Resolution of the Board of Trustees of the Village of
Sleepy Hollow Appointing Assistant Building Inspector
Whereas, maintaining an adequate staffing level is essential to the efficient
operation of the Building Department; and
Whereas, on November 30, 2021 the Board of Trustees authorized the Village
Clerk to canvass the Assistant Building Inspector List, from the Westchester
County Dept. of Human Resources, and
Whereas, after conducting numerous interviews and after careful consideration
of all candidates, background and experience, the Village Board agrees with the
recommendation of Sean McCarthy, Building Inspector, and
Whereas, Alex Presti of Highland Mills, has taken the required Assistant Building
Inspector exam and placed Number-1 of the Westchester County's Assistant
Building Inspector's Eligible List #67-925.
Now, Be it Resolved, the Board of Trustees hereby confirms the Mayor's
appointment and the Building Inspector's recommendation of
Alex Presti to the position of Assistant Building Inspector, effective April 4, 2022,
at an annual salary of $87,000.00, and all other terms and conditions of nonunion employment should apply per the Village's manual policy handbook, and
Be it further Resolved said appointment is subject to the approval of the
Westchester County Department of Human Resources and a probationary period
of twelve to fifty two weeks, and
Be It Further Resolved this resolution rescinds resolutions #02/09/2022 of
February 15, 2022.

Resolution Adopting Local Law 3-2022
Affordable Housing at Lighthouse Landing River Front Development
WHEREAS, the Board of Trustees of the Village of Sleepy Hollow has been considering
adoption of Local Law 3 which proposes to add Chapter 105 of the Sleepy Hollow Code to
establish and an Affordable Housing at Lighthouse Landing River Front Development Program
(the "Program") in the Village of Sleepy Hollow; and
WHEREAS, the Program will provide affordable housing for those people meeting the
income threshold; and
WHEREAS, Village of Sleepy Hollow seeks to give said preferred groups of persons
first access to affordable housing units, and
WHEREAS, the Program will prioritize persons who meet the enhanced criteria
("Preferences") of being: (i) Village of Sleepy Hollow Emergency Service Volunteers
(Fire/Ambulance); (ii) Village of Sleepy Hollow Employees; (iii) Senior Citizens who currently
live in Sleepy Hollow; (iv) Individuals who work in Sleepy Hollow; and (v), Senior Citizen
Parents of Sleepy Hollow Residents; and
WHEREAS, for the purpose of receiving comment on said proposed local law the Board
of Trustees conducted a duly noticed public hearing on March 8, 2022, during which the public
had the opportunity to be heard; and
WHEREAS, the Village Board of Trustees as Lead Agency with respect to the proposed
local law in accordance with Article 8 of the Environmental Conservation Law of the State of
New York and the regulations promulgated thereunder at 6 NYCRR 617 (collectively,
"SEQRA") has determined adoption of the local law meets the criteria of a Type II Action
requiring no further review pursuant to SEQRA.
NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of
Sleepy Hollow, hereby adopts Local Law 3-2022 adding Chapter 105 of the Sleepy Hollow Code
of the Sleepy Hollow Code to establish the Affordable Housing at Lighthouse Landing River
Front Development Program; and
BE IT FURTHER RESOLVED, that this local law shall take effect upon filing with the
Secretary of State and the Village Clerk is hereby directed to file and distribute said Local Law
No. 3-2022 in accordance with applicable law.
