August 27,1937

Chairman Galgano called the meeting to order at 8:15p.m..He
said this would be an "information gathering" session, with no
decicions to be made.
I. North Tarrytown Associates Site Plan
It was noted that the original 17 lots with 4units had been
reduced to 14 lots, with 3 units at the March,1987 meeting.
The review is to cover:-drainage
-the turn around area, so as to be sure i_t.;-$s
large enough for a fire truck
- environmental impact
Mr Margotta asked if the fire department had been consulted.
Mr. Lackowitz said he would be in contact with them.
Mr. Lackowitz summarized 3 major issues:
1.-water supply- that there be enough for each fire hydrant
2.-sanitary sewage- it will go to Webber Ave. and on to New
Broadway. He asked the N. Tarrytown Associates how they
would mitigate this problem.
3.-drainage-dry wells and drains have been added, but calculations
as requested by the county nust show a zero degree runoff.

The spokesman for N, Tarrytown Associates asked if volume
might be causing the backup that has led to a sanitary problem.
Mr. Lackowitz said a study would be done to investigate the problem.
Mr. Rey asked if there were plans for dry wells. N. Tarrytown
Associates said yes, there would be dry wells to collect water from
the roofs. It was noted the pipes in the area were cleaned several
years ago when roots were found growing underground in the drainage
system.N. Tarrytown Associates said they would address the storm
drainage problem, but said they felt the village should solve the
sanitary backup problem.
Chairman Galgano asked about an alternate solution to the
sanitary sewage. Mr. Lackowitz suggested directing sewage from
Webber onto Bedford Road as a possibility.
Mr. O'Leary asked that the changesytrom the original plan be
noted. The spokesman said: the original plans for 4 units now call
for 3 units; that the three units are now placed slightly closer;
there are plans for a larger quantity of foliage;howeverf roads
will be of the same width, 20 feet.
Mr. Homan noted that the fire chief must approve the width of
the roads.
II. Larry Rodrigues' Site Plan - Valley Street
Mr. Turnquist, speaking for Mr. Rodriges, showed plans, indicating the. building would be multifunctional. The first level would
be for retail, the second for parking, with the third and fourth
levels for 12 duplex apartments. The garage entrnce would be from
Depeyster Street.
Mr. Turnquist explained that from the ijont, the building appears

4 level, but from the rear of the building it appears as

3 levels due to the grading. He noted this is a C-2 area that allows
both commercial and residential use of a building. He also noted
the required 35 parking spaces would be met.
Mr. Margotta asked if there was a state code requiring automatic fire extinguishers on the parking level. Mr Turnquist said
no such code exists.
Mr. Homan noted the applicants have discussed their plans
with Mr. Lackowitz. Mr. Turnquist said water,gas and electricity
would be installed underground in the meter room. A catch basin
for the parking level has been planned for. The storm sewar will
be on Valley Street.
Chairman Galgano asked Mr. Lackowitz what his initial impression
was. Mr. Lackowitz said sewage lines will have to be checked to be
sure they are adequate. Mr. Homan noted the existing storm sewar
is a problem.
Mr. O'Leary asked about the building facade. Mr. Turnquist
said it would be made of concrete reinforced with steel, and a
stucco finish^t the duplex levels there would be steel studs,
with wrtK floors and roof to be of wood. The outside of the duplexes
waid be stucco.
Mr. O'Leary asked how many stores would the proposed building
have. Mr. Turnquist said there were ten small spaces. Mr. O'Leary
expressed concern over lack of parking. Mr. Turnquist noted that
at present there is curbside parking on Valley Street. He suggested
45degree parking on Valley St. , which would allow for more spaces.
Mr. Turnquist also said there would be 14 spaces on the parking
level for tenants.

Chairman Galgano asked if the apartments were to be coops or
rentals. Mr. Turnquist said they would be rental apartments.
Mr. Turnquist noted there are two small lots on Depyster St.
(going west towards Cortlandt) that would be available for additional parking spaces. Mr. O'Leary noted the plans looked good,
but parking had to be improved.
III. Frank Mangieri's Site Plan- Chestnut Street
Mr. Donal Walsh, representing Mr. Mangieri, asked Board members
to review the site plan along with Mr. Turnquist.
Mr. Turnquist described 2 buildings for the site. The entrance
would be from Chestnut St., with the exit onto Gesner. One building already exists. The proposed one is to have 10 dwelling units.
He said three variances had been granted by the Zoning Board:
1. a 10 foot setback
2. a density of 15,500 square feet
3. allowance for 2 separate buildings
Mr. Turnquist said aside from parking spaces next to the proposed building, another six spaces could go near the present building on the site. He said water,gas and electricity will come in
off of Chestnut and run through to all units. The sanitary line
will connect to the Chestnut line. There will be catch basins for
both the present and proposed buildings,
Mr. O'Leary asked about space from the the fence to the front
of the building. Mr. Turnquist said it would be approximately 20feet.
Chairman Galgano asked about provisions for easements. Mr. Walsh
said the original water line from Mario's Greene County could be
tied in to the new ones on Mr. Mangieri's lot. Water easements could

be tied in. The storm sewar for Mr. Mangieri's project would be
paid for by Mr. Mangieri;said Mr Walsh.
Mr. Margotta suggested a 6 month time limit to have the drain
installed by Mr.

Mangieri so others can tie into the system.

Mr. Lackowitz discussed the need to find the best location
for a manhole, so that the Amenta's property can also tie in.
Mr. Walsh said a second manhole on the lot would be desirable.
Mr. Walsl)feaid his party would sign an easement agreement with the
village. Mr. Walsh said he would do the ISO.
Mr. Lackowitz said the water supply would have to be checked,
along with checking the site plan with the fire department to see
if a new hydrant might be needed.A zero post development discharge
from a qualified party was requested. Runoff calculations for once
the area is paved can't be more than now, noted Mr. Lackowitz—
the present runoff must be maintained with the new lot.
Chairman Galgano acknowledged that the Planning Board had
received a letter from Mr. and Mrs. Amenta regarding the need for
an easement.
Mr. O'Leary asked if the^&gt;arking spaces could be changed.
Mr. Mangieri noted that the present building on the site is not
required to have parking. Mr. Mangieri asked the Board to look ahead
for improving the village. He also said that all easement work
for his site and other property owners would be on his property.
Mr. Margotta asked where and when would the collective drain
be built. Mr. Homan suggested waiting for the next meeting, when
calculations would be complete. Mr. Walsh agreed, saying such calculations would be done, including the ISO and zero runoff calculations. It was noted that Amenta would provide their topographical map.

Vice - Chairman John O'Leary then called for a public
hearing at 9:50p.m. in regard to Mr. James Galgano's application for a subdivision of 54 Gory Brook Road. Mr. O'Leary
explained that since a quorum was not present, the hearing was
adjourned until Sept. 10,1987, when the Planning Board would
meet again.
There being no further business, the meeting was
adjourned at 10:00p.m,
