A p r i l * , 1984 A Public Hearing on the tentative bet for the fiscal year 1983-1984 was held by the Board of Trust of the Village of North Tarrytown on the above date. PRESENT Philip E. Zegarelli, or James Timmings Vincent Buonanno William McBride Susan Galgano Robert King Steven Salman, istees Mayor Zegarelli called the meeting order at 8:00 P.M. and read the Public Notice of Hearing for the prced budget which includes proposed uses of Federal Revenue Shag Funds. Mayor Zegarelli asked if there wasfone present who would like to address the Board regardinjie Budget. John F. Carroll,140 Hunter Avenue iked the Mayor for giving him the opportunity to speak. Mr. Carroll stated that he would 1 provisions for another police officer in the budget to allow for a Iking post" on Beekman Avenue during the daylight hours. Htated that North Tarrytown was one of the only villages in thtate of New York that does not have a walking post in their bness district. Mr. Carroll stated that the approption for School Guards has increased from $9,628 to $31,048 in the t ten years. He stated that they were poorly trained, they have no ice power and they cannot issue summons. He inquired how many vehicles the .ice Department had and their condition and age, and stated that fuishould be appropriated for a new car. Trustee McBride stated that a newr and a new suburban has been purchased this year and that the pee department had eight vehicles at their disposal. He also stated that the Villages s not getting a favorable return for the money from the Library. He in favor of providing a "van" and opening a "storefront library" several locations within the villages. He stated that approximatelyOOO residents in village have not been in the library in the last th years, and that 2,500 residents have never been in the library. He stated that in 1970 the Adminlation of the Water Department was $37,000.and in 1983 it was $000. more. At the public hearing regarding the installation cater meters it was stated the the new waters meters would lower the c of the Water Department. This apparently is not so. He asked how many vehicles does tStreet Department have �^1 -2at its disposal, and why at 2 o'clock in the afternoon were there six village trucks parked on Beekman Avenue. He would also like to know who dispatches the trucks and who keeps track of where they are and what the employees are doing. He also felt that an ordinance should be passed to spruce up Beekman Avenue and the owners should clean up their storefronts. He inquired if the village had a contingent plan for the use of the Mallory Battery Company when it shut down. Mayor Zegarelli stated that he had been in contact with the New York State Department of Commerce regarding the retraining of the unemployed people from Mallorys (Duracell) and he has been contacted by several persons who were interested in either renting or buying the plant. Mr. Carroll stated that he was not in favor of the hiring of a Village Administrator or Village Manager until the matter had been fully investigated. There was no need to hire someone at a salary of $35,000 plus. Armando Galella, Sr. of 40 Depeyster Street stated that he was opposed to the increase for the Mayor and Board of Trustees. He sadd that the Mayors of other villages receive less than North Tarrytown and the Board of Trustee of other villages receive less than the Trustees in North Tarrytown. Mayor Zegarelli stated that the item did not come from the chair. He was not in favor of the increase and he was in favor of halving the Mayor's salary if an Administrator or Manager was hired by the Village. Trustee Buonanno stated that it was added to' the Budget in the hopes of getting citizen in-put to the Budget. Mr. Galella stated that such an increase should have been publicized in the local newspaper. Trustee Timmings stated that the Villages mentioned by Mr Galella had either Administrators or Managers and if the village hired an Administrator or Manager he would be in favor of reducing the Trustees salary by half. Trustee Timmings also reported that he was in favor of a "zero-base budget" and if every item had to be justified each year the village would be able to save money. He reported that the State mandated having a Mayor, Trustees, Village Clerk, Village Treasurer, Justice, Acting Justice and Assessor. The Village must provide police protection sanitation pickups and highway service but may contract with Towns or Cities. They do not have to have their own Police, Street or Sanitation Departments. Trustee Timmings stated there would be many changes before the final budget is adopted. i �tfl -3Mr. Galella stated the Village should have a full-time meter maid. The present meter-maid works from 9:30 A.M. to 12:30 P.M and after that everyone parks free. All meters read violation and noione issues summonses. Mr. Galella questioned the increase in the Contingency Fund from $82,952. to $106,600. Mayor Zegarelli reported that the village employees have been working without a contract for two years and the police department for one year and funds have to be allocated for retroactive salaries and fringes. Mr. Galella also questioned the increase in Street Maintenance on Page 9 of the Budget. It increased from $66,409.60 to $83,150. and asked if the village expected to add an additional employee? Mayor Zegarelli stated that the increase was to cover an employees who had been elevated to the position of M.E.O. from Laborer in the past year. Mayor Zegarelli asked if there was anyone else present who would like to address the Board. Trustee Buonanno stated that at the organization meeting the Mayor had read a statement asking that the Board work in harmony in solving the problems that confront the Village. A few days later he received a call from the newspaper regarding an error in the assessment roll, and he was informed that the Mayor had called the newspaper. He did not think the Mayor should have called the paper. After a discussion Trustee Salman requested that the matter be discussed at the next work session. Mr. Carroll stated that he had been coming to meetings.on and off for the past twenty-eight years and would not take the job for $10,000. per year, and that the appointment of Building Inspector would put an end to contractors getting away with murder. He stated that Mr. Margotta was a good choice for Building Inspector as he was capable and knowledgeable. There being no further business to come before the Public Hearing Trustee Timmings moved, seconded by Trustee Buonanno that the same be duly adjourned.
