The first issue for tonight's hearing was given by Mr. Leonard Sieverding. His presentation was for a possible condominium complex of 3 buildings called Pocantico Mews, located between Pocantico and Washington Streets, and behind the Morse School. The site is of such a size that would allow for 11 units, and the builder is seeking permission for 18 units. When asked about parking, it was explained that parking would be provided under the first building, and is a courtyard. Total parking spaces would be 22, meeting the required 1-2 spaces per unit. * Chairman Galgano asked if retaining walls would be built. Mr. Sieverding said there would. Would there be any exit or entrance from Washington Street? Mr. Sieverding replied there would not be any such access - only from Pocantico Street. Mr. O'Leary asked if fire trucks could enter the complex. Mr. Sieverding said no, but that fire trucks would have access from the side of the Mews complex. He noted an ambulance could go under the first building (9? ceiling). Mr. O'Leary asked if this would be considered cluster housing. Chairman Galgano said yes, it would. Chairman Galgano asked if the apartments would be for sale or rent. Mr. Sieverding said they would be for sale. Mr. Windas noted that as zoning regulations aren't being met, the site plan can't be dealt with until variances are taken care of. Mr. Windas made a motion recommending that the Planning Board endorse the Pocantico Mews site plan in terms of concept. The motion was seconded by Mr. O'Leary and the vote was unanimous. Greene County Chairman Galgano raised the issue of approval for sub-division. Attorney Schimada explained that the variance was granted with the understanding there would be a side area for loading and unloading. At present this is in violation. He explained that if the Planning Board were to /_ �-2» grant the sub-division, they would be granting a power that is not there. Mr. Schimada recommended that the Board take no action. Instead, he flk explained, there are two options: 1. Have Greene County return to the Zoning Board and comply with the variance or, 2. Having the Zoning Board take away the variance. Phelps Hospital - Day Care Center The architect for Phelps gave a detailed explanation of their site plan. The building would be of 7,700 sq. ft., with 8 child care rooms in a one story building for children of ages through high school level. It would be located close to the nurses residence. The land is of sufficient size for the building, grass, and a parking lot. The Day Care Center would be opened from 6:45 A.M. to 6:45 P.M., so nurses on the 7:00 A.M. shift could be accomodated. Parking would be sufficient for parents and visitors. There would also be a 50 ft. sidewalk. The roadway would have a turn-around. A traffic study is being done at present. Mr. Homan said a report is on file as far as any environmental ^ ^ impact the center would have. Food would be cooked at the hospital and delivered to the Day Care Center. Steam heat would be used. Chairman Galgano noted that the main concern is water. Steve Grollman of Dolph Rotfeld, Engineers who is doing the water study for Phelps, proposed using the present supply of water at the top of the hill, but increasing the pump size. He said he will get back to George Lackowitz (hired by the Village for the water study) re: water supply for fire-fighting. Yard drains will be installed. Mr. Homan introduced Mr. Lackowitz to Planning Board members. Flow availability tests were just done in Sleepy Hollow Manor to see what effect it had on Phelps. 100,000 gal. storage tank is presently available for fire-fighting, but how much water is really needed? And what is the best method? Chairman Galgano and Mr. O'Leary asked what is the norm? Mr. Lackowitz said that depends on whether it is low density or not, and whether a sprinkler system is installed or not. # Phelps spokespeople said their insurance company wants 1,500 gallons of water per minute. The infant area only would have a sprinkler system. They noted that the North Tarry •-.own Fire Department is in on these studies as to how best deliver the water and how much water is needed. fc < — • * �-3A loss of pressure at Phelps was noted when the test in Sleepy ^kH»ollow Manor was done. Phelps is seeking a conditional approval of their site plans. Board members asked what plans did they have for sewage? Phelps p. eople said it would tie in with the present system at the nursing home. Mr. Peirce asked how many employees planning to use the Day Care C enter are North Tarrytown residents? Phelps people said they did not tu ave a number for that, but planned to have a usage of 25% for North T. arrytown residents, 50% for Phelps employees, and 25% for corporate b. ackers. Mr. Margotta raised the issue of what if costs for the center and wv^ater changes can't be met? Mr. Windas noted that Section 62-30 in the Zoning Ordinances says n*o site plan shall be approved until reviewed by the Village engineer. Mr. Homan said he felt the impasse could be resolved. The Planning B»oard needs more time to deal with issues other than water i.e. traffic, r%oad. Phelps people said a maximum of 110 children would be allowed on the premises at any one time. Their plans have been basically approved by ^ ^ t d e Department of Social Services they said. Chairman Galgano asked for a site plan as soon as possible. A motion was made by Roman Windas, seconded by John O'Leary and u^nanimously passed to hire George W. Lackowitz, a private engineer, to d»o the water engineering study for the Village. Board members asked that the state evaluate the area being considered. M^rr. Homan suggested that Mr. Schimada make contact through the state. Mr. Windas noted that the owner should also be given information on tTlie Day Care project. The issue of a northern loop for water at Phelps was raised by Mr. Hocinan. Would this be something for the Village to consider sharing the Cocsts with Phelps? Mr. Lackowitz said 2 topics are of importance: 1.) how much water i;s needed at Phelps and, 2.) what modifications to their system are n e e d e d for fire-fighting. Mr. Lackowitz said 1,500 gallons of water per minute is the minimum PBielps is required to provide. However, he feels 2,500 - 3,500 gallons i^s recommended. This is from other studies for commercial building for a supply of water for a 3 hour duration. Three engine companies would ^fe rrespond, each capable of pulling 1,000 gallons per minute - thus the need jjV fc2or 3,000 gallons per minute. u -~~*~ •• • �-4•» Possible conditions to meet this water supply: 1.) Instead of a 1,500 gallon ground storage tank, it would be an active elevated water tank with 3 hours duration, which would also handle the water pressure problem (cost-approximately one million dollars). 2.) A northern loop which goes up the North Tarrytown water supply system. However, this would have to go through the Rockefeller park and estate. (cost: approximately 1% million dollars). But there is opposition from Phelps' primary benefactor. It was asked if any C D . grant would be a possiblity. he had already applied, but was unable to get the money. Mr. Homan said Mr. Margotta asked if there was any other area besides Phelps for the water tank. Mr. Lackowitz said the only other area would be east of Broadway. Mr. Lackowitz noted that Phelps is talking of replacing the pipes which would help the hydraulic pressure. Mr. Homan said he would like to negotiate with Phelps to meet one of the two conditions previously mentioned. Mr. O'Leary said he felt the Board has a responsibility to enforce Phelps to enact on having a better quality and quantity water supply system. » There being no further business, Chairman Galgano adjourned the meeting at 10:10 P.M.
