July 6th, 1981 A Public Hearing was held before the Board of Trustees of the Village of North Tarrytown on the above date. PRESENT Philip E. Zegarelli, Mayor James J. Timmings, Janet Gandolfo, Peter Soriano, Thomas J. Cavalieri, ,, * ,r -t Mario Di Felice, '. * * Margaret White, Trustees Robert J. Ponzini, Counsel Mayor Zegarelli called the meeting to order at 8:15 P.M. with a prayer and salute to the flag. Trustees Timmings moved, seconded by Trustee Soriano that the minutes of the June 22, 1981 meeting be approved with one minor correction. Carried. Mayor Zegarelli read the Notice of Public Hearing regarding the increasing of Village fees, and asked if anyone present would like to address the Board. i Joseph Lofara, Mahoney Place, asked if the discount still applies to anyone paying a parking ticket the same day they receive it. Mayor Zegarelli reported it did. There being no one else present who would like to address the Board, Trustee Timmings moved, seconded by Trustee Gandolfo that the hearing be closed. Carried. Mr. Lofaro stated that the street signs at the corner of New Broadway and mahoney Place was missing and the street sign at the entrance to New Broadway was missing. Trustee Di Felice stated that he would take care of this matter. Trustee Timmings stated that the signs at Rice Avenue and Van Tassel Avenue were also missing. REPORTS OF COMMITTEES BUILDING & GROUNDS Trustee Cavalieri reported that all village buildings are in good condition. There had been a flooding problem in the rear of the Municipal Building over the week-end due to the heavy rains. Gutters are being repaired this week and the broken window will be replaced. FINANCE & DEVELOPMENT Trustee Gandolfo reported a cash balance in the General Fund as of July 6th, 1981 of $227,449.80 Trustee Gandolfo reported that the Village Treasurer had in- H �-2vested with the First National Bank of North Tarrytown, $100,000 for 30 days at 13%%, $500,000 for 30 days at 13%% and $300,000 for 30 days| at 12%% and moved, seconded by Trustee Timmings that action of the Treasurer be confirmed. Carried. Trustee Gandolfo reported that there would be a meeting on Thursday at 8 P.M. to discuss salary increases for management and non-union personnel. GOVERNMENTAL RELATIONS Trustee White stated.that Mr. Sally of Urban County met with the Board last Thursday. She also stated that if the Village decides to go with Urban County Mr. Sally would assist the village in completing an application. She reported that the Citizens Advisory Committee had met with Mr. Doorley. She also reported that the Transportation Committee had met with Trustee Cavalieri regarding parking and the Strand Theatre . LABOR RELATIONS Trustee Timmings reported that the negotiations with the Police Bargaining Committee will commence on July 13th. Mayor Zegarelli reported that he had received a request from former Patrolman Quartucio regarding a tuition bill. Trustee Timmings reported they would discuss it at their Labor Relations meeting. PUBLIC SAFETY Trustee DiFelice reported that he had received the overtime for June, 1981, Police Report for June, 1981 and the Sick Time report for June 1981 and ordered them placed on file. He also reported that Chief Spota had submitted a report regarding the copy machine and other monies received by the Police Department during the month of June. Trustee DiFelice reported that the chief had received letters from William Barron, Principal of the Sleepy Hollow High School commending officers Haywood, Ferguson, Mockler, Reddy and Hrotko for their presence at Graduation and a letter from John Flynn of the North Tarrytown Housing Authority commending Officer Ciffone for his handling of a situation that occured at Margotta Courts. Trustee DiFelice moved, seconded by Trustee White that copies of the letters be placed in the officer's files. Trustee DiFelice stated that the Fire Wardens were meeting on Thursday regarding the Quirk bill for repairs to Columbia Hose apparatus and would give their recommendations to the Public Safety Committee. Trustee DiFelice stated that the Police Department has organized an I.D. Program which will enable residents to ingrave their possessions so that they may be retrievable in case they are stolen. Trustee DiFelice reported that 8 large portable radios have been confiscated by the Police Department from persons who were playing �m -3them on the streets. Trustee DiFelice reported that he had met with 67 residents who have obtained parking stickers at the Philipse Manor Railroad Station. He has conferred with Mr. Biros regarding angle parking and it is the consensus that angle parking is not adaptable to this area, because of lack of width in the roadway. He also suggested that the area in front of 1 Riverside Drive be utilized during the day when the residents of 1 Riverside Drive are not parked there, with the provision that those persons parking there would be out by 5 P.M. PUBLIC WORKS Trustee Soriano stated that the Water & Sewer Department excavated and repaired the hydrants on County House Road damaged by an unknown motorist, rebuilt and set to grade lamp-pole on Washington Street. He reported the Cash Balance in the Water Department General Fund of $54,418.47. Trustee Soriano reported that John Lee Dimmie has been granted a Disability Pension by the New York State Employees Retirement System and therefore there is a position vacant in the Sanitation Department for a Sanitation Man. Trustee Soriano moved seconded by Trustee DiFelice that the position of Sanitation Man be posted with interviews to be held on Saturday, July 18th at 10 A.M. in the Board Room. Carried. Trustee Soriano reported that Mr. Biros has recommended the purchase of a new chassis and packer, 25 yard tandem axle unit at estimated cost of $77,000. or a 20 yard single axle unit estimated cost of $70,000. Trustee Soriano moved, seconded by Trustee Timmings that Specifications be drawn and the village advertise for bids to be returnable on August 17th, for either a 25 yard unit or a 20 yard unit to be paid by Bond Anticipation Note. Carried Trustee Soriano moved, seconded by Trustee White that specifications be prepared and that the village advertise for bids for a 3/4 ton pick-up with plow and cherry picker, with bids to be returnable August 17th, and that the Treasurer be authorized to consolidate the funding with the funding for the sanitation truck. Carried. Trustee Soriano reported that sidewalk and curbing had been completed on Lawrence Avenue, Beekman Avenue, Cortlandt Street. A cave-in at Valley and Chestnut Street has been repaired and the catch basin and grating has been replaced. It is the intent of the street department to institute a heavy joint sealing program in the fall; it is recommended that village continue its road repair program of approximately one mile of street per year. It is recommended that Gesner Place, Pleasant Street, Beekman Avenue, River Street, •Hemlock Drive, Fremont Road, Dell Street be scheduled for road repaving in 1981. Mr. Biros also feels that a portion of the road repaving may be completed with CD.A. funds. Trustee Soriano stated that in inspecting Pocantico River reconduction program it has been noted that vandalism has occured and children have been detouring the river so thay they could catch fish. Also a certain amount of silt and stone has been washing away and laborer would probably physically have to put back silt and stone so to prevent further erosion. Mr. Biros has been instructed to contact the cemetery for their cooperation in this matter. He also stated that the members of the board would be meeting with the residents of * % �?A -4Dell Street regarding the various prpperty lines. Mayor Zegarelli instructed Mr. Biros to contact Mr, Crocker of the Environmental Conservation Defiprtment and to meet with Mr. Paese regarding the Pocantico River before any work is begun. Trustee Soriano moved, seconded by Trustee White that the County D.O.T. regarding the repaving of Bedford Road (Route 448), Carried. Trustee Soriano stated that be believed that the catch basins on Route 9 are definitely the responsibility of the State and that the weeds and brush along Route 9 from the Old Dutch Church to Arcadian Gardens in Ossining are waist high and that the State should be notified to cut them* RECREATIONS AND PARKS i • Trustee Gandolfo reported that approximately 200 children were signed up for Day Camp and Tot Camp. A Music Concert will be held on July 9th, co-sponsored with General Motors. Q Trustee Gandolfo reported that the North Tarrytown and Tarrytown Recreation Department will be co-sponsoring a Homerun Derby at 5:30 P.M. on Saturday night, July 11th. The annual men's All-Star Game will immediately follow. Everyone is invited to attend. Summer programs are all underway. Teen basketball, teen weight training and lifting, youth LaCrosse, First Aid and Personal Safety, Sailing lessons, Aerobic Dancing and Racquetball. Trustee Gandolfo reported that the Recreation Department was scheduled to have a meeting with a representative of the C.O.C. but it has been cancelled until further notice. SENIOR CITIZENS Trustee White reported that the Senior Citizen's Annual Picnic will be held on July 15th at 1:00 P.M. at Kingsland Point Park and the Board is invited to attend. TAX EXEMPT PROPERTY & ASSESSMENTS Trustee Timmings reported that he had spoken to members of the Secession Committee and they should have a preliminary report for the Board. Trustee Cavalieri stated that the building housing the Xerox Co on Webber Avenue should be assessed as Business instead of as resident al. Trustee Timmings reported he would look into the matter. Mayor Zegarelli stated that he had received a letter from Supervisor Rovel^of the Town of Mt. Pleasant regarding supplying a Dog Warden for North Tarrytown. He also stated that Patrolman Virelli would confer with Mr Biros regarding signs for North Tarrytown, and that the Town would assist the Village in painting County House Road striping. I * -4 �, *7 Mr. Rovello also stated in his letter that the closing for the Strand Theatre was scheduled for July 8th, 1981. Mayor Zegarelli stated that he would be calling for -a meeting of Off-Street Parking Committee for their in-put regarding use of the Strand Theatre property. COMMUNICATIONS • - Communications from Mr. Robert Sullivan, Commander of the V.F.W. Post 1939 requesting permission to use Douglas Park on Sunday, August 23rd, to hold their Annual Picnic was read and upon motion duly made and seconded and was referred to the Recreation Department. Carried. Communication from Rev. Anthony Fagnani, Administrator of the Church of the Immaculate Conception requesting permission to hold a Bazaar on the night of August 13, 14, 15, 16, 20, 21, 22, and 23, 1981 from 6 P.M. until the ordinance allows, was read and upon motion duly made and seconded was referred to the Chief of Police and Chief of the Fire Department. Mayor Zegarelli stated that he had received a letter from the St. Teresa's nuns regarding various problems with the taxi-cab company and the matter was referred to the Police Committee. Mayor Zegarelli stated that he had received a communication from Senator Pisani thanking the Board for their support regarding child abuse legislation. OLD BUSINESS Trustee Gandolfo requested a progress report on UDAG and that a meeting -be set up withttichaelDivney. Trustee Cavalieri stated that Mr. Sally would be willing to help the village in filing an application with UDAG at no cost to the village. Trustee Gandolfo stated that she has received seven of the approximate fourteen Hold-Harmless Clauses from property owners around Fremont's Pond and the Village would be in a position to call for bids for the dredging of the pond. Trustee Cavalieri asked if there was a deadline for the filing of the Hold-Harmless Clauses and stated that the Board of Education should also be required to file a Hold-Harmless Clause. Trustee Soriano inquired if it was possible to apply for Federal Funds for the renovation of the storm sewers that feed into Fremont's Pond, and stated that if the storm drains were not repaired the condition in Fremont's pond would not be corrected. Trustee DiFelice moved, seconded bv Trustee Soriano that the following Local Law #3 of 1981 be adopted as follows: CARRIED SEE W9^*MF^M^ �-6Trustee DiFelice stated that the Second Annual Tarrytown and North Tarrytown Softball game for the benefit of Rosary Hill will be held on August 2nd, 1981 at 5 P.M. at Losee Park. Trustee DiFelice also reported that he had received complaints about the stop sign at Hunter Avenue and Munroe Avenue. The sign apparently had been requested sometime ago by the P.M.I.A. NEW BUSINESS Trustee Cavalieri stated that the garbage facilities at 100 College Avenue is a disgrace. There are insufficient containers and I that the Building Inspector be instructed to make an inspection and 1 that the Health Department be notified. I Trustee Soriano reported that vandals have marred light posts in the village and have removed the aluminum plates on the post leaving wires exposed, and instructed Mr. Biros to investigate replace- ! ment of the plates. Trustee Gandolfo reported that Dr. Ana LeRoy owner of the property at the corner of Beekman Avenue and Washington Street with the help of CD.A. funds is continuing the renovation of the building. She also reported that recognition be given to the various property owners who have made repairs and renovations to their buildings. A discussion was held regarding changing meter parking regulations Section 57-38A of the General Code. Trustee DiFelice moved, seconded by Trustee Soriano that a public hearing be held on August 3rd for the purpose of amending Section 57-38A to read 9 A.M. to 5 P.M.instead of 9A.M. to 6 P.M. Carried. Trustee DiFelice inquired as to what days were to be celebrated as holidays in reference to the ordinance, and stated it should be , more clearly defined in the ordinance. Trustee White moved, seconded by Trustee Gandolfo that the bills submitted on the General Fund and Water & Sewer warrants dated July 6th, 1981 be paid after approval by department heads and that the Treasurer be authorized to pay same and that a copy of this resolution be attached to the warrants. Carried There being no further business to come before the meeting, Trustee DiFelice moved, seconded by Trustee White that the same be duly adjourned. Carried.
