Madden: Most residents of North Tarrytown and Tarrytown have long been aware that one of the major joroblems facing the two villages is the traffic congestion, caused for the most part by the fact that employee and delivery traffic bound to and from the waterfront industrial area must traverse the narrow local streets. As your planning consultants, we have been working with the representatives of Raynond and M a y , the consultants to the Village of Tarrytown, on the location of a bypass route that wou 1 serve the two villages. We have also been trying to interest County and State agencies i n underw. ~Hg the cost of such a project. To date the interest of Westchester County has been extremely limite . However, the Siate Department of Public Works seems to be w i l l i n g to study the problems in grec :r detail to ascertain the need and feasibility of such a bypass route. O n Wednesday, June 13, 1962, accompanied by M r . Stuart Polly of the firm of Raymond anc M a y , 1 had an interview in Poughkeepsie with M r . James Spratt, of the office of the District Engineer of the New York State Department of Public Works. Mr. Polly and I presented the current facts concerning the need for the project, and discussed the steps necessary for the District Engineer to initiate such a study. Like most public projects, it w i l l entail considerable time, since a request for funds nust be submitted for inclusion in the next budget of the Department. The earliest date on which an - rigin and destination study can be undertaken in the two villages is next A p r i l , which is the begin ir.g of their fiscal year. If found feasible, the project would be build by the State, with 50% of tr construction costs shared by Federal agencies. As an indication of the official interest of the villages in the project, M r . Spratt has suggested that each Board of Trustees submit a letter requesting that studies be made by the District Engineer. M r . Polly informed me that the Tarrytown Planning Board and Village Board have already discussed this and are ready to act at once. We therefore suggest that the North Tarrytown Planning Board take immediate steps to contact Mayor Galgano in order that the North Tarrytown Village Board may take similar action. A copy of the map left with the District Engineer is submitted herewith.
