HEARING

A Public Hearing was held before the Planning Board
of the Village of North Tarrytown on the above date.
PRESENT:

Ellen Tsangaris, Chairperson
James Galgano
John O'Leary
Richard Ayers
Alan Kaplan
Steve Baderian

ABSENT:

Roman Windas

ALSO PRESENT: John J. Hughes, Jr., Village Attorney
Chairperson Tsangaris called the meeting to order
at 8 P.M.
Mr. O'Leary moved, seconded by Mr. Galgano that the
minutes of the meeting held on April 19th, 1990 be approved as
submitted. Carried.
Chairperson Tsangaris stated that the first order of
business would be the following:
1.

SLEEPY HOLLOW CEMETERY-PRELIMINARY DISCUSSION RE-DRAINAGE

Mr. Larry Nardecchia representing Sleepy Hollow
Cemetery presented a Drainage Analysis for the project to be
undertaken by the Cemetery. He explained the project and stated
that the purpose of the project was to eliminate the ravine and
to create approximately 700 new cemetery plots. (Copy of Analysis
in Official Minutes).
Mr. William Graham, Superintendent of Sleepy Hollow
Cemetery stated that the cemetery was running out of space and
wanted to reclaim areas within the boundaries of the cemetery.
Mr. Wery, representing Fredrick P. Clark Associates,
stated they had reviewed the proposal and submitted a memorandum
stating comments and recommendations. (Copy in Official Minutes).
Mr. Joseph Gulino representing Manganaro Consulting
Engineers, submitted their recommendations to the project.

After a discussion Mr. O'Leary moved, seconded by Mr.
Kaplan that the Board review the project and report back at the
next meeting. Carried.
Chairperson Tsangaris stated the Board would schedule
a Public Hearing after the next meeting.

�-22. JOHN TORNELLO-256 NORTH BROADWAY-PERMISSION TO INSTALL A
CANOPY AND A FIRE SUPPRESSION SYSTEM.
The Clerk read the Public Notice to hear and consider
an application of John Tornello, 256 North Broadway, North Tarrytown,
N.Y. for permission to install a canopy and a fire suppression
system at 256 North Broadway, North Tarrytown, N.Y., known and
designated on Village Tax Assessment Map as Section 17, Block 3,
Lot 4D.
Chairperson Tsangaris asked if there was anyone present
who would like to address the Board on the subject.
Mayor Janet Gandolfo stated the applicant had appeared
but had to leave and she would speak for him.
She stated that Mr. Tornello had given her the plans
to submit to the Board regarding the canopy and the fire suppression
system. She stated that the Board of Trustees were trying to
work with the applicant as it was their intention to continue
the rehabilitation of that intersection. Mr. Tornello informed
her he was willing to comply with the Board's previous requests.
Mayor Gandolfo stated this project would be the first
to conform to the new "Canopy Ordinance".
Mr. O'Leary moved, seconded by Mr. Ayers that the
Public Hearing be continued at the next meeting of the Board.
At that time, the applicant should be prepared to address all
items contained in the attached memorandum.
3.

ENRICO SOLARI-SUB-DIVISION-NEW BROADWAY

Mr. Solari stated that he was appearing before the
Board in order to renew his variance which had expired, and
submitted plans.
Mr. Wery stated he had just received the plans and
would like to review them.
Mr. Margotta stated that a Building Permit would not
be issued until all conditions had been met.
Mr. O'Leary moved, seconded by Mr. Galgano that the
Solari's renew their variance with the Zoning Board and then return
to the Planning Board and re-submit their plans. Carried.
4.

NORTH TARRYTOWN ASSOCIATES-BEDFORD ROAD &amp; WEBBER AVENUE.

A discussion was held regarding the sub-division
application which has expired.
Mr. O'Leary moved, seconded by Mr. Galgano that due
to the sewer moratorium the project had not been completed. A oneyear extension was granted, the extension running until May
17th, 1991.

�-3OTHER BUSINESS
Chairperson Tsangaris stated that the joint meeting
of the Zoning Board, Planning Board and Architectural Review
Board would be held next week, to discuss various projects.
There being no further business to come before the
Board, Mr. O'Leary moved, seconded by Mr. Galgano that the same
be duly adjourned. Carried.
