March 14, 1983 A regular meeting was held before the Board of Trustees of the Village of North Tarrytown, N.Y. on the above date. Philip E. Zegarelli, Mayor Present Stephen Maceyak Janet Gandolfo Peter Soriano Joseph D. Lofaro Mario DiFelice Emmanuel Lobato, Trustees n •> Robert J. Ponzini, Counsel Absent Mayor Zegarelli called the meeting to order at 8:00 P.M. with a prayer and salute to the flag. Trustee Soriano moved, seconded by Trustee Lofaro that the minutes of the meetings held on February 28, 1983 and March 2, 1983 be approved as written. Carried, Mayor Zegarelli asked if there was anyone present who would like to address the Board may do so at this time. Mr. Frank Rey, Holland Avenue, inquired about fines assessed to the owner of 12 Lawrence Avenue for violations and how the money can be utilized. Trustee Maceyak stated that it was his understanding that the fines remain the same. The matter is still in court. The Judge has not made a decision, as yet, he said. Mayor Zegarelli stated that fines have been accruing, The money goes into the General Fund, he said. REPORTS OF COMMITTEES ADMINISTRATION & CONSTRUCTION Trustee Soriano noted a memo from the Clerk to increase the rental of polling districts from $25 to $75, and so moved, seconded by Trustee Lofaro. During a discussion, Trustee Soriano amended the motion that the increase be from $25 - $50 per rental, seconded by Trustee Lofaro. Mayor Zegarelli polled the Board as follows ; Trustee Maceyak - Yes Gandolfo - Yes " Soriano - Yes Mayor Zegarelli voted "No". Trustee Lofaro - Yes DiFelice - Yes " Lobato - Yes *» Motion carried. C ' I 'I I ~M L£S aj- .c u >H f,'/?*, ,\« �-2Trustee Soriano thanked the Clerk and Treasurer, as well as other staff members for their help during his term of office. FINANCE & REAL ESTATE Trustee Gandolfo reported a cash balance of $141,447.31 in the General Fund as of March 14, 1983. Trustee Gandolfo moved, seconded by Trustee Maceyak that action o the Treasurer in investing two certificates of deposit, one in the amount of $700,000 and the other in the amount of $200,000 at 7%% in the First National Bank of North Tarrytown be confirmed. Carried. Trustee Gandolfo noted Somers Contracting vouchers on the warrant Counsel has advised us not to approve the vouchers, she said. Trustee Gandolfo moved, seconded by Trustee Soriano that a public hearing be held on March 28, 1983 to hear and consider the proposed us of Federal Revenue Sharing Funds. Carried. FIRE Trustee Lofaro stated that the Board was invited to attend the Fire Chiefs' Convention party in Central Headquarters on April 7th. GOVERNMENTAL RELATIONS-SENIOR CITIZENS Trustee Soriano stated that he is in receipt of a letter from Joseph Benjamin in support of the Warner Library budget and from two other residents. Trustee Soriano stated that the library will hold a "Know your Library/Know your Village on April 20th. He will devote an hour of tin during that week. Trustee Soriano read a memo from William Doorley requesting an amount of $1,000 for his time and work performed in connection with 79 College Avenue which was referred to committee. ~ n *P A / Trustee Soriano stated that he, together with Trustee Dj^Tolie-e, attended a conference on waterfront revitalization of shorelines. He stated that he sent a letter to the Dept. of State for information or waterfront funds. He stated that talks included improvements for a pc on waterfront property, as well as how to commercialize properties. Trustee Soriano stated that 140 people attended the Senior Citiz* meeting. He stated that the Board should be complimented for the sup{ to the Senior Citizens Club. LABOR RELATIONS & CONTRACTS Trustee Lobato stated that the committee has advised the Police Bargaining Unit that a meeting will be held on April 13th to commence negotiations for a new police contract. He stated that he has not ye received word from the Attorney of any change in the status of the CSI matter. �•S~*3- l-V. 1 ,L I1 . -3POLICE & LIGHT Trustee DiFelice offered the following resolution, seconded by Trustee Soriano: WHEREAS Almighty God in His divine wisdom has seen fit to take unto Himself the soul of Carmella DeRocha; and WHEREAS the said Carmella DeRocha was the Mother of Patrolman James Whalen having been held in the highest esteem by all those who knew her, now, therefore, ! f . f, ; BE IT RESOLVED that this Board of Trustees take official notice of Carmella DeRocha's death, and be it further RESOLVED that this resolution be made a part of the official minutes of this meeting and a copy sent to the family of the deceased. Carried. ft Trustee DiFelice moved, seconded by Trustee Maceyak that the probationary period of Ptl. John Thomas be extended an additional forty weeks as per resolution of the Board on February 28th. Carried. Trustee DiFelice noted a letter from Arthur Freed, Director of Traffic Engineers and Highway Safety to Chief Spota thanking him for providing him with data concerning the enforcement of alcohol related offenses which will be forwarded to Robert Maccarone, Program Coordinator Trustee DiFelice submitted the following report for the month of February: (copy in detail official minutes) PUBLIC WORKS Trustee Maceyak gave the following report: Routine cleaning of sanitary sewers with sewer jet and root cutters in the Briggsville section of the Village. Bank balance as of 3/14/83 is $50,983.16 in the water account. Cleaning open drainage ditch through GM parking lot to the Pocantico River and catch basins under the GM ramp. Cleaning around the Philipse Manor railroad station. Starting the pickup of extra commercial garbage at the new rate established. RECREATION & PARKS The youth basketball team will be playing in the County Tournament on March 22nd. Fourteen youngsters are involved with the program. No team representatives came to the women's softball meeting on March 1st. A new swing will be installed this week at the Clinton Street park and Barnhart park. Hopefully, there will be a ski trip this weekend. TAX EXEMPT & ASSESSMENT M$ Trustee Lobato reported that the Board of Assessment Review held a meeting on March 2nd to review grievances filed by various property owners and the Board denied all grievances. MAYOR'S REPORT Mayor Zegarelli stated that he is in receipt of a letter, togethe with with a series of documents for analysis from the State Commission on Cable TV and referred the same to Trustee Soriano, Chairman of Governmental Relations. 1ST! COMMUNICATIONS s The Clerk informed the Board of a notice of claim of Lumbermens Mutual Casualty Company, a/s/o Jorge Lissabet, as per an accident involving one of our street department drivers in the amount of $5908. and that the same was referred to the insurance carrier. lit' Trustee DiFelice moved that action of the Clerk be confirmed by the Board, seconded by Trustee Lofaro. Carried, No other business to come before the meeting, Trustee DiFelice moved, seconded by Trustee Lofaro that the same be duly^adjourned.
