October 9, 1984 :K A regular meeting was held before the Board of Trustees of the Village of North Tarrytown on the above date. Present James J. Timmings, Dep. Mayor Vincent Buonanno William McBride Frank Mangieri, Jr. Susan Galgano Steven Salman, Trustees Robert J. Ponzini, Counsel Absent Philip E. Zegarelli, Mayor Deputy Mayor Timmings called the meeting to order at 8:00 P.M. with a prayer and salute to the flag. He asked for a motion to amend the order of business in order that newly appointed Trustee Frank Mangieri could be sworn in. Trustee Salman so movedt seconded by Trustee Buonanno. Carried. Trustee Buonanno moved, seconded by Trustee Salman that the minutes of the meeting held on September 24, 1984 be approved as written. Carried. ?" f. Deputy Mayor Timmings called for bids on Recreation Equipment. Clerk Fallacaro opened the following bids: i Sportmaster, Pittsburth, Pa. $2,431.95 Patchogue Surgical, Sayville, N.Y. 859.30 Suprina's, Melville, N.Y. Unit prices on certain equipment. Todd-Phelps Sporting Goods, Larchmont, N.Y. 3,289.94 BSN Corp, Dallas, Texas 3,606.69 Kensico Sports Unit prices on certain equipment. Trustee Galgano moved, seconded by Trustee Buonanno that the bids be referred to the recreation committee for evaluation and report back to the Board. Carried. ml Deputy Mayor Timmings called for bids on a 1984 4 Door Sedan. I3i Clerk Fallacaro opened the following bid: Russell Chevrolet, Connecticut $10,699.00 Trustee Buonanno moved, seconded by Trustee Salman that the bid be referred to the police committee for review and report back to the Board. Carried. Deputy Mayor Timmings called for bids on parking meter heads. Carried. Deputy Mayor Timmings stated that one of the appointive powers of the Mayor is to establish committees. Mayor Zegarelli appointed the following Trustees to the following committees, said Deputy Mayor Timmings: Administration - McBride, Chairman; Mangieri, Timmings Governmental Relations - Mangieri, Chairman, Timmings, McBride Management & Budget - Timmings, Chairman, Galgano, Buonanno Public Safety - Buonanno, Chairman, Salman, Mangieri Public Works - Salman, Chairman, Galgano, McBride Recreation & Human Resources - Galgano, Chairman, Salman, Buonann Trustee Buonanno moved to confirm action of the Mayor, seconded b; Trustee Galgano. Deputy Mayor Timmings polled the Board as follows: �Vo/ r -3Trustee Buonanno " McBride - Yes - Yes Trustee Mangieri " Galgano M Salman - Yes - Yes - No Deputy Mayor Timmings voted "Yes" and declared the motion carried. Deputy Mayor Timmings asked if there was anyone present who would like to address the Board. Mrs. Maureen Chung, 12 Dell Street, stated that she spoke to the Mayor, as well as Trustees, regarding the situation on Dell Street whereby Mr. Monks, who is leasing property from the monument company, is in violation of the zoning code and would like to know if something can be done between now and when the Zoning Board meets. She inquired if Mr. Monks can be moved off the property. She also presented a petition signed by several residents of Dell Street. Deputy Mayor Timmings stated that he talked to Counsel and was informed that once anyone files an action before the Zoning Board, it freezes the Village Board from taking any action on that subject until the Zoning Board has acted. He stated that Mrs. Chung will be notified when a hearing will be held before the Zoning Board. Mr. William Patten, 12 Dell Street, thanked the Trustees for their cooperation. Trustee Buonanno stated that hopefully, the Associations will deal with these situations that do not meet with regulations of the area before complaints are received. Deputy Mayor Timmings stated that complaints to the police department require the name of the person making the c Dmplaint which then becomes a public record. REPORTS OF COMMITTEES ADMINISTRATION Trustee Buonanno reported that ten chairs have been repaired and delivered to the various fire companies. Trustee Buonanno stated that he met with Sally Isler, Dog Control Officer, regarding an area in the back of the building to house stray dogs before they are brought to the SPCA. The committee is looking into the matter, said Trustee Buonanno. Trustee Buonanno stated that the building inspector brought to his attention satellite discs being hooked into cable television systems on private dwellings and businesses which are a bit awkward looking and could be in violation of local zoning codes. Following a short discussion, Trustee Buonanno moved, seconded by Trustee Salman that Counsel be instructed to draft a proposed local law prohibiting the installation of these discs. Carried. �r -4Trustee Buonanno stated that with regard to the wage adjustment for the staff and non-union employees, the Management & Budget Commit! will have an official comment at the next Board meeting. GOVERNMENTAL RELATIONS Trustee McBride stated that the Dept. of Agriculture has been dispersing food supplies at the COC for residents of both Villages. He stated that the lines are very long. North Tarrytown residents are more than willing to conduct the dispersing of food at the Holy Cross Hall. There is no reason why we cannot have our own supplies, he said. Trustee McBride moved, seconded by Trustee Buonanno that we contact the officials at the Dept. of Agriculture and COC to proporti] North Tarrytown's share for distribution in North Tarrytown. Carried. MANAGEMENT & BUDGET Trustee Timmings reported that the Board received the Fact Finder! report on the teamsters contract. The next step would be a legislati] hearing, however, talks by the parties can be held if they choose to do so, said Trustee Timmings. PUBLIC SAFETY Trustee Timmings stated that First Assistant Chief Gordon Ferguson approached him before the meeting and stated that Fire Counci is meeting tonight also and will approve six firemen applicants to Columbia Hose, Union, etc. and is requesting that the Board confirm action. \ Deputy Mayor Timmings moved, seconded by Trustee Buonanno that the Board authorize their appointments based on confirmation of Fire Counci as follows: Timothy McBride, Ted Forgo, Leonard Murray, Jr. - Columbia Hose; Larry Lee, Jose Ojito - Union Hose; Reed King-driver in Columbia Hose. Motion carried. Deputy Mayor Timmings moved, seconded by Trustee Salman that the following police report for the month of September be inserted in the minutes: (copy in detail official minutes) PUBLIC WORKS Trustee Salman gave the following report: Reconstructed sanitary sewer manhole on Devries Avenue. Painting Maltese cross in front of fire hydrants in Webber Park. Bank balance in water and sewer account as of October 9th - $10,3T Replaced defective sidewalks on Millard Avenue and Beekman Avenue. Reconstructed catch basin on New Broadway and placed blacktop around several prior excavations. �^3 r ^ • -5Trustee Salman moved, seconded by Trustee Buonanno that the bid for resurfacing Cortlandt Street, from Clinton Street to Beekman Avenue be awarded to County Asphalt, Inc. in the amount of $48,723. according to specifications. Money to be funded from the CHIPS program. Carried. Trustee Salman stated that the final figures will differ from this, based on actual quantities found in the fill. Trustee Salman moved, seconded by Trustee Buonanno that the bid for a 1985 25 yd. garbage truck be awarded to Gabrielli Mack Sales & Service in the amount of $86,210. according to specifications. Funding will be from a bond anticipation note.• Carried. Installed new windshield assembly and emergency brake and installed new packing in front piston of payloader. Regular service on water department trucks. New brakes were installed on the highway car and Brockway, rear brakes as well as right rear drum and hub. Replaced flat tires on old and new Mack, police car 503 K-9 and recreation car and aligned same. . Repaired radiator leak on Brockway as well as hydraulic leak on back blade piston. Trustee Salman stated that he has been working with the County DOT for a bus shelter. He stated that he met with Mr. Robert Stiller and received a verbal commitment for the installation of one bus shelter to be placed on Cortlandt Street and Beekman Avenue SE..Determination of this spot is by usage, said Trustee Salman. Some preliminary work, such as changing the alignment of Cortlandt Street to some degree will have to be done, he said. The County will have to aid us, however, we will have to lay the foundation, he said. RECREATION Trustee Galgano gave the following report: Fall and winter program registration has been completed for most programs. Registration is still being accepted for all special events and ski trips. The rope bridge on Barnhart Park play equipment has been repaired. Through heavy usage by children, some of the wood slats were broken. The first special event will be held this Saturday, October 13th, at Andrews Lane tennis courts. Tennis pro Janet Lefkowitz will be on hand to instruct a free tennis clinic. The first fall program will start this Saturday, October 13th at the police firing range. Mr. Al Colacci will instruct a Hunter Safety course. Trustee Galgano reported that the committee and commission met with Mr. DeLucia from the County who brought plans for improvements to the parks. Recommendations were made by the committee and he will go back �^ r -6and work on his plans. Another meeting has been scheduled for December, she said. We hope to have the project moving by next spring. MAYOR'S REPORT Deputy Mayor Timmings acknowledged jjhe amendment from the Westchester County Health Department/Sanitary Code. Deputy Mayor Timmings acknowledged letter from our representative regarding a conference on foreign trade if anyone desired to attend. COMMUNICATIONS Communication from Alberto deCarvalho, President of the Portugues Community Club, requesting permission to hold a procession on October l| in honor of our Lady of Fatima was read and on motion of Trustee Buonan seconded by Trustee Galgano permission was granted and the the police department be notified of same. Carried. Communication from Dainan DeSimone thanking the Board for the resolution adopted in memory of her husband, Salvatore, late Chairman of the Technical Service Review Board, was read and filed. Communication from Eugene Buonanno requesting sidewalk repairs at his property at 49 Lawrence Avenue was read and referred to the pub] works committee. Communication from Luis Abraham, 31 Chestnut Street, requesting sidewalk repairs was read and referred to the public works committee. Communication from Enrique Jimenez, President of the Ensa Service' Station, 180 Valley Street, requesting sidewalk repairs was read and referred to the public works committee. Communication from Kathryn Fries, Town Clerk, Mt. Pleasant, requesting the use of firehouses for the November election was read and on motion of Trustee Buonanno, seconded by Trustee Galgano that permission be granted. Carried. Communication from John Johnson, Village Mechanic, requesting to be transferred from his present position of Mechanic to Heavy Motor Equipment Operator in the public works department was read and.referred to the public works committee. UNFINISHED BUSINESS Counsel Ponzini stated that he has charges for a hearing prepared for an employee in the public works department for the Mayor's signature Trustee Salman moved, seconded by Trustee Buonanno that the Actii Mayor be authorized to sign the document drafted by the Village At tome regarding a personnel matter in the sanitation department.
