February 27, 1984 A regular meeting of the Board of Trustees of the Village of North Tarrytown was held on the above date. Present Philip E. Zegarelli, Mayor William McBride Joseph D. Lofaro James J. Timmings Emmanuel J. Lobato, Trustees Robert J. Ponzini, Counsel Absent Vincent J. Buonanno, Trustee Mayor Zegarelli called the meeting to order at 8:00 P.M. with a prayer and salute to the flag. Trustee Lofaro moved, seconded by Trustee Timmings that the minutes of the meeting held on February 14, 1984 and February 21, 1984 (Grievance Day) be approved as written. Carried. Mayor Zegarelli called for bids on a 1984 four door sedan. Treasurer Amato opened the following bid: Russell Chevrolet, Connecticut $10,650.00 Trustee Lofaro moved, seconded by Trustee Lobato that the bid be referred to the police committee for recommendation at the next Board meeting. Carried. Trustee Lobato moved that the regular order of business be suspended, seconded by Trustee Lofaro. Carried. Trustee Lobato stated that Trustee Maceyak submitted a letter of resignation, which he read, because of the fact that he could no longer devote the time he would like to serving on the Board and moved that it be made part of the record, seconded by Trustee Lofaro and that his resignation take effect immediately. Carried. Mayor Zegarelli stated that he was notified before the meeting and will reserve judgment and selection at this time for a replacement to fill Mr. Maceyak1s unexpired term. REPORTS OF COMMITTEES PUBLIC WORKS Mayor Zegarelli gave the following report: Replaced sanitary sewer manhole in GM parking lot damaged during the snow clearing operation after the last snow storm. �-2Routine cleaning of sanitary sewers with sewer jet. Bank balance as of Feb. 27th is $40,516. Filled pot holes with cold patch throughout the Village. Used mechanical sweeper to clean the sand from streets. Routine pickup of leaves and small brush in containers on our normal Monday and Thursday routine. General cleanup of broken branches and leaves on various properti of the Village. POLICE & LIGHT Trustee McBride stated that he is in receipt of a letter from Joseph Pulsoni, school guard, on behalf of other school guards, requesl an increase of 75c, making it a total of $5.00 per hour. He stated that the matter will be taken up at the next work session. A copy of the letter will be given to the Chief of Police and Trustee Buonanno. Trustee McBride stated that the police awards dinner will be held this Thursday, at 7 P.M. in Holy Cross Hall to which the Board is invited. Trustee McBride stated that Ptl. John Thomas will be out on sick leave at least until the middle of March. FINANCE I In the absence of Trustee Buonanno, Trustee McBride gave the following report: Cash balance of February 27, 1984 is $16,455.41. Trustee McBride moved, seconded by Trustee Timmings that action of the Treasuer in depositing a certificate of deposit in the amount o: $150,000 for thirty days in the First National Bank of North Tarrytovn at 8% be confirmed. Carried. TAX EXEMPT Trustee Lobato "progress". LABOR-GOV*TL. RELATIONS Trustee Timmings reported that he was in touch with Mr. Woodlock, the State Fact Finder, and he preferred the date of March 1st for a meeting with the Teamsters Union in Elmsford. Trustee Timmings stated that we have received another grievance dated February 21st. A meeting will be held after this meeting with the Board of Directors RECREATION & SENIOR CITIZENS 'i i Trustee Lofaro gave the following report: Ice skating Olympics was postponed due to warm weather. The last ski trips have been to Jiminy Peak on Feb. 22; Catamount on Feb. 25th and Butternut on Feb. 26th. This week's ski trip will be to Belleayre on March 3rd. i! *; :M: During the mid-winter recess, children in grades K-3 enjoyed our Kiddy Playtime at John Paulding school. Teens were able to participate in our Vacation Teen Gym at SHHS. Dads Club baseball registration is on its way. will be Friday, March 9th at Morse School auditorium. movies and prizes. Kick-off night There will be A Women's Softball organization meeting will be held on Feb. 28th in the N.T. Court room. We are now organizing a women's non-competitive league. All participants, regardless of ability, will play. ¥1 There will be an organizational meeting for the Men's softball league on March 1st at 7 P.M. in the court room. r Trustee Lofaro stated that the senior citizens had a most enjoyable Valentine's party. \M1\ : I? i, ADMINISTRATION Trustee Buonanno - absent. U FIRE Trustee Lofaro read a letter from Sec'y. of Fire Council, Gordon Ferguson, advising that at a meeting of Fire Council, Bruce Wright was dropped from the Fire Department for violation of the rules and regulations of the Fire Department. Edward Smith was suspended for thirty days and placed on probation for one year for the action he took at an alarm. Trustee Lofaro moved to confirm action of Council, seconded by Trustee Timmings. Carried. {••'' MAYOR'S REPORT: Mayor Zegarelli noted various letters received and/or mailed to various people and organizations. Mayor Zegarelli stated that he was in Albany at a meeting at NYCOM regarding revenue sharing. He stated that we expect at the end of their fiscal year of operation to declare a dividend equal to about 35-40% of each community's annualized premium. \ i« '. �-4Mayor Zegarelli stated that various people have been appointed to the Tree Commission. Two additional people are required to be appointed, he said, and appointed Joseph Ruscigno for a term of three years and Mrs. Janet Landow, one year, and John Arcate Tree Foreman. Trustee Timmings moved, seconded by Trustee Lobato that the appointments be confirmed. Carried. COMMUNICATIONS Communication from Jennifer Dolan, President of the PMIA, request on behalf of the Board of Directors to have Munroe Avenue blacktopped as well as clarification of the leaf cleanup schedule was read and referred to public works committee. NEW BUSINESS Trustee Lobato stated that John Biros, Counsel and himself resoh a personnel matter. Trustee Lobato recommended Michael Ramsey to fill the opening of Sanitation Man. Mayor Zegarelli stated that he will take it under advisement. Mayor Zegarelli moved that the bills submitted on the General Fur and Water & Sewer warrants dated February 27, 1984 be paid after appi by department heads and that the Treasurer be authorized to pay same that a copy of this resolution be attached to the warrants. Carried. There being no other business to come before the meeting, Trust* Lofaro moved, seconded by Trustee Lobato that the same be duly adjourrj Carried.
