The Organization Meeting of the Board of Trustees of the Village
of North Tarrytown, N.Y. was held on the above date.
Present

Philip E. Zegarelli,
Mayor
James J. Timmings
Janet Gandolfo
Peter Soriano
Thomas J. Cavalieri

Margaret White,
Trustees

Mayor Zegarelli called the meeting to order at 3:00 P.M. with a
prayer and salute to the flag and stated that the purpose of the meeting
was to organize committees and make appointments to
Boards.
Mayor Zegarelli stated that during the last two years of this
administration, many projects have begun as well as the creation of new
projects. He stated that the Village garage will be built and construction
has begun at the intersection of Route 9-448. In line with the constructior
of the Village Garage, said Mayor Zegarelli, a proposal is being made to
consolidate the water department into the public works department. The
Board has also acknowledged the requests for parking sites, i.e., the
Strand Theater and 21 Beekman Avenue, said the Mayor. In noting some of
the projects planned, Mayor Zegarelli stated that the future actions is
not the beginning or the end, but rather it should serve as a way of
working with, not only the Board, but the people of our Village in making
local government work for her residents.
Mayor Zegarelli proposed the name of Robert J. Ponzini for Village
Attorney for a term of one year, seconded by Trustee Timmings.
Motion carried.
Mayor Zegarelli proposed the name of John Tucciarone, Village
Prosecutor, for a term of one year, seconded by Trustee Gandolfo.
Motion carried.
Mayor Zegarelli proposed the name of Landry, Hales &amp; Singler as
Village Auditor for a term of one year, seconded by Trustee Cavalieri.
Motion carried.
Mayor Zegarelli stated that the position of Village Assessor for a
term of one year will be left open temporarily.
Mayor Zegarelli proposed the following people on the Board of
Assessment Review for a term of three years each, seconded by Trustee
Soriano: Morris Alter, Michael Palumbo and Joseph Ammazzalorso.
Motion carried.

�-2Mayor Zegarelli proposed the name of Joseph Lofaro a member of
the Recreation Commission for a term of seven years, seconded by Truste*
DiFelice.
Motion carried.
Mayor Zegarelli proposed the name of Victor Page a member of the
Building Board for a term of three years, seconded by Trustee Timmings.
Motion carried.
Mayor Zegarelli proposed the names of Joseph Ruscigno as member of
the Planning Board for a term of five years and Dr. Stephen Salman to
fill the unexpired term of D. Caraley who has resigned, seconded by
Trustee Timmings.
Motion carried,
Mayor Zegarelli proposed the names of Martin Ruane and Edward Swabyj
as members of the Zoning Board of Appeals for terms of three years each,J
seconded by Trustee White.
Motion carried.
Mayor Zegarelli appointed Ida Mae Smith a member of the North
Tarrytown Housing Authority for a term of five years.
Mayor Zegarelli proposed the name of William Hennessey Fire
Inspector for a term of one year, seconded by Trustee Timmings.
Motion carried.
Mayor Zegarelli proposed the following members to the Electrical
Board, seconded by Trustee DiFelice:
Victor Page, Code Enforcement Officer, one year term.
Walter Ceconi, Journeyman, three year term.
William Craft, Board of Fire Underwriters representative, one year]
Edward McCarthy, Con Edison representative, one year term.
Motion carried,
Mayor Zegarelli proposed the name of Dr. Elio J. Ippolito, Police
Surgeon, for a term of one year, seconded by Trustee Soriano,
Motion carried,
Mayor Zegarelli proposed the name of Ann McClurken, police matron,
for a term of one year, seconded by Trustee White.
Motion carried.
Mayor Zegarelli proposed the name of Dennis Fitzgerald, Acting
Village Justice, for a term of^one year, seconded by Trustee DiFelice.
Motion carried.
Mayor Zegarelli proposed the name of Louise Keyes as member of the
Senior Citizens Commission for a term of six years, seconded by Trustee
Timmings.
Motion carried.

Mayor Zegarelli proposed the following people to the Environmental
Council for a term of two years each: Ralph Cellante, Gordon Cannoles,
Anna DeLuca, Curtis Heath and John Arcate, Jr., seconded by Trustee
Cavalieri.
Motion carried.
Mayor Zegarelli proposed the names of Karen Savage and Frank Mangieri
Jr. to the Drug Guidance Council for a term of three years each, seconded
by Trustee White.
Motion carried.
Mayor Zegarelli proposed the following names as members of the
Handicapped Committee for a term of one year each, seconded by Trustee
Soriano: Joseph Matra, Eva Piedemonte, Dominick Festa, Gwendolyn Carter,
Aretha Allen and Al Shaw.
Motion carried.
Mayor Zegarelli proposed the names of the following members to the
Traffic &amp; Transportation Committee for a term of two years each, seconded
by Trustee White: Francis Jackson and Herbert Landow.
Motion carried.
Mayor Zegarelli proposed the names of the following to the Traffic
and Transportation Committee for a term of one year each, seconded by
Trustee Timmings: Frank Rizzi, Dominick Festa and Gerald Bregman.
Motion carried.
Mayor Zegarelli appointed Trustees Gandolfo and White as North
Tarrytown's representatives on the Warner Library Board for a term of one
year each.
Mayor Zegarelli proposed the name of Louis Tonelli a member of the
Technical Service Advisory Board, Mechanical Engineer, for a term of
five years, seconded by Trustee White.
Motion carried.
Mayor Zegarelli proposed the name of Carl E. Wachter, Finance, to
fill the unexpired term of C. Freyler on the Technical Service Advisory
Board, seconded by Trustee Timmings.

Mayor Zegarelli stated that with the recent rash of fires, the
Fire Department has asked us to establish a Volunteer Code Enforcement
Inspection team. The n a ™ ^f tew. not "been forwarded to us as yet, said
the Mayor.

Trustee Soriano moved, seconded by Trustee White that a volunteer
Fire Department Code Enforcement Inspection Team be^established, seconded
by Trustee White.
Carried,
Mayor -Zegarelli moved that the Board appoint a temporary chairman
of Councils, citizens committees and Boards in order to establish a first
meeting, after which members would select their own Chairman, seconded by
Trustee Timmings.

-4Mayor Zegarelli proposed the First National Bank of North
Tarrytown as our depository of Village funds, seconded by Trustee
Gandolfo.
Carried.
Mayor Zegarelli proposed that the Daily News be designated as the
official newspaper of the Board, seconded by Trustee Gandolfo.
Mayor Zegarelli polled the Board as follows:

Mayor Zegarelli proposed Roberts Rules of Order as the official
Parliamentary Procedure of the Board, seconded by Trustee White. Carri
Mayor Zegarelli proposed the first and third Mondays of each month
as meeting dates and at the Call of the Chair, seconded by Trustee
Cavalieri.
Carried.
Mayor Zegarelli appointed the entire Board as a committee for stui
and consideration of the budget. A hearing will be held on April 13th
on the tentative budget.
At this time, Mayor Zegarelli gave the following statement:
As you know, the Board has met in executive session concerning
the composition of the Trustee committees. Since there is a differena
of opinion as to, not only what the set-up of the committees should be,
but who should head each committee, I feel that it is necessary in
order to prevent additional problems to re-establish the committees as
presently constituted. I feel this way because the committees worked
as originally constituted. We all ran on our records and activities ii
the former committees and feel that it would be proper to keep the
committees as is for the time being.

Tax Exempt Property &amp; Assessments: Cavalieri, Timmings, Soriano
Water &amp; Sewer: White, Soriano, Timmings,
Mayor Zegarelli stated that he left the water &amp; sewer committee
as is which could be changed later on if and when the water and sewer
department is consolidated.

Mayor Zegarelli proposed Trustee DiFelice, Chairman of the Public
Safety Committee, a member of the Police Pension Fund Committee, seconded
by Trustee Soriano.
Motion carried.
Mayor Zegarelli appointed Trustee Timmings Deputy Mayor for a
term of one year. He stated that an injustice was done to Trustee
Timmings who has been the Finance Chairman for eight years and Deputy
Mayor for six years.
No other business to come before the organization meeting, Trustee
Soriano moved, seconded by Trustee White that the same be duly adjourned.
Carried.
Mayor Zegarelli read the notice of hearing to hear and consider
the proposed use of Federal Revenue Sharing funds and asked if there
was anyone present who would like to address the Board.
Trustee Timmings noted twenty people in the audience.
No comments, Trustee Timmings moved, seconded by Trustee Gandolfo
that the same be duly adjourned. Carried,
Mav_or Zegarelli read the notice of hearing to obtain views and
proposals on the proposed Small Cities Program Third Year Application,
and asked if there was anyone present who would like to address the
Board.

�-6Mf. Doorley stated that if there are any changes in the third
year application, they must be made at this hearing.
No comments made, Trustee Timmings moved, seconded by Trustee
White that the hearing be adjourned.
