February 25, 1985 A regular meeting was held before the Board of Trustees of the Village of North Tarrytown on the above date. Present Philip E. Zegarelli, Mayor James J. Timmings Vincent Buonanno William McBride Frank Mangieri, Jr. Susan Galgano Steven Salman, Trustees Robert J. Ponzini, Counsel Mayor Zegarelli called the meeting to order at 8:00 P.M. with a prayer and salute to the flag. Trustee Timmings moved, seconded by Trustee Buonanno that the minutes of the meeting held on January 28, 1985 be approved as written. Carried. Trustee Timmings moved, seconded by Trustee Galgano that the minutes of the meeting held on February 11th, 1985 be approved as written. Carried. Mayor Zegarelli moved, seconded by Trustee Buonanno that the minutes of the meeting held on February 19, 1985 (Grievance Day) be approved. Carried. Mayor Zegarelli asked if there was anyone present who would like to address the Board may do so at this time. Mrs. Patricia Baker and Kenneth Powers, Parking Enforcement Officers requested an increase from $4.25 to $5.00 per hour. Mayor Zegarelli stated that he is in receipt of their request in writing and forwarded it to the budget officer where it Will be taken under advisement. Estimates were received for paint work and slat work in the amount of $1500 and moved that Raguzin Painting Company be authorized to do paint work, seconded by Trustee Timmings. Carried. * Trustee McBride stated that an estimate in the amount of $125 was received from Coffin Tree Company to remove a tree near the entrance of Rescue Hose Company and moved that the Company be authorized to remove the tree, seconded by Trustee Timmings. Carried. Trustee McBride moved, seconded by Trustee Timmings that Carmen Capossela be authorized to do the electrical work in Rescue Hose Company in the amount of $700. Carried. Trustee McBride moved, seconded by Trustee Buonanno that several chairs in the fire department quarters be repaired by Mario Seminara. Carried. * See below GOVERNMENTAL RELATIONS Trustee Mangieri stated that the Economic Council will hold a meeting on March 7th in the court room to review all incentives. MANAGEMENT & BUDGET Trustee Timmings stated that the Treasurer reported a cash balance. Trustee Timmings moved, seconded by Trustee Buonanno that the taxes of American Cable Association in the amount of $2,116.52 be cancelled because the payment of gross receipts exceeded the amount of taxes due. Carried. Trustee Timmings moved, seconded by Trustee Buonanno that the Treasurer be authorized to open an account as follows: Mobile Radio District Group #3, Village of Jtotrjth Tarrytown at the First National Bank of North Tarrytown, /^BSe Wtyor, Chief of Police and Treasurer be authorized to sign checks. Carried. With regard to the three year pension incentive, Trustee Timmings moved, seconded by Trustee Buonanno that the Village of North Tarrytown will not participate in this program, seconded by Trustee Buonanno. Carried. Trustee Timmings stated that he reviewed the "Police Emergency Mutual Aid Program" developed by the County which would benefit municipalities in the event of a disaster or security emergency and found that it appears there would be no cost to the Village. Trustee Timmings moved, seconded by Trustee Galgano that the Village of North Tarrytown participate in the Police Emergency Mutual Aid Program. Carried. * Trustee McBride moved, seconded by Trustee Buonanno that minor plumbing work be done in Rescue Hose Co. Carried. �1 r . o-.^^-^-1-jiia -4PUBLIC SAFETY Trustee Buonanno stated that the Board met with Mr. Turnquist, architect, for the restoration of the water department room and rearrangement for the MRD equipment and moved that specifications be prepared and bids returnable on Friday, March 22, 1985, at 2 P.M., seconded by Trustee Salman. On the question, Trustee Galgano stated that she does not think she can vote positive because of a lot of money involved. She statec that she does not feel that five minutes is enough time for her. It was never completely explained why we went from a $7,000 project to $10,000, she said and now to $40,000. Trustee Timmings stated that he will abstain on the vote. Trustee Salman explained that one area is to interview juveniles and because of the new mobile radio system, the present desk area is not large enough to hold the radios. Trustee McBride stated that when it was first discussed, the costj was $1700 and questioned as to how this figure was arrived at. j j Mayor Zegarelli stated that the systems must be compatible. MRD; is not compatible with our present police desk setup, and therefore, \ we have to start over with the purchase of new equipment. Trustee Buonanno stated that initially, we were to use our employees and the cost would be $1700. I Trustee Timmings stated that there were going to be efficiencie available to us that could make some of the space allocation a duplies of the requirement and is hesitating to jump into a program without knowing more as to what we can do with re-distribution of space, said Trustee Timmings. Mayor Zegarelli polled the Board as follows: Trustee Timmings " Buonanno " McBride - Abstain - Yes - Yes Mayor Zegarelli voted "Yes". Trustee Mangieri " Galgano " Salman - Yes - Absta - Yes Motion carried. Trustee Buonanno stated that a check was received in the amount of $537,821 for the MRD Group No. 3 system. Trustee Buonanno stated that at the last meeting of the Board, Reggie Cardwell had complained that someone was in his parking space on Valley Street and that he had to tell the police several times of t situation. The police did respond to Mr. Cardwell's complaint, said Trustee Buonanno, and had ordered the person to move into her space. Carried. PUBLIC WORKS Trustee Salman moved, seconded by Trustee Buonanno that the Superintendent be granted permission to attend the spring meeting of the N.Y. Section American Water Works Association from April 23-25 with expenses. Carried. 's« J. Trustee Salman stated that a proposal has been received from Cimino Contracting Company to demolish the old Village garage in the amount of $6,835 which is less than the $7,000 requirement for bidding, and moved that Mr. Cimino's proposal be accepted upon approval of Counsel, seconded by Trustee Buonanno. Carried. :U- Trustee Salman reported that the insurance company has denied Kim Berry's injury claim and it has been suggested by John Biros that eleven days of compensation time paid to Mr. Berry be retrieved. 3 < J Mayor Zegarelli moved, seconded by Trustee Timmings that reimbursement to the Village be made at the discretion of the Village Attorney. Carried. Cleaned and disinfected Catskill Aqueduct air brake tank during the recent shutdown of the Catskill Aqueduct. {'• , -c \ , M Excavated to investigate leak at 285 Broadway which was found to be in the service line and it was repaired by the owner's plumber. r 'i !' 1 Balance as of February 25, 1985 is $20,411. General cleaning of sand and other winter accumulations from Village streets. < i Filled potholes with cold patch throughout the Village. Cut out tops from plastic barrels donated by Coca Cola in Elmsford which will be used for sand barrels. The new garbage truck is being serviced and should be delivered sometime during the week of February 25th. H t Replaced cutting edges on plows on Oshkosh, old rack body truck, two water department trucks, new 1% ton dump truck and new rack body truck. Installed new water pump and four new belts in highway department car. Replaced brake pads on police cars 512 and 506, heater hose and heater motor car 502. Installed radiator hose and two air filters, and adjusted chain for main broom on sweeper. K �r -6RECREATION Trustee Galgano moved, seconded by Trustee Buonanno that Robert Pell be appointed Park Groundsman at a salary of $18,125, less $500 for six months probationary period, effective March 4, 1985. CarriedJ * Trustee Galgano stated that we applied for funds for the Youth Project in the amount of $3397, as well as $3,046 for the youth ^orvieoo. C^-t^tJ~t jfa MAYOR'S REPORT: Mayor Zegarelli stated that he drafted a letter to DOT for impro^ ments along route 9 and sent copies to various associations and groups for their input. Copies will be distributed to board members. Mayor Zegarelli stated that a letter was written to Governor Cuomo expressing the Village's feelings in regard to the proposed changes in revenue sharing distribution. Mayor Zegarelli stated that he was re-elected a director of Perm^ He informed the Board that North Tarrytown received a safety award. Trustee Timmings moved that a letter be sent to employee groups thanking them for their participation in helping to reduce accidents, seconded by Trustee Galgano. Carried. Trustee Timmings moved, seconded by Trustee Buonanno that we petition the Federal government to relook at cutbacks in Federal Revenue Sharing and Urban Development programs. Carried. Trustee Timmings moved, seconded by Trustee Mangieri the followii At a regular session of the respective Boards of Trustees of the Village of North Tarrytown and the Village of Tarrytown, it is propost that both Village governments endorse the creation of a not-for-profitj corporation to be known as "The Friends of the Old Dutch Burying Grot under the auspices and original guidance of the Junior League. In providing the respective support for the Junior League's effor] the Villages of North Tarrytown and Tarrytown applaud the significant efforts undertaken thus far in providing for the maintenance of thesel historical and hollowed grounds and in the preservation of such import) artifacts as the gravestones and placing of historical markers. We salute the efforts undertaken in order to promote the public's general] awareness of the Old Dutch Burying Grounds historical significance through public tours, community cleanups and in organizing other membership events. As part of the Greater Sleepy Hollow Community, we look forward to the eventual formation of the "Friends of the Old Dutch Burying Groi and wish to assure our friends in the Junior League and the community at large of our strong support in the combined efforts of our commun] and its governing bodies in the goals and objectives of the organizal and its contribution to the historical significance the Old Dutch Burying Grounds plays in the Tarrytowns. I v." IF" K Communication from Sec'y. of Fire Council, Richard Green, regarding changes in personnel in Columbia Hose Company was read. The Council also requested a change in the parking regulations on Rice Avenue. Mayor Zegarelli moved, seconded by Trustee Galgano that action of Council regarding personnel changes be confirmed and that the matter regarding Rice Avenue be referred to the public safety committee for study. Carried. '), UNFINISHED BUSINESS 'nJl Mayor Zegarelli acknowledged two petitions from residents of Dell Street regarding excessive speeding, littering, etc. on the street and referred the matter to the public safety committee. NEW BUSINESS Trustee Timmings moved, seconded by Trustee Galgano that employees of the Village seeking information from various consultants or contractor do so through the Mayor and Board of Trustees. Carried. Trustee Timmings reported a situation of tenants in an apartment whereby the landlord has placed a clock lockout on the thermostat thereby preventing the tenants to obtain heat. Following a Trustee Buonanno temperatures, as residents of the discussion, Trustee Timmings moved, seconded by that the Board study our local laws, covering heating to whether or not they are sufficient to protect Village. Carried. \ , s Mr. Margotta stated that if the temperature is 55 outside, the temperature inside should be 68 . This is by the County guidelines which is higher than ours, said Mr. Margotta. Counsel stated that the temperature has to be measured on the basis described by the building inspector. f) With regard to the statement made at the last meeting of the Board regarding the Administrator, Trustee Salman moved, seconded by Trustee Buonanno that copies be made available to the public.
