NORTH TARRYTOWN, N.Y.
April 5, 1982

The Organization Meeting of the Board of Trustees of the Village
of North Tarrytown, N,Y, was held on the above date.

Mayor Zegarelli called the meeting to order at 8:00 P.M. with a
prayer and salute to the flag and stated that the purpose of the meeting
was to organize committees and make appointments to Boards.
After the swearing in of the newly-elected Trustees, Mayor Zegarelli
welcomed Trustees Maceyak, Lofaro and Lobato/the Board.
He stated that
based on a sincere desire to start out on the right foot, both sides have
joined with him in working together for the people and government of the
Village. He stated that North Tarrytown is best served when people
debate the issues.. listen to the public—propose alternatives—but when
the decision or agreement is reached, the Board unites and goes forward
for the residents and citizens. Mayor Zegarelli stated that good government can best be served by good debate and united action. Several actions
have been started, i.e., the intersection of Routes 9 and 448 has been
completed; Fremont Pond has started; the Village garage has been started;
after 9 years of neglect, the Strand Theater is on the tax rolls; Kingsland
Point Park will remain open; Village services remain high--new equipment
has been purchased, road pavement work, sidewalks rebuilt and our
assessment roll grown while our Village tax rate has slowed despite
several years of high inflation and mandated service expenses coming down
to our local level from the Federal and State Governments. He stated that
with the preliminary approval of our Urban County grant, we will go a
long way towards meeting our goals over the next three years: a park
for the handicapped, monies for three off-street parking lot proposals,
and funds for major street and sidewalk improvements. He cited other ongoing points that the Board must decide upon also.
We will not please
everyone, said the Mayor, and we will probably make mistakes, but we will
try and will always seek to do what is best for our Village.
Mayor Zegarelli proposed the name of Filomena Fallacaro, for Village
Clerk, Deputy Tax Collector and Registrar of V.S. for a term of two years,
seconded by Trustee Maceyak.
Motion carried.
Mayor Zegarelli proposed the name of Irene Amato for Village
Treasurer, Tax Collector and Deputy Clerk for a term of two years, seconded
by Trustee Gandolfo.
Motion carried.

-2Mayor Zegarelli proposed the name of Robert Ponzini, Village
Attorney, for a term of one year, seconded by Trustee Soriano. Motion
carried.
Mayor Zegarelli proposed the name of John Tucciarone for Village
Prosecutor for a term of* one year, seconded by Trustee Lofaro, Motion
carried.
Mayor Zegarelli proposed the name of Landry &amp; Singlar, CPA as
temporary Village Auditor, seconded by Trustee DiFelice, Motion carriec
Mayor Zegarelli proposed the name of Victor Page as Village Assess*
on a temporary basis, seconded by Trustee Lobato.
Carried.

Mayor Zegarelli stated that members of the Board of Assessment ReHI
will not be constituted at(this time until such time as special legisla! &gt;
is adopted in Albany which will enable us to establish a more pertinent
committee.
Mayor Zegarelli proposed the name of Al Matra a member of the
Building Board for a term of three years, seconded by Trustee Maceyak.
Motion carried.
Mayor Zegarelli proposed the name of Dr. Stephen Salman a member
of the Planning Board for a term of five years, seconded by Trustee
Gandolfo.
Motion Carried.
Mayor Zegarelli proposed the name of John Arcate a member of
the Zoning Board of Appeals and temporary chairman for a term of five
years, seconded by Trustee Soriano
Motion carried.
Mayor Zegarelli proposed the name of Joseph Bozelli as Fire
Inspector for a term of one year, seconded by Trustee Lofaro.
Motion
Carried.
Mayor Zegarelli appointed Joseph Ortiz a member of the North
Tarrytown Housing Authority for a term of five years.

Mayor Zegarelli proposed the name of Joseph Schwer a member of thH|
Electrical Board (Contractor) for a term of two years, seconded by

Mayor Zegarelli proposed the name of Victor Page a member of the
Electrical Board (Code Enforcement Officer) for a term of one year,
seconded by Trustee Lobato.

Mayor Zegarelli proposed the name of Edward McCarthy as Con Edison'
representative on the Electrical Board for a term of one year, seconded
by Trustee Maceyak.
Motion carried.
Mayor Zegarelli proposed the name of William Craft as the Board of
Fire Underwriter's representative on the Electrical Board for a term of
one year, seconded by Trustee Gandolfo. Motion carried.
Mayor Zegarelli proposed the name of Dr. Elio J. Ippolito, Police
Surgeon for a term of one year, seconded by Trustee Gandolfo. Carried.

Mayor Zegarelli proposed the name of Ann McClurken,Police Matron
for a term of one year, seconded by Trustee Soriano. Carried.
Mayor Zegarelli proposed the name of Dennis Fitzgerald, Acting
Village Justice, for a term of one year, seconded by Trustee Lofaro.
Carried.
Mayor Zegarelli proposed the name of Joseph Finnegan, Village
Historian, for a term of one year, seconded by Trustee DiFelice. Carried.
Mayor Zegarelli proposed the name of William Shroba a member of
the Recreation Commission to fill the unexpired term of Joseph Lofaro
(6 years until 1988), seconded by Trustee Lobato.
Motion Carried.
Mayor Zegarelli proposed the name of Mary Vizvary a member of the
Recreation Commission for a term of seven years, seconded by Trustee
Maceyak. Carried.
Mayor Zegarelli proposed the name of Joseph Ruscigno a member of
the Senior Citizens Commission for a term of seven years, seconded by
Trustee Gandolfo.
Motion carried.
Mayor Zegarelli proposed the name of Kathryn Swanson a member
of the Senior Citizens Commission for a term of five years, seconded
by Trustee Soriano. Motion carried.
Mayor Zegarelli proposed the following names to the Environmental
Council for a term of two years each, seconded by Trustee Lofaro:
Ralph Cellante, Gordon Connoles, Anna DeLuca, Curtis Heath, Temp. Chairman,
John Arcate, Jr., and Richard Sweet. Motion carried.
Mayor Zegarelli proposed the following names to the Drug Guidance
Council for a term of three years each, seconded by Trus-tee DiFelice:
Rev. G. Vanderhart, Dr. J. DiBianco and Leonard Andrews.
Motion carried.
Mayor Zegarelli proposed the following names as members of the
Handicapped Committee for the following terms, seconded by Trustee
Lobato: Joseph Matra - 1 yr.; Eva Piedemonte-2 yrs.and temporary chairman;
Willis Moon-1 yr.; Gwendolyn Carter-2 yrs.; and Aretha Allen-2 yrs.
Motion carried.
Mayor Zegarelli proposed the following names as members of the
Traffic &amp; Transportation Committee, seconded by Trustee Maceyak:
Caroline Amenta-1 yr . ; Sal Donzella-2 yrs.; Gerald Bregman-2 yrs.;
Ugo Checchi-1 yr.; Dominick Festa-2 yrs. and Richard Ayers-1 yr. Carried.
Mayor Zegarelli appointed Trustees Gandolfo and Lobato to serve
as North Tarrytown's representatives on the Library Board for a term of
one year.
Mayor Zegarelli proposed the name of James Margotta a member of
the Library Board for a term of five years and temporary chairman,
seconded by Trustee Gandolfo.

-4Mayor Zegarelli stated that the State Legislature has given
approval for an additional member of the Library Board and proposed
the name of Joan Levy for a term of one year, seconded by Trustee
Gandolfo.
Carried.
Mayor Zegarelli proposed the name of Frank O'Brien a member of
the Technical Service Review Board for a term of five years, seconded
by Trustee Soriano.
Carried.
Mayor Zegarelli appointed Trustee Gandolfo Deputy Mayor for a
term of one year.
Mayor Zegarelli proposed the First National Bank of North
Tarrytown as our depository of Village funds, seconded by Trustee Lofa
Carried.

Mayor Zegarelli voted "Yes" and declared the motion carried.
Mayor Zegarelli proposed the first and third Mondays of each
month as meeting dates and at the Call of the Chair, seconded by
Trustee Lobato.
Carried.
Mayor Zegarelli proposed Roberts Rules of Order as the official
Parliamentary Procedure of the Board, seconded by Trustee Maceyak. Carri
Mayor Zegarelli designated Trustee DiFelice, Chairman of the Police
Committee, a member of the Police Pension Fund Committee. The Mayor and
Chief of Police are automatically Trustees of such fund.

Mayor Zegarelli appointed the entire Board as a committee of the
whole for study and consideration of the budget and stated that a public
hearing will be held on April 12, 1982.
Mayor Zegarelli stated that one item of business must be taken
care of this evening.
Trustee DiFelice moved, seconded by Trustee Soriano that the
Treasurer be authorized to pay Somers Contracting Corporation the
amount of $37,000 as the first installment payment in connection with
the Village garage construction.
Carried.
There being no further business to come before the meeting,
Trustee Soriano moved, seconded by Trustee DiFelice that the same be
duly adjourned.
Carried.
