HELD AT THE MUNICIPAL BUILDING, BEEKMAN AVENUE, NORTH TARRYTOWN, N.Y., ON AUGUST 24, 1959 at 3:00 O'CLOCK P.M. Those present v/ere Mr. Rutherford Stinard, the Acting Chairman, Mr. David Page and Mr. Steven Benedict, constituting a majority of the board. Mr. Patrick Powers, Jr., the Village Attorney, was also present. Mr. Stinard called the meeting to order and stated that it had been called by him, in the absence of the regular chairman, who was necessarily absent on account of illness, because of the receipt of a letter dated August 11, 1959, addressed to the board by Westchester County Publishers, Inc. which published the Daily News in Tarrytown, N.Y. arid \ which proposed to add an extension to its present newspaper plant and offices on Valley Street in the village. The letter was read by members of the board and its contents were discussed by them with Mr. William L. Fanning, Vice-President and General Manager of Westchester County Publishers, Inc., Mr. George W. Helm, a Vice-President of the corporation, and Mr. Joseph Reeback, its attorney. Mr. Fanning and Mr. Helm described in some detail the additions proposed and the nature of the operation to be conducted thereat. It was pointed out that the property on"which the extension or additions were to be erected was described on the assessment map as Section 16, Block 14, Lots 14 and 15, which adjoined the corporation's present newspaper plant and offices and were in a Business District as defined by the village zoning ordinance. After full discussion, upon motion duly made, seconded and unanimously,carried, itwas RESOLVED, that the present operation of the �Westchester County Publishers, Inc. newspaper plant and offices on Valley Street is a use permitted under Section 5 (b) of the village Zoning ordinance and that this board finds that the use of the addition to such newspaper plant, in and of itself, as proposed by said letter of August 11, 1959, is one that is not dangerous, harmful or obnoxious to thejcommunity and is a permitted use under Section 5 (b) of the said zoningordinance. The question of whether the operation of said plant might become a prohibited use by reason of management at a subsequent date, is not determined by the Board at this time.
