Scott Parker and Chris Gent from Chestnut Petroleum Distributors represented this
application.
The applicant is looking to renovate the existing service station at this location. This
application has received site plan approval.
Chris Gent stated the applicant would like to use JamesHardie Heathered Moss or Sailcloth
color with anodized bronze storefront, white trim and a weathered wood roof.
Krista Callaghan asked if the trim would be white-white or off-white. Mr. Gent stated the
trim would be a PVC material in white so they would not have to repaint the trim. The only

�color the PVC trim comes in is a true white color. The applicant showed drawings of the
building from different elevations so the Board could see how much of each material would
be used. Chris Gent stated they would like to maximize the glass used for the space. He
also stated the color of the awning has not been determined. It could depend on their
partnership with Dunkin Donuts. Chris Gent stated it would be a standing seam,
maintenance free, metal awning,
Krista Callaghan asked if the Food Mart sign on the front of the building would also include
the Mobil logo. Scott Parker stated that the store sign would not be Mobil. The applicant
showed the canopy with a two-thirds blue color and one-third white color with new Mobil
graphics on it. The Mobil logo will be on the canopy, the gas dispensers and the main id
sign on the street.
Krista Caltaghan asked if there was some way they could tie the store sign and the Mobil
sign to each other. Chris Gent stated their company was changing the corporate identity
and that decision would determine how they could make the signs more inclusive.
Chris Gent indicated that they are proposing a linear LED downlight fixture over the front
sign. He also stated all the lighting would be LED fixtures inside and outside including
recessed LED lights in the exterior soffit.
Sean McCarthy asked about the canopy for the Mobil sign. Scott Parker stated that the
canopy does block the sign from the street so they would like also like to put a sign at street
level. Discussion ensued regarding signage for the building and the gas pumps.
Krista Callaghan asked about the width of the pilasters. She felt they should maximize the
glass but also make the pilasters thicker from a proportion standpoint. Discussion ensued
regarding using siding or trim around the glass. The Board felt the trim or siding should be
thicker. Sean McCarthy suggested they make the corner trim wider. Scott Parker agreed
they could widen the corner and use a flat trim around the door.
Krista Callaghan asked about the material for the trim around the awning. Chris Gent
stated the PVC trim would go across the front of the building and the awning is a separate
unit that comes down over the trim and there would be a gutter on the front of the building.
Discussion ensued regarding the use of white PVC trim or bronze storefront on the
building. The applicant will be using anodized bronze "storefront" across the front of the
building,
Krista Callaghan asked about the fixture plan for the interior of the store. Chris Gent stated
the ceiling would be Armstrong (Dune- color) that looks like 2x4 wood with LED lighting.
The applicant showed samples of paint colors for the inside of the store and Formica chips.
They also showed cabinetry; countertop and trim materials including the FRP (fiberglass
reinforced plastic) for the bathroom and the applicant stated the bathroom tile would be
12x12 porcelain, color-through Daltile.

�Krista Callaghan asked about the shelving layout for the interior. Scott Parker showed the
transaction area and stated the casework would be finished on the window side. All the
wiring would come up underneath the counters. There are no big displays against the
windows. There are walk-in coolers across that back that have a black finish and all LED
lighting on the inside.
Krista Callaghan asked if they would come for sign approval once the company decides on a
new corporate identity. Chris Gent stated they would adhere to the Village's sign policy
and let the Building Department know the new company name. Sean McCarthy stated they
need to incorporate the building number so it could be seen from the street. The applicant
would be using Ivy Green color awning unless Dunkin Donuts partners with them and then
the awning color may change.
Scott Parker asked about the Mobil sign on the street. Sean McCarthy asked if it would be a
digital sign. Mr. Parker stated they would like to use an LED digital sign so they could
change the prices. According to Westchester County law they have to show both the cash
and the credit prices. Scott Parker stated they would only list 4 prices on the sign. Chris
Gent stated the building would have a transfer switch for a generator.
Sean McCarthy asked about the overall height for the sign. Scott Parker stated their
minimum standard is 17 feet but they would adhere to the code. They try to keep the sign
at least seven feet above the ground so it doesn't affect the sightline from the street.
Sean McCarthy asked if the sign was cantilevered. Scott Parker stated it was a one-pole
sign and it would be standard white tubular steel pole. The box for the sign would be
internally lit plastic box.
Scott Parker asked the Board about using a backlit LED sign for the front of the building.
Krista Callaghan asked the applicant to show an example of that type of sign. Sean
McCarthy suggested they use a single price number for only two types of gas. Scott Parker
stated they usually have to show two products and cash/credit prices for both and they
would have to speak with Mobil if the Board does not approve that sign.
Krista Callaghan asked about the clearance height from the ground to the bottom of the
sign. Scott Parker stated they would have to see if they could get all the information they
need on the size of the sign that's allowed. They feel it is important to get the food
mart/coffee shop/Dunkin Donuts on the sign as well as the gas information. Scott Parker
asked about having a full LED panel that switches back and forth between prices. Sean
McCarthy asked if it was dual-sided. The applicant agreed and stated the sign is
perpendicular to the street.
Krista Callaghan asked if the Mobil sign on the canopy would be lit. Scott Parker stated that
Mobil would like their name lit. He also stated the sign has an automatic light sensor so the
LED lighting dims itself but it can also be dimmed manually. Ms. Callaghan asked if the
Mobil letters were individual letters. Scott Parker stated the letters are individual and

�raised with a box behind them. He also stated if the letters need to be flat they can cut into
the back panel and recess them. The Board felt the letters should be flush with the canopy.
Scott Parker stated they would do a new wrap on the canopy.
Sean McCarthy asked about the privacy fencing. The applicant planned on using 6 foot
stockade fencing on the side and the back wall. The Board suggested that the natural wood
fencing should be painted to match the siding color except for the fencing on the residential
side, which can remain the natural color.
Sean McCarthy asked about the guardrail along the right side of the property. The Board
asked the applicant to take it down since it is in deteriorated condition.
Sean McCarthy asked if the public had any comments. There were no public comments.
He stated there was enough information for the applicant to move forward for a building
permit based on making the changes discussed.

3 ) Cras Real Estate

The applicant did not appear for this application, which was a continuation of a proposal
for a new sign. Based on information submitted, the Board stated the applicant should put
together a complete set of drawings and the location for the proposed sign. The applicant
should revisit the comments previously made by the Board at the November 2012 meeting.
The Board will also ask the applicant to remove the current signage.

4 ) The Salvation Army of Greater

Matthew Schappert represented the application. He stated the plans were for a new chapel
and a multi-purpose room, various administrative offices and classrooms.
Sean McCarthy stated this application was currently before the Planning Board and they
would have a public hearing next month. The applicant had received variances from the
Zoning Board of Appeals.
Mr. Schappert stated the applicant typically used conservative, traditional materials such as
brick, standing seam metal roof, clear anodized storefront. He showed drawings to the
Board. He stated the site is currently 1 0 0 % paved and while they are adding parking, they
are also trying to add landscaping. Mr. Schappert stated the applicant had received
approval to landbank some parking to gain more green space. They have incorporated
planter beds that work as a filtration system for the roof runoff to flow into the storm
sewage. They will hold plants that are suitable for wet environments.

�Mr. McCarthy asked if it would be a real brick building or a brick veneer. The Village's
concern is with simulated brick material or stucco being used on the lower levels. Matthew
Schappert stated their intent was to use real brick.
Krista Callaghan asked about the roof color. Mr. Schappert stated it would be a dark gray
roof. Sean McCarthy asked about the trim color. Mr. Schappert stated the trim would be a
white or light color trim.
Krista Callaghan asked about the brick detail over the window. Matthew Schappert stated
they would be using "solder course" brick pattern to break up the facade of the building.
Ms. Callaghan asked if it would be the same color brick. Mr. Schappert agreed.
Krista Callaghan asked about the site plan and the parking on the corner of Wildey and
Valley Streets. Mr. Schappert stated they wanted to free up the corner of Wildey and Valley
streets for building because a portion ofthat property lies in Tarrytown and it would be
difficult to construct a building in two municipalities. He also stated the existing building
would be able to function while the new building is being constructed and those are
reasons how the site was situated. Mr. Schappert stated they would install landscaping to
obscure the parking at that corner.
Sean McCarthy asked if it was a metal (simulated wrought iron) aluminum fence on that
corner. Mr. Schappert stated that evergreen shrubs would cover most of the fence.
Mr. McCarthy asked the overall height of the building. Mr. Schappert stated the highest
point was 3 7 feet high. The lowest portion was 27 feet.
Mr. McCarthy asked if the signage shown was the only signage proposed. Mr. Schappert
stated they would submit signage separately but typically they would have a sign with
individual letters and their shield and incorporate a cross, possibly three feet high.
Sean McCarthy asked about the "rose" window. Mr. Schappert stated it would be glass. Mr.
McCarthy asked if the rest of the windows would have aluminum clear anodized finish. Mr.
Schappert stated he had not specified the exact window but it would correlate to the
storefront finish. He also stated that the applicant wanted to put security mesh on the
chapel windows. The Board suggested the applicant install site security cameras with a
direct link to the police department if they felt there was a security issue.
Krista Callaghan asked about the "pop-outs" on the building. Mr. Schappert stated no more
than four inches. Ms. Callaghan asked if there was a way to break out the length of
windows on the long facade. Mr. Schappert stated he could possibly do a narrower window
to set it apart.
Sean McCarthy asked if the chapel doors were aluminum. Mr. Schappert stated they were.
Mr. McCarthy asked the applicant to put the building number on the signage. Mr. Schappert
showed the ADA entrance. Sean McCarthy asked about the finish on the ramp surface. Mr.
Schappert stated it was concrete but he could give it a coating so it had a texture. Sean

�McCarthy suggested they not use bare concrete if it is the main entrance. Mr. Schappert
stated he would like to give it a color to complement the brick. Sean McCarthy asked about
the railings. Mr. Schappert stated they were pipe railings. Mr. McCarthy asked if the
gutters, leaders and downspouts were aluminum and box style. Mr. Schappert agreed.
Sean McCarthy asked if there were any comments from the public. There were no
comments.
Mr. McCarthy stated there was enough information for the applicant to mover forward for a
building permit,
