October 22, 1984 A regular meeting was held before the Board of Trustees of the Village of North Tarrytown on the above date. Present Philip E. Zegarelli, Mayor James J. Timmings Vincent Buonanno William McBride Frank Mangieri Susan Galgano Steven Salman Trustees Robert J. Ponzini, Counsel Mayor Zegarelli called the meeting to order at 8:00 P.M. with a prayer and salute to the flag. Trustee Timmings moved, seconded by Trustee Galgano that the minutes of the meeting held on October 9, 1984 be accepted. On the question, Trustee Buonanno amended the motion to include "that the Hudson Street parking lot be constructed in conjunction with the paving work contemplated on Cortlandt Street". Trustee Salman stated that in connection with the satellite discs under Administration- it should be worded: ...that the building inspector brought to his attention TV satellite discs for reception of public TV", etc. Motion carried with corrections. Mayor Zegarelli read the notice of hearing on a proposed resolution to exempt from Village taxes within the control of the Board to the following scale for senior citizens exemptions: Income Percentage of Exemption Up to 10,500 *0% 11,000 <*;» 11,500 40% 12,000 35% 12,500 30% 13,000 25% 13,500 20% * This would apply to one or more persons 65 years of age or over who comply with the appropriate provisions of the Real Property Tax Law. Mayor Zegarelli asked if there was anyone present who would like to address the Board on said proposal. �r -2No one appearing for or against the proposed resolution, Trustee Buonanno moved, seconded by Trustee Galgano that the hearing be close Carried. Mayor Zegarelli stated that the matter will be referred to the Board as a committee of the whole to discuss the economic ramificatic Mayor Zegarelli asked if there was anyone present who would like to address the Board on any other matter. Mr. Gerald Bregman, owner of Ross Hardware, inquired as to what the Village intends to do about the parking situation. He stated that his customers ride around and then leave because they cannot find a space. Mayor Zegarelli stated that the Board is aware of the situation and has approached the Amentas for use of the parking lot. The Boari has looked into purchasing property in the immediate area, he said, however, in all cases, people do not want to sell. Guidelines will be in the Parking Authority. Senator John Flynn and Assemblyman Peter Sullivan will introduce legislation for a North Tarrytown Parkii Authority, said the Mayor. Mayor Zegarelli stated that- we have verbal approval to park Village vehicles at the former Tom's Exxon on a temporary basis. We have written for formal approval. i REPORTS OF COMMITTEES ADMINISTRATION I | Trustee McBride stated that when we joined Perma for our insurai coverage, they were going to institute a safety program and he inquin if this program was in effect. Once the program was instituted, Perma was going to give us dividends. Mr. Biros stated that our three foremen attended a seminar for this program. Perma was supposed to come back and follow up the program but have not done*so as yet. Trustee McBride stated that he would like to get the program underway again. GOVERNMENTAL RELATIONS Trustee Mangieri stated that a meeting of the Economic Council was held to discuss parking and other types of development for the Village. The next meeting will be held on October 30th, he said, during which a chairman will be appointed. Discussions will be held 'as to what the Village can do on tax abatements for business developm in the Village. Trustee Mangieri moved, seconded by Trustee Buonanno that the Village Attorney be instructed to draft a proposed Local Law for publ hearing on a Village Administrator for public discussion. Carried. �to6 r -3MANAGEMENT & BUDGET Trustee Titnmings stated that he is in receipt of a financial statement through the month of September. He stated that he will have comments by the next work session. l' Trustee Timmings stated that the Board will be accepting a contract with the Teamsters Union tonight and based on arbitration award from the police dispute, the Board has met in work session and agreed on a series of increases for professional employees which is pretty much in keeping with awards granted to union organizations. r' tx 1 the Clerk and Trustee Timmings moved to ^^L^^J^^4^a^^ J?P Treasurer for salary adjustments^o^e^r^f^t^ie^awar^ given to the police and teamsters union, secondea by Trustee Buonanno. Carried. • In order to settle the grievance filed, Trustee Timmings moved that Sgt. Patten be reimbursed for the uniform allowance in question, seconded by Trustee Buonanno. Trustee Timmings stated that Sgt. Patten claims to have purchased the uniform in the previous fiscal year. It will be credited to this fiscal year (84-85) he said. Treasurer Amato explained that he purchased the uniform at the end of May, 1984 and received a bill in August of 1984. Since all books were closed for 83-84, she could not credit it to the previous year. To prevent this from happening again, Trustee Timmings moved that it will be the responsibility of each member of the police department to notify the Treasurer's office, in writing, when a purchase is made against that member's annual clothing allowance, said clothing allowance will be charged to the fiscal year when the bill is received, seconded by Trustee Buonanno. The Treasurer's Office is instructed to charge Clothing Allowance as instructed above. Motion has the concurrence of i Counsel. Carried. '' * Trustee Timmings stated that an agreement has been worked out with the teamsters for a two year contract commencing June 1, 1982 - May 31, 1984. The wage increases are the same as awarded to police in arbitration '.} $ n / Trustee Timmings moved, seconded by Trustee Galgano that the contract j',*j be accepted, subject to review and approval, and confirm the action of ' Counsel in preparing the stipulation as follows: (see attached) Mayor Zegarelli thanked Trustee Timmings and Counsel Ponzini for their work and urged, if at all possible, to resolve some remaining "A \ outstanding items so that we can extend this two year contract into a thre|| j year contract as quickly as possible by mutual agreement. ^*- ' Motion carried. g> i m �r -4Trustee Timmings moved that the new wage scale be put into effect a week from Wednesday, October 31st and the week following pay the reti active portion of the award and week following that, pick up the overtime that is required, seconded by Trustee Buonanno. Carried. PUBLIC SAFETY In connection with the bid received at the last Board meeting, for a four door sedan, Trustee Buonanno moved, seconded by Trustee McBride that the bid for a 1984 4 door sedan be awarded to Russell Chevrolet in the amount of $10,699, according to specifications, money to come from this year's budget, seconded by Trustee McBride. Carried. Trustee Buonanno noted a letter from Miss Cecilia McGirl commending Ptlmen. N. Bizzarro and J. Warren for their efforts when her brother was stricken and moved that copies be placed in their folders, seconded by Trustee Timmings. Carried. Trustee Buonanno stated that discussions were held regarding the impound lot and what we intend to do to make it foolproof. A letter from the Chief was sent to John Biros, Purchasing Agent, that the fence around the lot is in need of repair. Trustee Galgano stated that the property is recreation land and whei we get money to improve it, it will not be used as an impound lot. Trustee Buonanno stated that Ptl. Joseph Lanzo has requested permis! to attend the Instructors Training Course in "Pressure Point Control I Tactics" in Poughkeepsie Oct. 24-26th. Ptl. Lanzo is off on the 24th J 25th and works midnight on the 26th so this will not interfere with hiJ work schedule. The cost to the Village is $150. He will become a certified instructor and will then instruct the entire department. Trustee Buonanno moved, seconded by Trustee Timmings that Ptl. Lanzc be granted permission to attend the "Instructors Training Course" in Poughkeepsie in the amount of $150 plus mileage, with the proviso that no time will be lost and no overtime. Carried. Trustee Buonanno stated that one of the problems that we face is a backlog of tickets and we are endeavoring to come up with a way to indu( people to pay these tickets without penalty. Following a discussion, the matter was referred to a work session. Trustee Buonanno moved, seconded by Trustee Timmings that action of the Fire Chief in having the ambulance repaired be confirmed. Carried. Trustee Buonanno moved that the Fire Chief be authorized to have Rescue Hose apparatus repaired by Excelsior, seconded by Trustee Salman Carried. Trustee Buonanno stated that the Fire Committee met with the Fire Chiefs and they have recommended that a maintenance agreement be made with Excelsior for preventive checkups on equipment. There would be two checkups per year, he said at a cost of approximately $5,000 per ye �> #i. In r 't -5Following a discussion, Trustee Timmings moved that the committee be authorized to explore the course of contractural maintenance of fire equipment', seconded by Trustee Galgano. Carried. f Trustee Buonanno stated that at the annual re-organization meeting, the Board did not appoint the Fire Chief and moved that Lawrence Kosilla be appointed Fire Inspector (MDI) for a term of one year, seconded by Trustee Galgano. Carried. I »" I ir Trustee Buonanno stated that in the past, there has been no policy *: established that outlines what uniforms, jackets, etc. to which each new Chief is entitled. It was agreed that a written policy be established^ authored by the Chiefs and approved by the Village Board, said Trustee Buonanno. u Trustee Buonanno stated that we have a letter from Fred Gross, Chairman of the apparatus committee, who has suggested that we go out for bid to sell the old Rescue Hose apparatus and moved that bids be received on December 10th on the 1960 Mack apparatus, seconded by Trustee Salman. On the question, Trustee Timmings suggested that it be advertised in the State Firemans Newspaper, as well as the Firehouse and Nation's Cities Weekly. ;i ..fcriif «£ it if; Motion carried. Trustee Buonanno stated that Rescue's new apparatus is in Elmira and should be ready in two weeks. The new truck will be housed at Pocantico Hills facility until the time it is accepted, he said. PUBLIC WORKS Trustee Salman gave the following report: Operated all air releases and "blow offs1 on gravity line. Repaired water main break on Fremont Road and hydrant on Valley Street which was damaged by an unidentified motorist. The semi-annual inspection and flushing of hydrants will commence on October 22nd, from 9 P.M. - 3 A.M. The first week will be the Village proper and Webber Park, second week Philipse and Sleepy Hollow Manors. •i' Replaced defective sidewalks on Chestnut Street. Effective October 19th, the rules regulating the placing of leaves for pickup has been suspended until the end of November. Two vacuums have been activated in Sleepy and Philipse Manors. With regard to the bids received on the gabion wall for Dell Street, Trustee Salman moved, seconded by Trustee Timmings that the bid be awarded to Bradhurst Site Construction Corp in the amount of $18,800 according to specifications. Carried. v.. �r -6Yrustee Salman stated that the shigometer test on the elm tree in front of 21 Pine Street was performed on October 17th by the Coffin Tre Company and the heart of the tree was found healthy. The test was witnessed by Mr. Tucci and Mrs. Lingardo was aware of the test being performed. Trustee Salman read the attached letter. Replaced broken air hose on old Mack, adjusted brakes and welded shoe back on push-out blade. Installed shocks on police car 508. Repaired shifter on sanitation truck, relocated gas pedal cable and repaired piston leak and replaced exhaust system. RECREATION-HUMAN RESOURCES Trustee Galgano gave the following report: Special events coming up this month: Bowling trips, Army football | game and Being Creative with Watercolors. Annual Halloween Costume Party and contest will be held on Oct. 31s for the children of the Village. On October 31st, 7 P.M., the Great Goblin will start making his calls to 3 and 4 year olds of the Village who are registered and will award them a candy prize, a McDonald's Hamburger and a T-shirt to be picked up the next day. On November 4th, we will be holding our Annual Pilgrim Run. Halloween Safety Tips flyer can be obtained at the Recreation Offic On October 13th, we held our free Tennis Clinic. Residents were instructed on many aspects of tennis by our Pro, Janet Lefkowitz. On October 13th, sixteen people received instructions from Mr. Al Colacci in Hunter Safety. Upon completion of the program, those who passed the written examination, will be eligible for a license. With regard to the bids received for recreation equipment and supplies, Trustee Galgano moved, seconded by Trustee Buonanno that the bids be awarded as.follows: Suprina's Sportland, Melville, L.I.,NY $ 369.65 BSN Corp., Dallas, Texas 453.03 Kensico Sports, Inc., White Plains, N.Y. 385.60 Sportmaster, Pittsburgh, Pa. 247.30 Patchogue Surgical Co., Inc., Sayville, N.Y. 321.48 Todd Phelps Sporting Goods Mfg. Larchmont, NY 2654.76 Motion carried. �<//</ r -7Trustee Galgano stated that the Senior Citizens received a certificate of charter membership for their donation towards the restoration of the Statue of Liberty. The Senior Citizens will hold their Halloween Party on October 29th at the UAW hall. MAYOR'S REPORT: Mayor Zegarelli stated that a letter has been received from Senator John Flynn that he will introduce legislation for a North Tarrytown Parking Authority and Assemblyman Sullivan will co-sponsor the bill. Mayor Zegarelli noted on each Trustee's desk, a letter he sent to R. Lang, Executive Director, Search for Change, offering an alternate site for their building. Mayor Zegarelli stated that he sent two letters to Mr. Rafferty, Exxon, requesting permission to park Village vehicles at the former Tom's Exxon and inquiring as to what Exxon intends to do with the building. Mayor Zegarelli noted a letter from John Carroll requesting an ordinance to allow for parking on both sides of streets during religious and patriotic holidays. The matter was referred to the public safety committee. Mayor Zegarelli stated that lights have been installed on Broadway and Depeyster Street by the State. They were a long time in coming, he said. COMMUNICATIONS Communication from the Amato and Baglieri Families of Elm Street requesting the replacement of a tree which had been removed was read and referred to the public works committee. Communication from Sophie Janos, 46 Holland Avenue, requesting the replacement of a sidewalk slab was read and referred to the public works committee. Communication from Barbara M. Marnell informing the Board of the passing of her Mother, Mrs. Alice Murphy, and thanking the Board for the pension accorded her over the past nine years was read and filed. �r -8NEW BUSINESS Counsel Ponzini stated that he was asked to research the use of fire department facilities by people other than firemen. Trustee Timmings moved, seconded by Trustee Buonanno that Couns be authorized to research the subject and report back to the Board th< ramification of permitting non-members of the fire department using Village facilities. Trustee Timmings moved, seconded by Trustee Buonanno that the bills submitted on the General Fund and Water & Sewer warrants dated October 22, 1984 be paid after approval of department heads and that the Treasurer be authorized to pay same and that a copy of this resolution be attached to the warrants. Carried. There being no further business to come before the meeting, Trustee Timmings moved, seconded by Trustee Galgano that the same be duly adjourned. Carried.
