                  <text>The Planning Board of the Village of North Tarrytown held a
public hearing on Thursday, March 24, 1983 at 8:00 P.M. in the
Municipal Building, 28 Beekman Avenue, North Tarrytown, N.Y.
Present:

James Galgano, Chairman
Roman Windas
Frank Rey
Joseph Ruscigno

Absent:

Dr. Stephen Salman

The meeting was called to order by James Galgano, Chairman.
Mr. Galgano read the public notice on behalf of Mr. &amp; Mrs. Joseph
Perri on a request for sub-division of property 14-2-1D on Hunter
Avenue. Mr. Perri Stated that the application met with all the
requirements as outlined in the village sub-division regulations.
Mr. George Fitzpatrick of Hunter Avenue stated that he approved
of the sub-division and the development of the property. At present,
the lot is used as a dumping ground and is an eyesore. His only
concern is that the creek that runs through the property is handled
in a matter that it will not further aggravate the existing condition.
Mr. James Donovan of Hunter Avenue appeared before the Board and
spoke of the same concerns as Mr. Fitzpatrick. He too approves of
the sub-division but hopes that there will be no further deterioration
of the water problem that occurs in a heavy rain storm.
A discussion was held concerning the matter of the storm water
and the ability of the present storm pipes to correct the problem.
Mr. Roman Windas then moved that the public hearing be closed and
the Board adjourn and retain the right of a reserve decision. The
motion was seconded by Mr. Joseph Ruscigno and carried by the Board..

A meeting of the North Tarrytown Planning Board was held on
March 24, 1983, to consider the application of Mr. &amp; Mrs. Joseph Perri
for a sub-division of their property at Hunter Avenue, Section 14,
Block 2, Lot 1-D.
The Board discussed some items brought up at the public hearing on
March 24, 1983. One of great concern was the concern of neighbors that
the creek that flows through said property would be properly channeled
to flow without any further back-up in the area,
A letter dated March 28, 1983 was sent to Mr. &amp; Mrs. Perri by the
Village attorney citing the neighbors feeling on the subject. Mr. Perri
attended a meeting on August 18, 1983 and assured the Board and Building
Inspector that all conditions would be met.
On a motion by Mr. Joseph Ruscigno and seconded by Mr. Frank Rey,
the Board passed a resolution (attached) for Village records) granting
Mr. Perri a sub-division.
Chairman James Galgano adjourned the meeting at 8:30.

Dear Mr. and Mrs. Perri:
I have been requested to contact you by the members of the North
Tarrytown Planning Board with respect to your pending subdivision.
The Board has had an opportunity to review your application and will
require some additional documentation. First, there is a requirement
for a preliminary plat. This is required not only for the Board to
review your application, but also, if approval is granted, to allow you
to file with the Office of the Westchester County Clerk.
Secondly, I would direct your attention to the general requirements for
subdivision Article 5, Section 12(a)(1) of the Subdivision Regulations
of the Village of North Tarrytown. Prior to the granting of any subdivision, the Board will require that you file, in writing, your plans for
providing for flooding and drainage.
I would advise you that those plans will be made a provision of the subdivision approval.
To assist you in all the foregoing, I am providing a copy of all the subdivision rules and regulations. After you have compiled all of the
requested data, you may contact the Building Inspector and Village Clerk
to schedule a Board meeting at the earliest possible convenience of all
the parties.
