September 1, 2004
The meeting was called to order by Richard Weiss, Chair at 8:04 p.m. The Chair noted
that a quorum was present.

2) Phelps Memorial Hospital Expansion Project

1) Minutes of March 2004 meeting The minutes from the March 2004 meeting will be reviewed at the next meeting.

2) Phelps Memorial Hospital Expansion Project -

Andy Tung is the project planner and is representing this application along with Phelps
Hospital CEO, Keith Safian and Phelps Hospital Counsel, Steve Silverberg.
Andy Tung spoke about the master planning of Phelps Hospital. He spoke about the site
plan application with the Planning Board.
Andy Tung described the NYS DOT property purchase in detail. He stated that Phelps
has filed appropriate papers to have the newly acquired parcel annexed from Mt. Pleasant
to the Sleepy Hollow.
Andy Tung spoke about the existing structures and the proposed new structures. He
spoke about the site improvements (parking, relocated Emergency Room entrance, etc.)

�Ralph Gunderman asked if there were any visuals to further illustrate the parking lot on
the North side. He stated that he was concerned with the visual impacts by the proposed
removal of the existing birms that are adjacent to Rockwood Road.
Keith Safian responded that the parking use would be extended to visitors of the State
Park.
Ralph Gunderman asked about the architectural features of the proposed medical
building.
Andy Tung showed a rendering of the proposed medical building. He discussed some of
the architectural features.
The Chair asked if the proposed rentable space would be taxed.
Keith Safian responded yes.
Ralph Gunderman asked about the approximate percentage that would be taxed.
Keith Safian responded about 30-40%. He stated that the space would be rented to
medical professionals.
The Chair asked if the existing sewage system could handle the increased usage.
Andy Tung responded that the expansion of Phelps was factored into the Kendal-onHudson designs.
Doug Maass asked if the boilers and electrical service need to be increased based on the
proposed demand.
Keith Safian responded that the boilers were upgraded several years ago. He also stated
that all of the plumbing fixtures have been recently upgraded to reduce the water usage
and the impacts to the sewage systems.
Andy Tung spoke about the underground utility plan. He also discussed the proposed
storm water modifications.

The Committee reviewed the following policies in detail:
Policy 5
The Chair asked if the new buildings would require additional Village services (fire,
police, etc).
Keith Safian responded that the hospital’s fire alarm system would be completely
upgraded. He stated that he did not anticipate needing any additional Village services.
Andy Tung stated that the entire project would be completed within 30-36 months.
