June 2, 1982 A special meeting was held before the Board of Trustees of the Village of North Tarrytown on the above date. Present Philip E. Zegarelli, Mayor Stephen J. Maceyak Janet Gandolfo Peter Soriano Joseph D. Lofaro Mario Di Felice Emmanuel Lobato, Trustees Arthur Brady, Counsel Mayor Zegarelli called the meeting to order at 8:50 P.M. As no one had inquired or asked that tonight's meeting be held on the ground floor for those who might be handicapped, the meeting proceeded in the room where the Board usually holds its meetings. Trustee Di Felice addressed the Board and told all that on April 29, he, Police Chief Spota and Trustee Maceyak had met to discuss the appointment of Robert Nevelus as a patrolman for the Village. This would be at a yearly salary of $17,135, effective June 21, 1982. A motion to appoint Robert Nevelus to the position of a patrolman, grade 5, was made by Trustee Di Felice, seconded by Trustee Gandolfo and was carried by a unanimous vote. Trustee Maceyak proposed a resolution that the Board terminate the provisional appointment of Robert Nevelus as water & sewer maintenance man Grade II, effective immediately, seconded by Trustee Lobato. Trustee Maceyak moved seconded by Trustee Soriano that Robert Nevelus be appointed water and sewer maintenance man, Grade II effective immediately. Carried. Mr. Nevelus' resignation is forthcoming after which the position as water and sewer maintenance man Grade II will be posted. Mayor Zegarelli told Trustees that he had received a call from Albany to attend the New York State Conference of Mayors and Village Officials. Cash advances of $250.00 will be given to each Board member. These funds are mandated by the Village to attend this conference, and each member must account for use of their funds. Mayor Zegarelli made a motion to have North Tarrytown join the National League of Cities. The motion was seconded by Trustee Di Felice and passed unanimously. Trustee Maceyak moved, seconded by Trustee Soriano that action of the public works committee in awarding the bid for a 1982 3/4 ton four wheel drive pickup truck with snow plow to Willow Motors in the amount of $11,914.00 be confirmed by the Board. Carried. �-2Trustee Maceyak moved to terminate Jose Ortiz as sanitation .man effective immediately, seconded by Trustee Lobato. Carried. Mr. Ortiz was previously suspended. Trustee Maceyak moved that the position be posted, seconded by Trustee Lobato. Carried. Trustee Maceyak reported that North Tarrytown will receive $100,000.00 from the state road program. This money will be recommended to go towards purchasing catch basins on certain streets. Trustee Gandolfo reported on the North Tarrytown Day Camp. She had inquired whether children from Tarrytown could, or should, be alio to attend this camp. Superintendent Blueglass of the Tarrytowns schoo said as the schools serves both villages, and school property is being used by the Day Camp, children of both Villages must be allowed to attend the camp. She proposed a two-tiered fee schedule, with a slightly higher rate for Tarrytown children as opposed to North Tarrytowr children; for example, $9.00 per week for a North Tarrytown child verses $11.00 per week for a Tarrytown child. She made a motion for a two-tiered fee schedule, which was seconded by Trustee Maceyak and was unanimously passed. ii Trustee Soriano moved that the Board bid for the 1982 station wagon be awarded to Frank Chevrolet in the amount of $9,415.00, seconded by Trustee Lofaro. Trustee Di Felice stated that the taxi cab owners (Knapp-McCarthy) have corrected the violations on his cabs. Trustee Di Felice seconded by Trustee Lofaro that the following Local Law #2 of 1982 "Taxi Fares" be adopted: Local Law #2 in official minutes. Taxicab owners will be requested to meet trains at the Philipse Manor station between 5:30 to 7 P.M. Trustee Lobato said the Village has three sergeants on the police force at present, and that a fourth sergeant is needed. Trustee Di Feli( made a motion to table the issue for discussion, but then withdrew his motion to table the issue. The discussion was reopened. Trustee Lobato made a motion to have William Patton appointed to the position of sergeant, which was seconded by Trustee Maceyak. Mayor Zegarelli then asked that someone table the issue; the motion was made by Trustee Gandolfo, seconded by Trustee Soriano, and by a 4-3 vote the issue was tabled. Trustee Lobato reported on the costs. He submitted a detailed report for the record of the K-9 program of the two dogs for the police force. * Mr. Noel James will train two shepherd dogs and the patrolmen who will use them at a cost of $2,200.00. The dogs, it was noted, are to �17jr be donated to the police department at no cost, and the training of the two officers is less than what Mr. James usually charges for one man and one dog. Dr. Jack Burke will care for the two dogs for an annual cost of $250.00. Trustee Lobato moved that the Board approve this training program which was seconded by Trustee Maceyak and the motion was carried by a 5-2 vote. There will be a cost of $500.00 for feeding the dogs for one year and $600.00 for insurance on the additional vehicle the police force will be getting to replace the vehicle the dogs will use should be noted. Trustee Di Felice asked if these amounts are subject to a bid, as the total for the (K-9) program is over $3,500.00. The Mayor asked Attorney Brady who replied he would have to check on this point. Trustee Soriano spoke against the dog program as he feels they are not needed by our Village; riot control, yes, but not in North Tarrytown. As a matter of conscience, he said, he could not support the issue. Trustee Di Felice also spoke out against the need of these dogs. It was asked by Board member Lobato that Mr. Tucciarone and Mr. Ponzini be present at the June 14th meeting. Trustee Gandolfo also asked that Attorney Thome Berg be retained by the Village. Mayor Zegarelli asked that she too be present at the June 14th meeting. There being no further business, the meeting was adjourned at 10:20 P.M.
