Sean McCarthy called the meeting to order at 8:00pm.

2) River Grill

Guillermo Escobar represented this application for a new awning.
The Board reviewed the photo simulation of the proposed awning.
Mr. McCarthy asked if the awning was already installed. Mr. Escobar agreed that it was.
They would like to change the signage on the awning.

�Krista Callaghan stated that the font color for the restaurant name and the building number
should be the same. The Board also suggested that all lettering/numbers should have the
same font style.
Mr. McCarthy stated the proposed lettering on the front valance would be "The River Grill
Food &amp; Spirits" and the number of the building would be on each side of the awning.
He asked the font size for the lettering. The font size for the lettering is seven inches high.
Mr. McCarthy suggested either white or gold for the font color. He also stated there should
be no graphics on the sloped portion of the awning.
Regarding the other signs on the building:
Mr. McCarthy asked about the menu board on the right side of the outside of the building.
Mr. Escobar stated it was a movable sign. Mr. McCarthy suggested moving its location
because it covers the fire pump connection. They discussed a suitable location.
The Board also approved the size of the graphics on the door and the square graphic design
on the front windows.
There were no public comments on this application.
Mr. Escobar asked if they could install a temporary flag/banner on the building. Mr.
McCarthy stated a temporary banner could be hung up to 30 days. The applicant must
provide the Building Department with a photo of the banner. This does not require
approval from the Architectural Review Board.
The Board approved the application and the applicant can apply for a building permit.
3) Brant Goldsmith

3 Highland Avenue

New Application

Frank Tancredi, architect and Brant Goldsmith, owner represented this application for a
new addition over an enclosed porch.
Frank Tancredi stated the original house was built in the 1920's and they are not extending
the footprint of the house.
Mr. Tancredi stated the following renovations:
• Roof would be removed from the enclosed porch and new roof constructed over the
new space to tie into the existing roof. It would not be a flat roof.
• New gutters would tie into the existing drainage system.
• New floor construction for the addition.
• Existing windows on first floor would be removed and upgraded during renovation.
• New double-hung windows on the second floor would be similar to the ground floor
windows.

Match the stucco finish and create a band between the first and second floor of the
new addition.

Mr. McCarthy asked the foundation of the existing enclosed porch. Frank Tancredi stated
there were concrete piers and a crawl space.
Mr. McCarthy asked the extent of the work on the lower level. Mr. Tancredi stated they
would remove windows and replace sheetrock and reinsulate the walls of that first floor
space.
Mr. McCarthy asked if the windows on the north side would be blocked up. Mr. Tancredi
stated they would to provide furniture floor space.
Discussion ensued regarding roofline. Mr. Tancredi stated the angle of the roof was due to
the chimney in the middle of the roof. He also wanted to accentuate the main portion of the
house and not the addition. He stated the roof over the addition would barely be seen from
the street.
Mr. McCarthy asked if the porch was in line with the back of the house. Mr. Tancredi stated
it was not. Mr. McCarthy asked about the relief on the house. Mr. Tancredi stated they
would be keeping the stucco and changing the window size and the trim around the
window would be white and mimic the trim on the existing windows.
Krista Callaghan asked about the massing of the new piece of roof. Discussion ensued
regarding the roofline and the massing of the roofline. Mr. Tancredi stated that there are
trees around the property and the roofline for the new addition is set back and lower than
the main roofline. They choose this roof style instead of a flat roof so it wouldn't conflict
with the chimney.
Mr. McCarthy suggested the applicant re-stucco the new walls of the addition so it has the
same texture and patterns as the rest of the house. The Board felt the proposed panel
looked like existing windows were blocked.
Brant Goldsmith stated his concern over the cost to re-stucco the house. Mr. McCarthy
suggested comparing the cost to re-stucco versus the problems with patching and installing
the panel.
Krista Callaghan agreed with the suggestion to re-stucco. She stated she understood the
design for the new roof was a difficult solution.
Brant Goldsmith stated the house is difficult to renovate due to prior renovations.
There were no public comments on this application.
The Board approves the application as submitted with the following recommendations:

Recommendation to re-stucco the altered area to match the existing house.
All materials to match existing materials.
Controlled horizontal joints.
Remove recessed panel on north elevation.

This applicant can apply to the Building Department for a building permit.
4) Rosa Urgiles

22 Chestnut Street

New Application

Manuel Quezada, architect and Rosa Urgiles, owner, represented this application to replace
a staircase on the outside of the house.
Mr. Quezada stated they are replacing the stairs because they do not comply with the Code.
The stairs would be more open and harmonious with the style of the house. They would
incorporate an arch detail on the top of the columns and a new railing that complies with
the Village Code. They are replacing some floor joists and adding coping stones to the top
of the brick piers. The columns would be white with an accent color on the top and bottom.
Mr. McCarthy asked the material of the columns. Mr. Quezada stated it would be a pressure
treated lumber. Mr. McCarthy stated that it must be a fire wood selection or the pressure
treated wood would have to be wrapped so it looks finished since pressure treated wood
cracks when it weathers.
Mr. Quezada suggested using an alternate material such as Trex.
Mr. McCarthy asked if the porch roof would be reframed. Mr. Quezada stated the owners
had a permit to re-roof part of the roof, but the slope and shape of the roof would not
change. They would replace the main beam that wraps around. The gutters in front would
wrap to leaders that exist on the house. The balusters would be 1 x 1. Mr. McCarthy
suggested 2 x 2 balusters.
Mr. McCarthy asked about the cap detail on the brick pier. Mr. Quezada stated there would
be a flat cap cut to fit the pier.
Krista Callaghan asked about the posts. Mr. Quezada stated they would change the four
columns to three columns and address the support for the columns. The Board suggested
four columns at a size of 8 x 8.
The Board approved the application with the following conditions:
• Columns should be 8 x 8 finished material such as maintenance free AZEK.
• Columns and railings should have a painted finish or pre-manufactured finish.
• Balusters should be 2 x 2 in size in the same material as the columns and railings.
• The columns should be a white color with gray trim.
• The railings and balusters should be white.
