SPECIAL MEETING
A Special Meeting was held before th« Board of Trustees of the
Village of North Tarrytown, N.Y. for ths purpose of adopting the budget
for the fiscal year June 1st, 19 8 3 to May 31st, 19 84.

Ms, Janet Gandolfo was also present at the meeting.
Mayor Zegarelli called the meeting to order at 8 P.M.
Trustee Buonanno moved, seconded by Trustee Timmings, that the
budget of the Department of Water and Sewer be adopted in the amount
of $486,500.00, said adoption being pursuant to the provisions of
Chapter* 809 of the Laws of 1954 and the Budget Manual for Villages
and the Uniform System of Accounts as set forth in the Manuals issued
by the Division of Municipal Affairs, Albany, N.Y. Carried.
Trustee Buonanno moved, seconded by Trustee Lofaro, that the
1983-84 budget concerning the General Fund be adopted pursuant to
the provisions of Chapter 809 of the Laws of 19 54 and the Budget
Manual for Villages and the Uniform System of Accounts as set forth in
the Manuals issued by the Division of Municipal Affairs, Albany, N.Y.
Mayor Zegarelli polled the Board:

Trustee Lofaro moved, seconded by Trustee Buonanno, that the tax
rate be levied pursuant to law and that the rate be $74,50 per M for
the year 19 83-84.

voted "no". Motion to adopt tax rate passes*

Zegarelli stated that he voted "No" on the Resolution because
in the Budget with respect to several items in the Budget which
litigation namely the position of Village Attorney, Village
and Building Inspector and Code Enforcement Officer,

Trustee Timmings also stated he voted "No" on the overall Budget as
they did not take into consideration lowering the tax rate from the tenativpj
rate for the benefit of the taxpayers.
Trustee McBride stated that it didn't make any difference as long as
there were funds allocated for each position, and the only changes in
salary were made to the Building Inspector and the Code Enforcement
Officer positions.
Trustee Buonanno stated that the Board had met nine nights with the
various heads of Departments, and realized that all members of the Board
could not attend the meetings but business had to continue.
Trustee Timmings moved, seconded by Trustee Lofaro, that the tax payments be in two equal installments, the first installment payable on
June 1, 19 83 and continuing up to and including June 30, 19 8 3 and the
second installment commencing December 1, 19 83 and continuing up to and
including December 31, 198 3. Carried,
Trustee Lofaro moved, seconded by Trustee Buonanno, that all taxes
due under the first installment remaining unpaid after June 30, 1983 shall
bear interest at the rate of two per centum (2%) for the first month, and
an additional one per centum (1%) for each month or fraction thereof
thereafter until paid, and all taxes remaining unpaid under the second installment after December 31, 1983, shall bear interest at the rate of two
per centum for the first month, and an additional one per centum (1%) for
each month or fraction thereof thereafter until paid. Carried,
Trustee Buonanno moved, seconded by Trustee Lofaro, that the Mayor
be authorized to sign the Tax VJarrant for the collection of the 1983-8H
taxes, and that the same be presented to the Treasurer and Tax Collector
with the Assessment Roll, Carried,
There being no further business to come before the Board, Trustee.
Lofaro moved, seconded by Trustee Buonanno that the same be duly adjourned.
