Agenda: 1) Minutes of January 2003 and June 2003 meetings 2) Ichabod’s Landing 3) Other business 1) Minutes of January 2003 and June 2003 meetings The minutes from the January 2003 meeting were reviewed. The following corrections were noted: On page 6, change: “The Chair stated that this would apply to applicant effecting specific LWRP policies only.” To read: “The Chair stated that this would apply to applicant affecting specific LWRP policies only.” Doug Maass made a motion to approve the minutes as amended. Karin Adir seconded. It was unanimous (6-0) (Gunderman absent). �The minutes from June 2003 meeting were reviewed. The following corrections were noted: On page 3, change: “The Chair stated that new homes are now under Waterfront Advisory Committee jurisdiction.” To read: “The Chair stated that new homes impacting specific LWRP policies are now under Waterfront Advisory Committee jurisdiction.” On page 5, change: “He stated that a request should be sent to his attention at Village Hall if interested.” To read: “He stated that a request should be sent to George Tanner’s attention at Village Hall if interested.” Don Stever made a motion to approve the minutes as amended. Karin Adir seconded. It was unanimous (6-0) (Gunderman absent). 2) Ichabod’s Landing Bruce Lozito is representing this application along with Adam Wekstein. Bruce Lozito summarized some of the major changes from the October 2002 Waterfront Advisory Committee meeting. He stated that changes were made to the proposed project based on input received from the Village Trustees. Bruce Lozito summarized the previous comments raised by the Waterfront Advisory Committee and summarized the original proposal. Some of the changes mentioned were concerning the reduction from 50 dwelling units to 44 units. He also stated that some of the retail units were eliminated. Bruce Lozito compared the architectural features between the original and revised proposals. He spoke about revisions to the access into “Horan’s Landing”. He also spoke about the compatibility to the GM site and the views from Beekman Avenue. APPROVED - Waterfront Advisory Committee Meeting, September 3, 2003 2 �Ralph Gunderman asked about the number of 2-bedroom units and 3-bedroom units in both proposals. Bruce Lozito responded that the original proposal included 42 (forty-two) 2-bedroom units and 8 (eight) 3-bedroom units. The revised proposal includes 30 (thirty) 2-bedroom units and 14 (fourteen) 3-bedroom units. The Chair asked about the parking configuration. Bruce Lozito spoke about the available driveway and garage spaces and courtyard spaces. The Chair expressed concerns over the proposed garage/driveway parking uses. Doug Maass stated that he was impressed with the proposal. He stated that Policy 2A refers to access from a vessel. He stated that appropriate cleats and bollards should be added for additional support. Karin Adir stated that the proposal did not include trees on the esplanade. Bruce Lozito responded that the trees would be reviewed during the site plan approval process. The Chair stated that he is still concerned with the block effect of buildings from Beekman Avenue. He encouraged the applicant to break-up the façade. There was an open discussion on whether or not a consistency finding could be given tonight. It was decided that a consistency determination could be given at this meeting. The Committee was concerned with the removal of the existing buffer on County House Road. The Committee agreed that there are considerable discrepancies between the site plan and the actual work being performed. The Committee will submit a letter to the Planning Board to enforce the approved site plan. Doug Maass made a motion to adjourn. Ralph Gunderman seconded. It was unanimous (7-0).
