Plannina Bd. meeting was called to order by James Galgano at 8 p.m.
Dr. S. Solomon was appointed temporary chairman and he conducted the two hearings
this evening.

Public Notice was read by Dr. "^Je^erPregarding a lot subdivision

requested by Pauline and Dr. Murray L. Schole.

Lot in question is known as

Section 14, Block 16, Lot 1L.
Dr. Schole was the first to speak in his own behalf and presented to the Board
substantiating evidence that the lot in question was purchased as two lots
(his Deed, Title, and Tax Receipts were presented and indicate two lots).

Attorney

Walsh looked at this material and advised the Board that an application to subdivide
this property is necessary due to a legal technicality which stipulates that this
lot is indeed one lot, not two.

Dr. Schole further advised that when he purchased

this property the two lots measured 75 x 100 and he has a survey to prove this.
James Galgano questioned whether or not it is legal for the Planning Board to
grant permission to subdivide this property.
Donald Stever, 157 Millard Avenue, spoke against granting the request for a subdivision of Dr. Schole's property and presented several facts along with a drawing
of his conception of the layout of the property in question.

Mr. Stever pointed

out that Dr. Schole extended his house and if the lot is subdivided, there might
be a violation because the extension will be too close to the property line.
Mr. Stever feels the Village would not be justified in granting this subdivision.
Robert Rogers, 508 Munroe Avenue, also spoke against granting subdivision. He
feels that some day these lots might be sold separately and if the empty lot
were to be built on, the houses would be too close together.
The Board was informed by Mrs. Schole that they have greatly improved their
house

and upon being questioned by Dr. Se^femon, she informed the Board that the

porch was extended when they moved in. Dr. Schole also had some photographs that
showed that there are property owners who have buildings that were built too
close to property lines.

�Margaret Stever, 157 Millard Avenue, also spoke about her fear that the
neighborhood would be wall-to-wall houses i f this lot were to be subdivided
and built on.
Mr. Edward Swaby of the Zoning Board of Appeals spoke next, (12 Spruce Street),
and said that the Planning Board should check the minutes of the Zoning Board
meeting when Dr. Schole requested a variance to extend his porch.

The Zoning

Board ruled that i t was not necessary to apply for a variance because the
Village of North Tarrytown considered Dr. Schole's lot (.52 acres) to be a
single lot and, therefore, there would be sufficient property on which to
extend his porch.

Mr. Swaby also mentioned that the Village does not use

subscripts when numbering lots; lot designations vary in the County, Town, and
Village (Ur. Schole said one of his lots was designated as 1L ) .
James Galgano made a motion to adjourn and leave this matter to advisement;
Joseph Ruscigno seconded the motion.

Mr. Robert W. D. Snyder, President of GREENROCK CORPORATION, addressed the
Board.

The Rockefeller Estate wishes to subdivide j o i n t l y held property.

There are 2,500 acres of property which they wish subdivided into four parcels;
1,000 acres are individually owned within North Tarrytown (property owned by
David Rockefeller must be subdivided into two parcels so that ultimately i t can
be made a g i f t to the State of New York for a park.
A State Park w i l l be created from land owned by the Estate of John D. Rockefeller,

Mr. Snyder had a map which he showed the Board and the property i n question was
shown in color.

Mr. Snyder explained to the Board which property was held by

David Rockefeller and other members of the Rockefeller family and that i t would
be used only f o r passive recreation, i . e . , h i k i n g , walking, bike r i d i n g , cross country
skiing but not for picnicing, f i s h i n g , motorcycles, or snowmobiles.

Greenrock Corp-

oration w i l l maintain the property u n t i l parking f a c i l i t i e s are a v a i l a b l e - these
f a c i l i t i e s to be located o f f Route 117 and at the north entrance t o Rockwood H a l l .
Upon being questioned about the land near Webber Park, Mr. Snyder informed the
Board that David Rockefeller has no intention of developing the land in question
and i t w i l l remain as i t i s .
There is some concern regarding the Village o f North Tarrytown tax base.
James Galgano questioned whether or not the Railroad would be straightened out
along the r i v e r - at Rockwood H a l l - and the answer was, 'No 1 .
Mr. Snyder also informed the Board that New York State w i l l not accept t h i s land
as a g i f t without a donation of $3,000,000 to be used to maintain the land from
the Estate of John D. Rockefeller, I I I .
Frank Caro questioned Mr. Snyder regarding Rockwood Hall property.

Mr. Snyder

said this land i s owned by Lawrence Rockefeller and that the IBM Corporation has
f i r s t refusal on this property, however the property IBM owns was purchased with
constraints which stipulate that the property is to remain as i s .
being maintained, cleared, and in general being kept in good order.
