March 26, 1985 A regular meeting was held before the Board of Trustees of the Village of North Tarrytown on the above date. Present Philip E. Zegarelli, Mayor James J. Timmings Vincent Buonanno William McBride Frank Mangieri, Jr. Susan Galgano Steven Salman, Trustees f I'M, ' ' Robert J. Ponzini, Counsel Mayor Zegarelli noted that this was the last meeting of the Village Board. He stated that the next meeting will be held on April 1, 1985 during which the newly elected and re-elected members will meet to re-organize committees, etc. There will be no business meeting, he said. Mayor Zegarelli called the meeting to order at 8:00 P.M. with a prayer and salute to the flag. Trustee Buonanno moved, seconded by Trustee Salman that the minutes of the meeting held on March 11, 1985 be approved as written. Carried. Mayor Zegarelli asked if there was anyone present who would like to address the Board may do so. Mr. Mario Belanich, North Washington Street, stated that he read in the paper where the budget would be presented tonight. Mayor Zegarelli stated that the tentative budget is being typed. It was just filed last Wednesday, he said. Trustee Timmings stated that the tentative budget has never been typed before the Organization Meeting. He stated that our goal is to have the budget printed by next Monday which will be in time for the hearing. ADMINISTRATION Trustee McBride reported that the painting of Rescue Hose Company has been completed and all electrical work as well. GOVERNMENTAL RELATIONS Trustee Mangieri stated that the last meeting of the Council was cancelled because several members could not make it. He stated that the Master Plan which was expected to be completed by May 31, 1985 will not be ready until a later date because of social and economical problems involved. There is a project which the Council will also review which is coming before the Zoning Board, said Trustee Mangieri. s A V •J\l -• �• ' -^ ... w ., . «, „ .. . . r -2MANAGEMENT & BUDGET Trustee Timmings stated that at the end of the election, statenu were made regarding the audit report. People must recognize that State Auditor's report is a totally negative report. It continual! states items that they would like to see improved. In the case of the Village Attorney, we pay for $3,000 basicly for consulting servi' For court appearances, we show it in the budget and authorize it at meetings and pay at the going rate. He stated that if you look at neighboring Villages that pay their attorneys, we hold North Tarryto* record up to review by anyone who wishes to do so. The State propo two methods of paying the attorney; one by setting forth an amount o: money at the beginning of the budget year and all services performed by the attorney will come from that amount; or a contractural agreem* where you specify a fixed fee payment, plus an amount for extra work as defined in the contract, he said. He stated that we saved the people the cost of drawing up a contract. This was definitely not i illegal expenditure, said Trustee Timmings. Trustee Timmings thanked the Treasurer in preparing the origina notes for the preparation of the tentative budget. Trustee Timmings moved that a copy of the budget be sent to the Warner Library for public observation, seconded by Trustee Buonanno. Carried. Trustee Timmings noted a memo from Counsel concerning police grievances and moved that the following be adopted which would concJ an agreement on the subj ect: a. Personal days: Each police officer be given a credit of $75 a personal day for the year 6/83-5/84. b. Vacation time: Each eligible.officer be credited with one weJ of vacation time to be spread over the balance of his employment wit! the Village of North Tarrytown, subject to the approval of the Policj Chief. c. Uniform allowance: With respect to the year 6/1/83-5/31/84, increase of $50 accrued per each officer. For the year 6/1/84-5/31) an additional $100 accrued for each officer. Therefore, the Villagj owes an allowance of $150 per man. This can be satisfied as follows j Each officer is entitled to an allowance of $450 which must be used through 5/31/85. Each officer is then entitled to an allowancj of $500 from 6/85-5/86. Effective 6/86, the allowance will then revj to the contractural amount of $450. The police union will not allegj at any time, that the base uniform allowance is in excess of $450. d. Sick time incentive: The collective bargaining unit will drj all claims for retro-active sick time incentive for the year 6/83-5/ e. Unfair labor charges: The police union will discontinue, wit prejudice, the pending unfair labor charges. Carried. �W ''." *'* v ~ ' * " 1 ' < •' r ^. N :--...w. ;-. ^•- -3Trustee Timmings stated that modification work will be done in the Village Hall and moved that a permissive referendum for a bond anticipation note not to exceed $60,000 be authorized, seconded by Trustee Buonahno. Carried. V PUBLIC SAFETY —i ir^ Trustee Buonanno stated that several meetings' ago, a discussion was held regarding the increase in parking meter fines which would be placed into effect when the new tickets arrived. The tickets have arrived and moved that thepenalty fines be increased from $5 - $7 for parking meter violations effective April 1, 1985, seconded by Trustee Mangieri and that the police department be notified. ^!,";-( i? PUBLIC WORKS Trustee Salman gave the following report: Richard Gross is still out recuperating from his appendectomy. He is expected to return to work on April 1st. Excavated over damaged sewer line on Harwood Avenue, near Munroe, repaired and backfilled. F"' Balance as of March 22nd, 1985 is $33,322. After winter clean-up is still continuing with catch basins throughout the Village receiving special attention. Removing sand barrels from the streets starting with those in remote areas and working back to those on well-travelled streets. On fire department car 2313, replaced inner and outer bearings to improve the front end problem and replaced starter. Changed tire on backhoe. Installed power steering kit on hydraulic highway truck, grease cup and quick release valve. I i ' "\ : • Called out by Fire Chief Kosilla on 3/13/85 to start Columbia Hose. Trustee Salman read a letter from Michael Apollonio requesting permission to hold over one week's vacation time to sometime in June of 1985 and moved that permission be granted, seconded by Trustee Timmings. Carried. Motion carried. Trustee Timmings stated that Pat's ability as a manager and budget keeper was always of a high level and if in the future he shoj need a reference, that the Village Clerk be authorized to include th information in any reference letter that was provided by the Village' of North Tarrytown. MAYOR'S REPORT: Mayor Zegarelli stated that he received a letter from the Count of Westchester regarding funding for the Palmer Avenue bridge and Devries bridge and we will be receiving $99,500 for the Devries Brid and $150,000 for the Palmer Avenue bridge, said monies coming from t N.Y.S. Bond Issue passed last year. Out of sixteen bridges approved we have two, said the Mayor. Mayor Zegarelli stated that we are in receipt of a letter from the Environmental Conservation Tree City USA regarding Arbor Day and that a date will be set for the tree planting at a later date. We will have Woodsie Owl present also, he said. Mayor Zegarelli stated that we are in receipt of a letter from the Public Schools of the Tarrytowns requesting some of the monies that we had in last year's Community Development Block Grant Program for the parking lot proposal. Counsel will review the proposal so that we can move on it quickly. Mayor Zegarelli reported that he attended a hearing in Washingtf regarding revenue sharing funds and at this point we will be at the same level as last year. At the time we filed our final budget, we should know where the State is on State Revenue Sharing, said the Mayor. Mayor Zegarelli stated that he attended a meeting on Community Development Block Grant last Thursday with Tarrytown officials deali^ with Friendship Park. The park will be named after Rev. Sykes and funding we receive will be from our allocation to upgrade the parks. The maintenance will include repair and replacement on a 50-50 basis said the Mayor, with Tarrytown. Mayor Zegarelli stated that Tarrytown is also requesting upgrad] our current allocation to Patriots Park to off-set current expenses at the park. Communication from R. Windas, Plant Manager at General Motors, requesting sidewalk repairs in front of the General Motors Beekman Avenue lobby was read and referred to the public works committee. rr • 1' ,r Communication from Sec'y. of Fire Council, Richard Green, requesting permission of Fire Council to take its appratus to Mt. Kisco on July 12th and Ossining on August 10th was read. Chief Green also requested permission for the entire fire department to attend the Memorial Day parade in Tarrytown on May 27th and changes in membership in Pocantico H & L Company. -x'. •*~ "/ U. Carried. • «<• J A (. ->r The Clerk informed the Board that the Mayor filed the 1985-86 tentative budget with her on March 20, 1985. UNFINISHED BUSINESS <, ) t 1~• n' •US .• / \, ' „ V \i' Counsel Ponzini reported that with regard to the Arnell Constructioi <f. Court case, we have received affirmation in the Court of Appeals that the Arnell suit has been dismissed. The Village keeps the retainer amount of $25,000, said Counsel. Mayor Zegarelli thanked Counsel Ponzini for all his efforts. " J NEW BUSINESS . Mayor Zegarelli noted the last meeting for Trustees Buonanno and McBride and thanked them for their services. Although we had differences of opinion and debate, we're thankful for the harmony and hard work which has been a hallmark of this last Village year. We have set the ground work and foundations for many items that should bear fruit during this next year, said the Mayor and presented them with certificates of appreciation. / K--.: Kf Trustee McBride stated that he was very proud to serve on this Village board. He stated that they had worked harmoniously. Many issues have been talked about and the Board has laid-" the foundation for them. Trustee Buonanno moved, seconded by Trustee Salman that the Board meet on Saturday, March 30, 1985 at 12 noon to adopt the 1985 Assessment Roll and possibly to award one of the bids received in connection with the rehabilitation work in the police department. Carried. -.' >y" �v'stfi-6Trustee Buonanno wowed, seconded by Trustee Salman that a public hearing be held on April 15, 1985 on the tentative budget for 1985-8( Carried. Trustee Buonanno stated that last year was one of the most pleasurable years he served. There was a good blend of individual personalities and he is looking to enhance the Village and eliminat any kind of arguments and personal gains that one may have. Decisil were made in a professional and constructive manner, he said. He stated that the new sitting Board will have a lot of challenges and major decisions to be made. He stated that he would gladly come bacl to fulfill any need of the Village if requested. He stated that he feels confortable that the people left behind will do a commendable job in maintaining that direction. Trustee TiTimings reported that the Treasurer submitted a cash j balance in the General Fund and moved to confirm her action in redepositing certificates of deposits in the First National Bank of North Tarrytown, seconded by Trustee Buonanno. Carried. Trustee Buonanno moved, seconded by Trustee Salman that the bill submitted on the General Fund and Water & Sewer warrants dated March 26, 1985 be paid after approval of department heads and that the Treasurer be authorized to pay same and that a copy of this resolution be attached to the warrants. Carried. There being no further business to come before the meeting, Trustee Buonanno moved, seconded by Trustee McBride that the same be duly adjourned. Carried.
