NORTH TARRYTOWN, N.Y.
January 25, 1962
A special meeting of the Zoning Board of Appeals of the Village
of North Tarrytown, N.Y., was held on the above date.
Present

Mr. Friere called the meeting to order at 8:00 P.M. and stated
that the purpose of the meeting was to consider the appeal of Gerardo
and Victoria Patrignani for a permit to erect a one family dwelling
residence with a studio for professional hair styling on property
situated in a Residence A District.
Following a discussion, Mr. Stinard moved, seconded by
Mr. Kowalski, that the following be adopted:

Applicants had filed an application with the Building Inspector of
the Village of North Tarrytown for a permit to erect a one family
residence with a studio for professional hair styling on property
situated in a Residence "A1.1 District under the provisions of the Zoning
Ordinance of the Village of North Tarrytown.
The Building Inspector denied the application on the ground that
such use of applicants1 proposed building or premises does not come
within the purview of Section 3, subdivision 2, Residence "A" District
uses of the Zoning Ordinance of the Village of North Tarrytown.
Applicants filed an appeal with this Board from the determination
made by the Building Inspector denying applicants' application.
After published notice, this Board duly held a public hearing on
December 13, 1961.

�At such hearing, applicants personally appeared with their
attorney who addressed this Board at length in support of applicants'
application. Many residents and taxpayers, most of whom reside in and
about the area where applicants1 property is located, also personally
appeared objecting to and opposing applicants' application.
In addition, a resolution adopted by the Philipse Manor Garden
Club, objecting to and opposing applicants' application, was filed with
the Board.
After a considered analysis of all the facts adduced in support
of and objections to applicants' application, it is the determination
of the Board that the erection of a one family residence with a studio
for "Professional Hair Styling" on applicants property, as proposed by
applicants, does not constitute an office or studio of a resident
professional person, such as ".a physician, surgeon or dentist as
described in Section 3, Subdivision 2 of the Zoning Ordinance of the
Village of North Tarrytown; that such use is not within the pruview
or limitations of Residence "A" District uses and that such use, as
proposed by applicants, is a violation of such Zoning Ordinance.
The decision of the Building Inspector is hereby affirmed in all
respects and applicants' appeal therefrom is denied. Carried Unanimously
There being no further business to come before the meeting,
Mr. Gross moved, seconded by Mr. Page that the same be duly adjourned.
