Ponzini, Counsel Absent James Timmings, Trustee Mayor Zegarelli called the meeting to order at 8:00 P.M. with a prayer and salute to the flag. Trustee White moved, seconded by Trustee Gandolfo that the minutes of the meeting held on November 2, 1981 be approved as written with minor corrections. Carried. Mayor Zegarelli called for bids on athletic equipment. Treasurer Amato opened the following bids: Kensico Sports, Inc. White Plains, N.Y. Todd Phelps Sporting Goods Larchmont, N.Y. Patchogue Surgical Co. Sayville, N.Y. Suprina's Sportsland Melville, L.I., N.Y. ' Tri-Carr Sports Tuckahoe, N.Y. Blumenfeld Sport Net Co. Dallas, Texas Note: No totals are recorded because of different equipment being bid separately. Some companies did not bid on every item of equipment. Trustee Gandolfo moved,..seconded by Trustee White that the bids be referred to the recreation committee and a report made to the Board. No one appearing, the regular order of business was taken up. REPORTS OF COMMITTEES BUILDINGS & GROUNDS Trustee Cavalieri reported that the committee recommended and he so moved that the bid submitted by^ the sole general contractor for the proposed Village garage be rejected., seconded by Trustee DiFelice. Carri Trustee Cavalieri moved that on recommendation of the committee, I that the Board go out for rebidding for only the general contracting I work and to include an alternate type of material for outside the | building, bids returnable at 8 P.M. on December 21st, seconded by Trustee White. Carried, Trustee Cavalieri moved that the low bidders for the plumbing, electrical and heating and air conditioning work be contacted to extend their bid until December 23th, in order that we can-accept new bids for the general contracting work on December 23th, seconded by Trustee Gandolfo. Carried. Trustee Cavalieri stated that repair work on the tower is continuii and should be completed this week. Trustee Cavalieri moved to accept the contract between Lissabet Cleaning Service in the amount of $296 per job, for the cleaning of rug in the Municipal Building offices and police headquarters, four times per year, and that the Mayor be authorized to sign same, seconded by Trustee DiFelice. Carried, FINANCE & DEVELOPMENT Trustee Gandolfo reported a cash balance of $134,759.64 in the General Fund as of November 16, 1981. I Trustee Gandolfo stated that Dr. Ippolito turned over to the I Treasurer the amount of $22,197.61 for the dredging of Fremont Pond ai>c she has opened an account for same. Trustee Gandolfo moved that the bid for the dredging of Fremont Pond be awarded to Aqua Dredge, Inc. in the amount of $61,300, seconded by Trustee Soriano, according to specifications. Carried. A meeting has been scheduled for Thursday evening with Mr. Pound and surrounding property owners, said Trustee Gandolfo. Trustee Gandolfo stated that she has been advised by Dr. Ippolito that any checks that are not good will be covered by the Sleepy Hollow Manor Taxpayers Association. Trustee Gandolfo stated that the necessary documents for $110,000 bond anticipation note for street paving work have been received. �*lf -3- Trustee Gandolfo stated that .County Asphalt submitted its bill in the amount of $79,582 for partial payment. She stated that Mr. P.^se recommended that payment be made and so moved, seconded by Trustee Soriano Carried. Trustee Gandolfo moved that salaries for part-time employees be raised from $3.50 per hour to $4.00 per hour, effective immediately, seconded by Trustee Soriano. Carried. Trustee Gandolfo stated that she received an inventory of Village owned equipment and will be discussed with the finance committee. GOVERNMENTAL RELATIONS Trustee White reported that Cable TV has been finally installed in College Arms and tenants have been sent brochures of the services. LABOR RELATIONS Trustee Timmings - absent. f PUBLIC SAFETY Trustee DiFelice reported that Rescue Hose fire apparatus committee will review a demonstration in Armonk on November 21st. Trustee DiFelice stated that he is in receipt of a report from Chief Spota regarding the arrest of Jeffrey Bucci and in his investigation of the arrest, found no wrongdoing on the part of the patrolmen involved, and so moved that the Chief's report be made part of the record, seconded by Trustee White. Carried. (Report in detail official minutes.) Trustee DiFelice stated that Mrs. Bucci was contacted of Chief Spota's report. Trustee DiFelice read a letter from Mrs. Bucci as a follow-up to the complaint she registered to the Board on November 2nd regarding the procedures used by the Police Dept. Trustee DiFelice stated that the police committee held interviews on November 7th with the two patrolmen, Hayes and Patten, who are on the Sergeant's list. The patrolmen were advised that there are no vacancies for the sergeant s position. During a work session of the Board, Trustee DiFelice stated that it was learned that there is a problem of supervision during the nights. On recommendation of the committee, Trustee DiFelice moved, seconded by Trustee Soriano that Chief Spota be requested to place a Lieutenant on the 4 - 1 2 shift and the other Lieutenant on the 1 2 - 8 A.M. shift, effective immediately. i J Trustee Cavalieri amended the motion that the Chief be instructed to do the above, seconded by Trustee Soriano. Carried. Trustee DiFelice stated that a report has been received from the Court Clerk that the amount of $4,206 has been received for warrants issued as of November 16th. �^j^teh^^f&g M&&jfi&$teMbtat^&&b^b -4Trustee DiFelice stated that the County Dept. of Transportation is again asking the Board if we intend to enter the Bus Stop Sign Program During the discussion, Trustee DiFelice stated that it was the conser^ of opinion that we do not like the idea of installing additional poles and many parking spaces would be eliminated, therefore, the Board would not be interested at this time to join the program. The matter was referred to John Biros to contact the County of the Board's decision. Trustee DiFelice stated that an application for service audit for funds has been sent to the N.Y.S. Energy office in Albany and we will bi waiting for a reply to our request. jj PUBLIC WORKS I Trustee Soriano moved, seconded by White that John Biros be termin; as provisional Superintendent of Public Works, effective immediately. Carried. Trustee Soriano moved, seconded by Trustee White that John Biros be appointed Superintendent of Public Works, subject to twelve weeks' probationary period, effective immediately, to continue at- his -prevails salary. Carried. Trustee Soriano commended John Biros for the good work he is performing. Trustee Soriano read a letter from Mrs. Helen Roberts thanking employees in the water department for their aid when she had a water meter leak and moved, seconded by Trustee Cavalieri that copies be inserted in their folders. Carried. Mayor Zegarelli stated that he is in receipt of letters from the I Phelps Memorial Hospital thanking John Biros, Water Department and Fire Department for their help during a water main break andimoved:that coj be placed in their respective folders, seconded by Trustee White. Carr^ Trustee Soriano gave the following report; I The water department is reading water meters. Bank balance as of November 16, 1981 is $22,348.91. The highway department repaired the storm drain on Lakeshore Close and backfilled same. Sidewalk slabs were replaced at 78 Beekman Avenue, 166 Cortlandt Si 63 Howard St. and the northwest corner of Howard and Pocantico Streets. Complete manpower concentration on picking up of leaves with the use of two vacuums, front end loader and two trucks and two pickup trucl The road repair program by County Asphalt is complete with the exception of some items such as guide rail at the end of Pleasant Streel the adjusting to grade of valve boxes, etc. The new Mack truck is in service. pulled out of service for repairs. The Brockway truck has been i �.5- *•*/ Trustee Soriano reported vandalism to the new truck. (Bull dog emblems were pried off the first weekend and the side mirrors \vue pulled off.) Trustee Soriano moved that on recommendation of the committee, that the water rate be increased an additional $1, i.e., from $5.00 $6.00 per thousand cu. ft., effective at the next billing period-, seconded by Trustee Gandolfo. Carried. Trustee Gandolfo gave the following report: The Ski-trip brochure package is printed. Anyone interested in attending, may obtain one at the Recreation Office. Youth basketball is on its way. About 25 youngsters are involved. Trustee Gandolfo stated that she, together with Pat Lofaro, would like to thank Messrs. John Convery and Bernard Gallagher for another excellent season of work in Barnhart and Douglas Parks. They will return in April, she said. Trustee Gandolfo stated that the Pilgrim Run will be held on November 22nd. Pre-entry forms are still available. * ** Trustee Gandolfo discussed the request from Pat Lofaro for a shed to house equipment, after which she moved that Mr. Lofaro be authorized to contact A. C. Pearson & Associates, architect, to draw up plans for the construction of a shed, not to exceed $1,000, said amount to be taken from CDA funds, seconded by Trustee White. Carried. Counsel Ponzini suggested that an alarm be installed in the shed. SENIOR CITIZENS Trustee White stated that the citizens held a meeting today and a Mr. Anton Cernick was the guest speaker who gave a talk on social security and other programs. The citizens will be going to Atlantic City on Wednesday and Radio City at the end of the month, said Trustee White. Trustee White read a letter from Mrs. Nellie Sbezzi thanking the Board on behalf of the citizens for the turkeys. MAYOR'S REPORT; Mayor Zegarelli stated that at the Village Officials' meeting in Irvington last week, a resolution was passed by the Association urging the State Legislature to incorporate certain principles into legislation on real property assessment and the Association is urging member Villages to endorse the resolution. Mayor Zegarelli moved, s.econded by Trustee Gandolfo that the following resolution be adopted; "That the Village of North Tarrytown hereby urges the New York State Legislature to incorporate the following principles into legislation on real property assessment: �-6A. Repeal Section 306 of the Real Property Tax Law. B. 1. Protection of Homeowners. Homeowners in Westchester County are entitled to no less protection than any other homeowners in the state. 2. Opposition to parcel by parcel re-evaluation. 3. Protection against certiorari. 4. Treatment of Co-ops andN Condos as individual residences or at local option. ,4 i 5. Any legislation adopted should protect the Home Rule conce in that all assessing activities and responsibilities sho remain with the local assessing unit. 6. Reimbursement of any costs that may be incurred in any changes in the tax law. Carried unanimously. Mayor Zegarelli stated that he met with representatives of General Motors and received a deed for the parcel of land off Elm.Street and moved to accept the deed and that other taxing authorities be notified of same, seconded by Trustee Gandolfo. Carried. Mayor Zegarelli moved that a letter of congratulations be sent to Dr. & Mrs. Armond Mascia who have been selected as "Couple of the Year' by the Chamber of Commerce, seconded by Trustee White. Carried. Mayor Zegarelli stated that he is in receipt of a letter from Supervisor Michael Rovello listing programs available to senior citizen and that a copy will be distributed to each trustee. COMMUNICATIONS Communication from Sleepy Hollow Football Boosters requesting permission to hold a happy hour and dance on November 20th at the UAW] Hall on Beekman Avenue from 9 - 1 2 was read. Trustee Gandolfo moved, seconded by Trustee Cavalieri that permisj be granted and police department notified of same. Carried. The Clerk informed the Board that the Dominican Club of the Tarrytowns had requested a dance permit for November 14th from 9 - 1 2 which was issued as per approval of the Mayor. Trustee White moved to confirm action of the Mayor on behalf of tt Board, seconded by Trustee Gandolfo. Carried. The Clerk notified the Board of a notice of claim sent to the Village Attorney, from Frederick W. Gross, Jr. against the Village of North Tarrytown, et al and that the insurance carrier was notified, of same. Trustee White moved, seconded by Trustee DiFelice that action of the Clerk be confirmed. Carried. i �-7- ~^3 UNFINISHED BUSrN ESJ3 Mayor Zegarelli stated that he is in receipt of suggestions from William Doorley regarding the Urban County application for funds and asked Board members to review them and to submit their suggestions for inclusion in the application. In connection with the application, Mayor Zegarelli moved, seconded by Trustee Gandolfo the approval of the following projects presented on a priority basis for £he application to the Urban County Consortium; ,4 1. Public Improvements 2. Parking Provisions 3. Community Services 4. Housing Related Projects 5. Administration and Planning Carried, Trustee DiFelice stated that Board members have received a copy of the proposed local law regarding the regulation pf recreational vehicles in the Village for their review and asked' the .Bo^rd's pleasure. Mayor Zegarelli stated that he is in receipt of a letter from Mr. & Mrs, Frank Baker of Gordon Avenue who have requested that something be done regarding the parking of commercial vehicles in a residential area. Following a discussion, Trustee DiFelice moved, seconded by Trustee Gandolfo that a public hearing be held on January 18, 1982 on a proposed local law for the regulation of recreational vehicles in the Village of North Tarrytown. Carried. Following a discussion, Trustee DiFelice moved, seconded by Trustee Cavalieri that twelve lights be purchased and money to come from CDA funds. Carried. NEW BUSINESS Trustee Gandolfo stated that the Citizens' Advisory Committee is meeting this week to discuss the Farrington House. Trustee Gandolfo moved, seconded by Trustee White that the bills submitted on the General Fund and Water & Sewer Department warrants dated November 19, 1981 be paid after approval by department heads and that the Treasurer be authorized to pay same and that a copy of this resolution be attached to the warrants. Carried. There being no further business to come before the meeting, Trustee Gandolfo moved, seconded by Trustee White that the same be duly adjourned Carried.
