March 11, 1985 A regular meeting was held before the Board of Trustees of the Village of North Tarrytown on the above date. Present Philip E. Zegarelli, Mayor v - . James J. Timmings Vincent Buonanno William McBride Frank Mangieri, Jr. Susan Galgano Steven Salman, Trustees Robert J. Ponzini, Counsel Mayor Zegarelli called the meeting to order at 8:00 P.M. with a prayer and salute to the flag. Trustee Buonanno moved, seconded by Trustee Salman that the minutes of the meeting held on February 25, 1985 be approved as written. Carried. Mayor Zegarelli asked if there was anyone present who would like to address the Board may do so at this time. No one appearing before the Board, the regular order of business was taken up. REPORTS OF COMMITTEES ADMINISTRATION Trustee McBride reported that the maple tree has been removed from in front of Rescue Hose Company. Painting of the apparatus walls and stairways is being done. Plumbing work has not commenced as yet, said Trustee McBride. An estimate was received, and verified by the building inspector and highway foreman. The cost of the plumbing work is $3100 and for tile and two walls, $1800, a total of $4900. Trustee McBride moved, seconded by Trustee Mangieri that the work be authorized to William Herlihy. Carried. MANAGEMENT & BUDGET Trustee Timmings reported a cash balance by the Treasurer in the General Fund and moved that action of the Treasurer in depositing two c.d. notes in the First National Bank of North Tarrytown for thirty days at 8% be confirmed, seconded by Trustee Buonanno. Carried. Trustee Timmings suggested that each committee chairman review the Treasurer's monthly report. �(7 fH r -2Trustee Timmings moved that the Village Attorney be authorized to review and report on the implementation of the case in Supreme Coui which appeared in the National League of Cities bulletin regarding overtime payment to employees, seconded by Trustee Galgano. Carried. Mayor Zegarelli stated that we received notification from the National League of Cities and Conference of Mayors regarding the reversal of the court case which could prove costly to municipalitie; PUBLIC SAFETY Trustee Buonanno stated that tow-away signs were posted in the Valley Street parking lot. Police are being instructed to tow away any vehicles which are not parked in their proper spaces or without permits. Trustee Buonanno stated that recently, Ptl. DiCairano had stoppec a driver and in the process of doing so, the driver of the vehicle tri to run him down during which his clothes were torn as he got out of t way. Trustee Buonanno moved that his clothes be replaced, said money not to come out of the clothing allowance, seconded by Trustee McBride Carried. Trustee Buonanno stated that a petition has been received from residents regarding the excessive speeding on Dell Street, etc. Following a short discussion, Trustee Buonanno moved, seconded Trustee Timmings that a public hearing be held on April 22nd, 1985, limit the speed limit to 15 miles per hour. On the question, Trustee Salman suggested that a similar limit be imposed in Sleepy Hollow Manor. 1 Mayor Zegarelli stated that we would do Dell Street as a test cas first. Motion carried. Trustee Buonanno took issue with recent articles appearing in the] local paper regarding the cost figures of the re-arrangement work in police headquarters. He explained that the new equipment in connects with the MRD program requires expansion work. A professional architect was hired and estimated the cost of the work to be $33,000. The $170i figure was for materials to rehabilitate the former water department office for the detective bureau, said work was supposed to have been done by Village employees, however, the Board did not want the Village employees do the work and therefore, the overall reconstruction work for both the re-arrangement of the police desk and detective bureau was estimated at $33,000. Trustee Salman stated that the radios will be installed in the highway department so that there will be communication between the highway foreman and his men and the police department. i �Pfb r -3Trustee Timmings stated that he talked to the Manager of the department who makes the MRD equipment and was told that the present equipment in North Tarrytown is practically absolete. He stated that anything that can be moved to the public works department at no charge would be an advantage to the taxpayer. Trustee Buonanno stated that the Fire Chiefs have requested new radials as replacement on the Fire Patrol apparatus. Estimates will be obtained. v '* Trustee Timmings stated that consideration be given for radials on Union Hose apparatus also. Trustee Buonanno moved, seconded by Trustee Galgano that six additional Scott Air-Paks be purchased for the fire department, said money to come from the existing budget. Carried. PUBLIC WORKS Trustee Salman stated that he has been in contact with MTA for rehabilitation of the Philipse Manor Station and explained work that had to be done to restore the station in order for people to wait during rainy and cold weather. He stated that this was at the planning stage and it is not known what money is forthcoming. Parking permit money has been set aside for the station. What the final result will be, we do not know, said Trustee Salman. The people from MTA were very cooperative, he said and we are looking for funds from MTA. Trustee Salman gave the following report: Routine inspection and flushing of sanitary sewers with sewer jet. Trustee SaImancreported that Richard Gross had an emergency appendectomy/anawil.1 return to work on Monday, April 1. H Bank balance as of March 11, 1985 - $27,458. ;y After winter cleanup continuing, especially on catch basins. The new 25 yard sanitation truck has been received, checked, registered and placed into service. >/ Replaced tires on Fire Patrol apparatus. Repaired recreation riding lawn mower, heater hoses and serviced payloader. Serviced Central Garage's parts van. Replaced brakes, front shocks, greased and] changed oil and filter on police car 504. Serviced Fire Department car 2312. *& RECREATION Trustee Galgano moved, seconded by Trustee Buonanno that Pat Lofaro and Robert Pell be authorized to attend a Park Maintenance and Management Seminar at the Westchester County Recreation and Parks Department on March 20th with expenses. Carried. ;H . -.K �-4MAYOR'S REPORT: Mayor Zegarelli stated that he is in receipt of petitions signed by residents of Irving Place requesting the removal of parking meters on Irving Place in front of the former barber shop and refer them to the public safety committee. ] Mayor Zegarelli stated that a letter was received from residen of Webber Park requesting a school guard at Gordon Avenue and North Broadway and since then a school guard has been stationed there. Mayor Zegarelli stated that he will be hosting a breakfast in Albany the weekend of the Board's next meeting and will not be back until late Monday and requested that the meeting be held on Tuesday, March 26th. Trustee Timmings so moved, seconded by Trustee Buonanno. Carri Mayor Zegarelli stated that he is in receipt of a proposal from utilizing the lower section of the paved area that fronts on Washington Street for 23 parking spaces. The School District will hi only one entrance which would only entail a curb cut. Parking will 1 for school teachers during school hours and will be available to the public on weekends, holidays and summer. No trees will be removed, said the Mayor. The Village will utilize existing monies from the Community Block grant, said the Mayor. Counsel will review the proposal. Mayor Zegarelli stated that he is in receipt of a letter from Mrs. Virginia Tyra of Continental Street requesting investigation of the traffic flow on Continental Street, as well as one way signs. T \ letter was referred to the public safety committee. Mayor Zegarelli acknowledged a letter from D.O.T. regarding the traffic light at No. Broadway and Depeyster Street and referred it t( the public safety committee. Mayor Zegarelli acknowledged a letter from the N.Y.S. Retirement System which again disallowed disability retirement to James Rogalski former sanitation employee. COMMUNICATIONS Communication from Leonard Galante, President of the Central Veterans Committee, requesting permission to hold the Annual. Memorial Day parade and services on May 27th, rain date on May 30th was read. Trustee Timmings moved, seconded by Trustee Galgano that permiss: be granted. Mayor Zegarelli was also asked to serve as Master of Ceremonies, which he accepted. Communication from Willis Moon, Jr., Recording Sec'y. of Fire Patrol, requesting trophy space was read and on motion of Trustee Ti seconded by Trustee Salman was referred to the Finance Committee for consideration in the budget. Carried. J» �^ r -5Communication from Warren Anderson, Senate Majority Leader, acknowledging the Board's letter regarding our resolution of tort liability for local government was read. Communication from Mrs. Alice Hales, 174 Merlin Avenue, requesting the removal of a tree in front of her residence was read and referred to the public works and tree inspector for study. i'fc *i > " Mayor Zegarelli stated that he is in receipt of a letter from Mrs. Katherine Krolichi seeking relief from vandalism to her property as a result of the Clinton Street playground which is adjacent to the rear of her property. The matter was referred to the recreation and public safety committees for study. :t>V ') i NEW BUSINESS '• -s Trustee Timmings stated that he has received a number of complaints from residents of Hudson Terrace regarding unauthorized No Parking signs being posted. People are blocking driveways and lines in the streets have been worn off. -a i Trustee Timmings moved, seconded by Trustee Galgano that a complete study be made of the parking problems in that neighborhood. Carried. Trustee Buonanno moved, seconded by Trustee Salman that the bills submitted on the General Fund and Water & Sewer warrants dated March 11, 1985 be paid after approval of department heads and that the Treasurer be authorized to pay same and that a copy of this resolution be attached to the warrants. Carried. There being no further business .to come before the meeting, Trustee Timmings moved, seconded by Trustee Salman that the same be duly adjourned. Carried.
