Inspector Robert Peirce, Attorney The June 4, 1986 PlanningBoard business meeting was called to order at 8:10 p.m. The Tappan Motors subdivision was the attention. James Galgano opened stating his concern to come to a decision concerning the subdivision of Tappan Motors which has been open since October. Mr. Windas read the letter from Tappan Motors. (Letter attached). Mr. Windas stated that he wants to handle the issues and get a time table for all events if this is passed. He wants to put the letter to a vote. Copy of letter filed. A motion was made by James Galgano to keep the letter in the minutes. Unanimous agreement to keep letter in the minutes. Raymond Dool expressed a concern because people have been complaining for a long time. John 0'Leary stated that he is not happy with the plans. "We have "ho chance but to accept". John then made a motion to accept site plan as amended. No second, and not brought up for discussion. No motion was made not to accept. Motion was then withdrawn by 0'Leary. Stalemate. Raymond Dool made a motion to turn it down. motion. Frank Rey seconded the A vote was taken. Rayond Dool-yes, John O'Leary-no, Frank Rey-yes, James Galgano-no, Roman Windas-abstain. No. conclusion made. Motion was made by John 0'Leary to adjourn this business meeting, seconded by Raymond Dool. Meeting was adjourned at 8:30 P.M. NEW YORK 10591 (914) 631-4040 June 2, 1986 Chairman North Tarrytown Planning Board 28 Beekman Avenue North Tarrytown, New York 10591 RE: PROPOSED TAPPAN MOTORS SERVICE CENTER Dear Mr. Galgano: As you are aware, there .is presently pending before the North Tarrytown Planning Board a proposed site plan for construction of Tappan Motors' Automotive Service Center. The location of this facility is the former Pickwick Post Restaurant on North Broadway. # This site was acquired and planned for development in an effort to relieve the volume of traffic and overcrowding of cars at our present service center at the intersection of North Broadway and New Broadway. It is hoped that this new facility will eliminate offstreet parking and satisfy some of the complaints of the surrounding residential neighborhood. Furthermore, the new facility is essential for Tappan Motors to remain competitive, efficient and among the finest automotive dealerships in the State. It is believed that this new facility will add significantly to L * the community, not only in terms of additional revenues, but improved * aesthetics. It will also provide us with the opportunity to improve our existing service area into a more sightly gateway to our commercial community. The Board has expressed certain concerns with our presant site plan. It is our intention, and always has been our intent, Q:o work cooperatively with government and our neighbors to reach a compromise that would be satisfactory to all those invloved. (cont'd page 2) L �Proposed Tappan Motors Service page 2 Center Therefore, we would propose the following: a) to erect a sound barrier of the kind and quality utilized by the New York State Department of Transportation along its major highways, to screen the surrounding neighborhood from noise and view; b) to submit a landscape plan satisfactory to the Planning Board for the greening of that residential boundary; c) to reserve those parking places abutting our neighbors for management/employee parking; d) at no time will any automobiles without license plates or automobile wrecks be parked or stored in the parking area; and e) the service center will be closed evenings a f t e r 6:00 p.m. and all weekends, plus major holidays. Peak hours will be from 8:00 - 9:00 a.m. and 4:00 - 5:30 in the afternoons. residential It is our intention that this new facility w i l l , in fact, allow us to reduce our present employee staff and therefore reduce congestion in the neighborhood. Furthermore, the new facility does not represent an expansion, but is, in fact, a consolidation of what now exists.
