Trustee Soriano moved, seconded by Trustee Gandolfo that the minutes of the meeting held on May 3, 1982 be approved as written. Carried Mayor Zegarelli called upon former Trustee and Fire Chief Paul Ranieri, Sr., to be sworn in, together with other Fire Inspectors, on the Fire Review Board. This Board was established at the organization meeting in connection with our Fire Prevention Code. Mayor Zegarelli called for bids on a 1982 station wagon. Treasurer Amato opened the following bids: Frank Chevrolet, No, Tarrytown, N.Y. $9415.00 Scarsdale Ford, Scarsdale, N.Y. $8950.00 Trustee Gandolfo moved, seconded by Trustee Maceyak that the bids be referred to the Fire Committee for review. Supervisor May 1 7 , 1982 Dear Mayor Zegarelli and the Board of Trustees: The 1981-82 Fiscal Year for the Village of North Tarrytown Recreation and Parks Department was a successful one. Some 771 additional residents participated in sponsored recreation programs than the year before. This past year, many new programs were developed for the entire community, as in the Tot Camp, Youth Lacrosse Clinics, Aerobics/Joy, Rollerskate to Music, Battle of the Bands, Pilgrim Run, General Motors Industrial Softball Leaguer and the After-School Programs. Through existing programs, the above mentioned new ones, donations, and state aid, we have brought in some $23,000.00 plus in revenues. This figure is at the level or higher than some villages with operating budgets of $130,000 to $150,000, and without the use of major facilities, (i.e. pools, lakes, waterfront parks, etc.). Already this Spring we have started to work in the parks. Park equipment will be repaired and painted. Also, with the cooperation of the Public Works Department, we will be able to prevent erosion, and repair and install picnic tables,: benches and grills. Unfortunately, with the anticipation of Spring and the sprucing up of the parks also comes our biggest nemesses in vandalism. North Tarrytown parks, as the year before, were hard hit by the pen, bolt cutter, and the broken bottle. Sadly, there can be no guarantee that improvements made in the parks will last through the upcoming year. Hopefully community watches will be set up to patrol our parks and to help eliminate these acts of vandalism. The following pages include programs, public, participation, and revenues of programs offered in 1981-82. If you have any questions, please feel free to call on me. Carried. Mayor Zegarelli read the hearing regarding the anticipated changes to the Village's housing goals as shown in its Housing Assistance Plan for Small Cities Program and asked if there was anyone present who woult like to address the Board. Mr. Doorley, Director, explained that the goals of the Housing Assistant Plan were inflated and unrealistic. This hearing is to preser the reduced figures. No other comments, Trustee Lofaro moved, seconded by Trustee Gandolfo that the hearing be closed. Carried. Mayor Zegarelli asked if there was anyone present who would like to address the Board on any other matter, may do so at this time. No one appearing, the regular order of business was resumed. REPORTS OF COMMITTEES BUILDINGS 6c GROUNDS Trustee Soriano stated that the committee toured the new facility on River Street. He stated that a problem existed whereby the contract has requested to install a tank in the ground immediately, otherwise he will stop the job. He stated that the tank would float if it was no filled with water or gasoline. Since it would be too expensive for gas, it was recommended that the tank be filled with water. Following a discussion, Trustee Soriano moved, seconded by Trustee Lofaro,that John Biros, together with R. Turnquist, be authorize to direct the contractor to proceed with the installation of the tank and filled with water. Carried. Trustee DiFelice stated that Pocantico H & L Company is looking for heating in their room in the basement. The Buildings & Grounds Committee has been authorized to obtain estimates for same. i �36o -3FINANCE & REAL ESTATE Trustee Gandolfo gave a balance of $580,368.13 in the General Fund as of May 17th. Trustee Gandolfo moved, seconded by Trustee DiFelice that Tax Sale certificate #28 in the name of McLean Cable be cancelled because their payment of gross receipts is more than the amount of taxes. Carried Trustee Gandolfo moved, seconded by Trustee DiFelice that Tax Sale certificate #23 in the name of the Village of North Tarrytown, former Rosenblatt property be cancelled because the property was assessed to Rosenblatt at the time the assessment roll was adopted. Carried. Trustee Gandolfo moved, seconded by Trustee DiFelice that all tax sale certificates in the name of Isno Realty be cancelled because the property has been transferred to the Village of North Tarrytown and on March 5, 1982, to Larry Rodrigues. Carried. Trustee Gandolfo moved, seconded by Trustee Lofaro that the amount of $7500 be paid to the Village of Tarrytown for the Village's share of the minibus. Trustee Gandolfo stated that this amount excludes any of the benefits owing to the driver of the bus, i.e. Workman's Compensation and Social Security. The driver does not drive the bus solely for the residents of North Tarrytown, said Trustee Gandolfo. Motion carried. Trustee Gandolfo stated that she sent a memo on May 12th to department heads that any purchases and expenses over $25, must go through the Purchasing Agent. She stated that should the problem get worse, the Village Board will send notices to our major suppliers to the effect that the Village will not be responsible for purchases without a purchase order. Trustee Gandolfo moved, seconded by Trustee Soriano that action of the committee be confirmed. Carried, Trustee Gandolfo moved, seconded by Trustee DiFelice that vouchers be given to John Biros so that anyone desiring to make purchases will have to see John. Following a discussion, the motion was amended that the Treasurer and Clerk be included in the issuance of vouchers. Motion carried. FIRE Trustee Lofaro moved that a public hearing be held on June 14th on a proposed amendment to the Fire Prevention Code to include Smoke and Heat Detection Devices, seconded by Trustee Maceyak. Carried. A special meeting was called for May 29th at 11:00 A.M. to transfer accounts in the 1981-82 budget, and on June 2nd to call for bids on a police car, etc. t �-4Trustee Lofaro moved, seconded by Trustee Soriano that action of the Fire Committee in purchasing a car for the second assistant chief in the amount of $2300 be confirmed by the Board. Carried. Trustee Lofaro moved, seconded by Trustee Soriano that a Board of Appeals known as the Fire Board of Review be created to act upon complaints as a result of any decision made by the Fire Inspectors. Carried. Trustee Lofaro read a letter from the Ambulance Corps thanking the Board for the dinner and support during the year. GOVERNMENTAL RELATIONS & SENIOR CITIZENS I Trustee Soriano stated that he checked with Mr. Doorley on energy* grants but learned we do not qualify for any, Trustee Soriano noted a communication on his desk for summer jobs and proceeded to move that four summer jobs be created of which two people would be placed in public works and the other two in recreation, 8 hours per day at $4 per hour and if no money was available in the departments, that the money be taken fr om the Contingency Fund. Trustee Gandolfo suggested that Messrs. Lofaro and Biros be asked first if there was a need for these positions in their departments. Following a discussion, the matter was referred to the May 29th meeting. Trustee Soriano moved, seconded by Trustee Gandolfo that the following summer schedule be adopted: June 14th, July 12th and August 9th and at the Call of the Chair. Trustee Soriano stated that he attended a meeting of the Traffic Committee and R. Turnquist. Certain recommendations were made by Ugo Checchi, he said, Mr. Turnquist was authorized at a previous meeting* to make recommendations on the proposed Elm Street parking lot and a • report will be forthcoming, said Trustee Soriano. The committee also( discussed off-street parking plans. The citizens held a meeting today, said Trustee Soriano. They took a trip to the World Trade Center and celebrated birthdays for this month In order to ascertain the usage of the minibus for North Tarrytown residents, Trustee Soriano suggested that a form be prepared so that senior citizens can enter the number of times a week they use the transportation facility. Under no circumstances will we deprive them of any use of it, said Trustee Soriano. This will enable us to determi how much the cost is to North Tarrytown. Mayor Zegarelli stated that he will prepare the form. LABOR RELATIONS & CONTRACTS Trustee Lobato - Absent. i N �^£v -5- Trustee Maceyak stated that the committee was preparing to call for a meeting with the Committee and Union. Trustee Soriano stated that there are charges and counter charges against the Village and the committee should talk to these people who are causing these problems. POLICE Trustee DiFelice stated that a final inspection was made of the taxicabs owned by Knapp<r McCarthy and of the eighteen cabs inspected, sixteen have passed. The owner has been most cooperative, said Trustee DiFelice. A discussion was held regarding a higher discount for senior citizens after which the police committee was instructed to call for a meeting with the taxicab owners to discuss the matter further. Trustee DiFelice moved, seconded by Trustee Maceyak that the Clerk be instructed to send for a local patrolmen and sergeant's list. Carried. Trustee DiFelice stated that the committee discussed overtime procedure which will be used whereby a form will show the officer's name, signature and who authorized the overtime, a copy of which will be given to the Treasurer, and the Chief, and will be effective May 16th. As per recommendation of the police committee, the Court Clerk will be instructed to schedule trials when officers are working, unless it is an emergency. This would cut down on overtime, he said. A k9 dog demonstration was held at Lyndhurst on May 16th, said Trustee DiFelice. Trustee Maceyak stated that the demonstratipn went very well. lot of people from North Tarrytown were present, he said. A Trustee DiFelice stated that a letter was sent by Counsel Ponzini to the PBA attorney that only Lieutenants and Sergeants will be stationed on desk duty, except for an emergency. The Chief is complying, he said. Trustee DiFelice moved that the names of James Timmings, Margaret White and Thomas Cavalieri and Chief Bozelli be added to the Police Community and Relations Committee, seconded by Trustee Gandolfo. Mayor Zegarelli stated that this committee was formed independently by the Chief of Police. During the discussion, Trustee Maceyak stated that this committee is in the hands of the Chief of Police. Trustee Lofaro - No lf DiFelice - Yes �-6Trustee DiFelice noted that former Ptl. Quartucio was awarded the amount of $225 as a result of arbitration negotiations with the Village. Trustee DiFelice moved that a letter of congratulations for the rescue of a boy from the river at Croton be sent to Ptl. Biro, David Cappello, Blaine Taft and Anthony Vadala, seconded by Trustee Soriano. Carried. To relieve the part-time workers in the Court room, Trustee DiFeli stated that Sgt. Kostelny will now handle the issuing and record-keepin of the parking summonsx books. Trustee DiFelice acknowledged thank you letters from Mrs. Hogan,B T. Carroll and Mrs. Murphy for the cost of living payment. I Trustee DiFelice moved that the reprimand on the books on Ptl. Edward Ciffone be removed from his record, seconded by Trustee Maceyak. Following a question raised by the Mayor and Trustee Gandolfo, Mayor Zegarelli polled the Board as follows: Trustee Maceyak - Yes Gandolfo - Yes " Soriano - Yes Mayor Zegarelli voted "No". Trustee Lofaro - Yes " DiFelice - Yes Motion carried, PUBLIC WORKS Trustee Maceyak reported that the water department is flushing hyrdrants. Balance in the water and sewer account as of May 17th is $20,047.5 The department constructed new manhole over the storm drain at | Chestnut and Valley Streets, as well as a new sidewalk on College Avend Curbs on Andrews Lane, Elm Street have been rebuilt and the areaM used for parking at Devries Avenue field has been graded. I The fence along the sidewalk on the west side south of the Headlesj Horseman bridge was removed. The department has been cutting grass and brush at Freedom Park, Margotta Courts and the triangles in Sleepy and Philipse Manor. Trustee Maceyak moved that Louis Rizzi be appointed Skilled Lahore at the salary of $16,709 per annum, effective June 4, 1982, seconded by Trustee Soriano. Carried. Trustee Maceyak suggested that the Village Attorney commence proceedings on various employees who have been out from work for a long time. He stated that we are losing manpower. ; i Mr. Biros stated that J. Rogalski and R, Thomas' cases are being j evaluated, after which a report will be made. j • i i f �^ Y -7- Following a discussion, it was decided that no action be taken at this time. RECREATION Trustee Gandolfo reported that the Men*s Softball League starts tonight at Memorial Field, The summer brochure will be out in the mail this Wednesday. Some of the programs that will be available are; Life-saving, weight-lifting, running program, Battle of the Bands, concerts in the park, wrestling, Day and Tot Camps, raquetball camp and special camps, etc. Trustee Gandolfo stated that Assemblyman William Finneran is introducing a bill on recreation on Town level that permits individuals in Villages to pay an up^front fee for access to Town-wide recreation programs that are excluded from Town charges levied to Villages. Trustee Gandolfo moved that a letter be sent to Mr. Finnerman supporting the bill, seconded by Trustee Maceyak. Trustee Gandolfo stated that Village residents cannot use the Town facilities. Mayor Zegarelli polled the Board as follows: Trustee Maceyak - Yes Trustee Lofaro - Yes " Gandolfo - Yes " DiFelice - Abstained. " Soriano - Abstained Mayor Zegarelli voted "Yes". Motion carried, Trustee Gandolfo stated that the bill from Malacarne, the contractor building the utility buildings for recreation, has been removed from the Board. The architect is dissatisfied with the work. The contractor has not been following the specifications, she said. The bill is being held up, said Trustee Gandolfo. Trustee Gandolfo commended John Vincek, Mike Apollonio and Here Shubrick for the excellent work in leveling off Devries Field Trustee Gandolfo stated that she received the annual report from Pat Lofaro and moved that it be made a part of the minutes, seconded by Trustee Lofaro. Carried. TAX EXEMPT & ASSESSMENT Trustee Lobato - Absent. MAYOR'S REPORT: Mayor Zegarelli stated that a letter was sent to Mr. Blueglass, Supt. of Schools, tentatively setting a meeting with the school board for May 27th. r �-8Mayor Zegarelli noted a letter from Mrs. Napolitano, Gordon Avenue requesting the removal of cleanup material and Trustee Maceyak stated that it was taken care of. * Mayor Zegarelli stated that he received a letter from John Keels that his last letter regarding the police dogs did not mean to be a racial attack on him or the police chief. Mayor Zegarelli stated that he replied to the ministers who wrote letters about the proposed dogs for the police department. Mayor Zegarelli stated that he is in receipt of a letter from Assemblyman Peter Sullivan acknowledging our letter regarding Assembly Bill 4185 (Group Homes) as well as our letter opposing Con Edison's 1 request for an increase. Mr. Sullivan supports our position. I Mayor Zegarelli stated that we were informed by the N.Y.S. Confere of Mayors and other similar organizations that the present Tier 3 Retirement Plan is in serious jeopardy and will expire on June 30, 1982 He stated that we may want to take the position to keep it on the basis as a contribution by the individual rather than municipality.' Following a discussion, Trustee Gandolfo moved, seconded by Trustee Maceyak that we write our legislators to enact special legislat: to keep Tier 3. Carried. COMMUNICATIONS Communication from S. Levi, 18 Farrington Avenue, requesting sidewalk repairs was read and referred to the public works committee. Communication from Howard Haver, 11 Webb Road, requesting the removal of a dead tree was read and referred to the public works commit! Communication from Mrs. Alice Runyon, 483 Munroe Avenue, requestin; sidewalk repairs was read and referred to the public works committee, g Communication from Jeanne Brewerton, 174 Highland Avenue, request! sidewalk repairs was read and referred to the public works committee. ™ Communication from Anthony Iannarelli requesting sidewalk repairs at his property at 49 and 51 Elm Street was read and referred to the public works committee. -UNFINISHED BUSINESS Trustee Soriano commented on the He stated that the one tenant who was the amount due. Following a discussion, Mayor Zegarelli moved that the building inspector notify the owner of the violations in his building and give him until Friday to correct them, seconded by Trustee Maceyak. Carried. Trustee Gandolfo moved, seconded by Trustee DiFelice that if the violations are not corrected by Friday, the building inspector is authorized to issue a summons. Carried. NEW BUSINESS Mayor Zegarelli stated that he is in receipt of a letter from Benjamin Edmonds resigning from the North Tarrytown Housing Authority effective June 1st. Trustee DiFelice moved, seconded by Trustee Maceyak that his resignation be accepted with regret and that a letter of thanks be sent to him for his many years of service on this committee. Carried. On a question of the status of Judge Maroney, Mayor Zegarelli stated that he will write to Mr. Zebrowski informing him of our decision to seek additional Counsel on the matter and if there are any charges to submit them to the Village for payment. With regard to the bids submitted on the 3/4 ton truck, two companies did not submit checks and after discussion, Mayor Zegarelli moved that we will have an informal poll by way of the Village Clerk authorizing the awarding of the bid, seconded by Trustee Maceyak. Carried. Trustee DiFelice moved, seconded by Trustee Lofaro that the bills submitted on the General Fund and Water & Sewer warrants dated May 17, 198: be paid after approval by department heads and that the Treasurer be authorized to pay same and that a copy of this resolution be attached to the warrants.
