                  <text>BUDGET HEARING

NORTH TARRYTOWN, N.Y.
April 18th, 1983

A Hearing was held before the Board of Trustees of the Village of
North Tarrytown, N.Y. on the Tentative Budget for the Fiscal Year 1983-1984.

Mr. Robert Ponzini and Ms Janet Gandolfo were also present.
Mayor Zegarelli called the meeting to order at 8P.M. and stated that
copies of the Tentative Budget had been available before the Hearing and there
were copies available presently if anyone was interest. He stated that he would
wait five minutes so that anyone present could quickly review the Budget and
ask questions.
Mayor Zegarelli asked if there was anyone present who would like to
address the Board.
Ms Eva Piedmont questioned "Celebration" on Page 9 of the Budget and
asked if this was considered "Recreation".
Mayor Zegarelli stated that according to the Rules and Regulations of
the Department of Audit andControl this item is considered under "Recreation and
Culture".
Mr. Mario Belanich questioned an item under "ETPA" on Page 10 in the
amount of $3,000.
Mayor Zegarelli stated that the $3,000 was for the Administration of
the E.T.P.A. and that a portion of that will be recovered from the Landlord.
Mr. Belanich inquired what the Village was going to give the taxpayers
for the $4.50 increase in the tax rate.
Mayoft Zegarelli stated that the increase covered expected increases in
C.S.E.A. and Police Contracts, increases in cost of various employee benefits,
increases expected in energy for street lighting and several state mandated items.
Mrs. Eileen Meade questioned the amount for "Permanent Improvements"
under Street Maintenance.
Mayor Zegarelli reported this item was money received from the State
for the "CHIPS" Pr ogram and it was expected that the Village would repave Hudson
Street and the Elm Street Parking Lot. It is expected that the same amount
would be received by the Village for the 1983-1984 Budget.

�Mayor Zegarelli reported that the Village expects to spend
approximately $30,000. for the repair and replacement of sidewalks in order
to qualify for $100,000 from the County Urban Development Program.
Trustee Maceyak reported that the Village expects to repair and replace
many sidewalks throughout the Village and expects to spend $130,000.00 in the
next Fiscal Year.
Mr. Mario Belanich inquired if the Water Department had a surplus.
He also asked if they were making money or losing money.
Mayor Zegarelli stated that at the present time the Water Department
is not losing money and they do have money set aside for their suit against
the City of New York and the Arnell Corporation.
Mrs. Meade inquired if the Village had two attorneys who was going
to pay them.
Mayor Zegarelli stated that normally the Village Attorney does not
attend the Budget Hearing, therefore the attorn)»s attending tonight are
attending "pro bono".
There being no further business to come before the meeting, Trustee
Buonanno moved, seconded by Trustee Lofaro that the same be duly adjoilnfed. Carri
