A regular meeting of the Planning Board was held on August 17,
1989 at 8:00 PM in Village Hall, North Tarrytown, New York.
Present: James Galgano, Chairperson
John O' Leary
Ellen Tsangaris
Frank Rey
Ray Windas
Also Present: Jim Margotta, Building Inspector
John J. Hughes, Village Attorney
IN THE MATTER OF NOLAN ASSOCIATES (Immaculate Conception Church
Depevster St.. North Tarrytown^
A preliminary hearing was held to request a public hearing on the
site plan approval for Nolan Associates' proposed condominium
plans. Mr. John Nolan of Nolan Associates stated that Archdiocese
has hired his firm to come up with a viable plan to develop the
property on Depeyster Street. He stated that the Zoning Board
had granted variances at their August 6th meeting for this
project, and was now appearing before the Planning Board for
final site plan approval.
He presented blueprints indicating design of the units and parking areas, and also stated that the black walnut tree on the
property would be preserved.
Mr. Nolan also indicated that
Clarke Associates made recommendations on this project and Nolan
Associates have followed through with them.
Mr. Galgano again stated that this was just a preliminary hearing
and that a Public Hearing would be held on September 21st.
A motion for a Public Hearing on September 21st was made by Ray
Windas, seconded by Frank Rey. Motion passed unanimously.

This was a prliminary hearing for approval of the

Mr. Turnquist, architect, give a brief history of Mr. Kringas
proposed project.
Chairperson Galagano asked if any one attending the meeting had
any comments and a number of residents spoke against the proposed
plans. A petition was present to the Board, a copy of which will
made part of minutes.
A motion to send plans to Village Planning Consultants for a
report to Planning Board was made by John 0'Leary, seconded by
Frank Rey. Motion passed unanimously.

TARRYTOWN. N. Y.
This was a preliminary hearing regarding the alterations and additions to convert the Headless Horseman Garage to a
Restuarant/Deli.
Mr. Donal Walsh represented the petitioner and
stated that all requested variances have been granted by the
Zoning Board of Appeals. He was now requesting a date for a
Public Hearing for site plan approval.
A motion for a public hearing on September 21st was made by
Chairperson Galgano, seconded by Frank Rey. Motion passed unanimously.
At this point of the meeting, Attorny Walsh spoke off the record
about Domino's Pizza opening on Valley Street and he expected to
be appearing before the Board for site plan approval sometime in
the near future.
At this point, Chairperson Galgano suggested
that perhaps Halpern Associates should be consulted on the
development of this proposal.
IN THE MATTER OF D'OLIVERI. GORDON AVENUE. NORTH TARRYTOWN. NEW
YORK
This was a preliminary hearing on the proposed subdivision
rquested by Mr. D'Oliveri. Ron Turnquist, Architect, presented
plans for the subdivision, however, questions arose as to whether
or not the adjoining neighbor would be building on his property
sometime in the future. If he did, he would be required to apply
for a variance, and
the Board felt, it was presumptious of
petitioner to consider the subdivision at this point in time.
The Village Attorney, John Hughes, suggested that he and Mr.
Turnquist set up a meeting and discuss the project.
A motion to close the meeting was passed unanimously.
Meeting adjourned at 9:50 PM.
