ORGANIZATION MEETING

NORTH TARRYTOWN, N.Y.
April 1, 1985

The Organization Meeting of the Village of North Tarrytown, N.Y.
was held on the above date.

Mayor Zegarelli called the meeting to order at 8:00 P.M. with
a prayer and salute to the flag, after which the re-elected Mayor
and Trustee and newly elected Trustees were sworn into office.
Mayor Zegarelli stated that the Organization Meeting is held on the
first Monday of April for the purpose of appointing or continuing people
on their committees and to re-organize Trustees' committees for the
following year. He stated that we are looking towards the economic
development of North Tarrytown. He stated that the Board will continue
on the same foundation established last year with integrity, hard work
and cooperation.
The Board will establish the Administrator selection
committee made up of citizens of this Village.
Mayor Zegarelli stated that we will be working to computerize
records in this Village.
We have a parking authority law currently
in the State legislature which is expected to be signed by the Governor.
He stated that the Economic Council is working quite well. We will be
receiving funds from Urban County grants which will be used towards
the-economic development of the Village.
We expect in a short time
another company to move into the vacated Duracell building which will
provide for jobs.
We hope to purchase the former Exxon station and
remove the old Village Garage.
The cooperation between the school and Town Boards has reached
new heights, said the Mayor. We overlooked the fact that North
Tarrytown reached its 300th birthday last year and that we will pinpoint a day to hold a historical day, such as Philipse Day, etc.
Mayor Zegarelli stated that we hope to put out a news letter
to the community to let people know what we are doing.
Mayor Zegarelli thanked the people for returning himself and
other Trustees to the Board, as well as adding new people who will
contribute to the well-being of our Village.
At this time, the following appointments were made or continued

-2Village Attorney - Mayor Zegarelli stated that Robert J. Ponzini
continues as Village Attorney for one year.
Village -Prosecutor - Mayor Zegarelli stated that Robert Peirce conti,
as Village Prosecutor for one year.
Village Auditor - Mayor Zegarelli stated that Landry and Toole conti
as Village Auditor for a term of one year.
Village Assessor - Mayor Zegarelli stated that Caroline Prezzano
continues as Village Assessor for a term of one year.
Member Recreation Commission - Mayor Zegarelli appointed Elias
Tserkerides a member of the Recreation Commission for a term of five
years.

Fire Inspector-(Fire Chief) - Mayor Zegarelli appointed Gordon Ferg^j
Fire Inspector for a term of one year.
Member-Drug Guidance Council - Mayor Zegarelli stated that the Rev. j
Gerald VanderHart continues as a member of the Drug Guidance Council *
for a term of three years.
Member-Drug Guidance Council - Mayor Zegarelli appointed John Maguir,^
a member of the Drug Guidance Council for a term of three years.

Member-Drug Guidance Council - Mayor Zegarelli stated that William f
Burke continues as a member of the Drug Guidance Council for a term :
of three years .

Acting Village Justice - Mayor Zegarelli appointed Thomas Maroney
Acting Village Justice for a term of one year.
Member-N.T. Housing Authority - Mayor Zegarelli stated that William
Palmer continues as a member of the N.T. Housing Authority for a teiij
of five years.
Member-N.T. Housing Authority - Mayor Zegarelli stated that Trustee *j»

-3Member-Electrical Board (Bldg. Inspector) Mayor Zegarelli stated that
James Margotta continues as a member of the Electrical Board for a
term of one year.
Member-Electrical Board (Journeyman) - Mayor Zegarelli stated that
Walter Ceconi continues as a member of the Electrical Board for a
term of three years.
Member-Electrical Board (Con Ed Rep.) - Mayor Zegarelli stated that
Edward McCarthy continues as a member of the Electrical Board for a
term of one year.
Member-Electrical Board (Bd. of Fire Underwriters) - Mayor Zegarelli
stated that John Anderson continues as a member of the Electrical
Board for a term of one year.
Member-Senior Citizens Commission - Mayor Zegarelli stated that Nellie
Sbezzi continues as a member of the Senior Citizens Commission for a
term of eight years.
Member-Senior Citizens Commission - Mayor Zegarelli stated that Fannie
D'Alessandro continues as a member of the Senior Citizens Commission
for a term of six years.
Police Surgeon - Mayor Zegarelli stated that Dr. Elio Ippolito continues
as Police Surgeon for a term of one year.
Police Matron - Mayor Zegarelli stated that Josephine Moore continues
as Police Matron for a term of one year.
Village Historian - Mayor Zegarelli stated that Joseph Finnegan will
be moving out of the Village and appointed Fred Gross Village Historian
for a term of one year.
Member - Economic Council - Mayor Zegarelli stated that Trustee Mangieri
continues as a member of the Economic Council for a term of one year.
Member-Economic Council - Mayor Zegarelli stated that Ronald Turnquist
continues as a member of the Economic Council for a term of one year.
Member-Economic Council - Mayor Zegarelli stated that Mario Brana
continues as a member of the Economic Council for a term of one year.
Member-Economic Council - Mayor Zegarelli appointed Duarte Olivieri
a member of the Economic Council for a term of one year.
Member-Library Board - Mayor Zegarelli appointed Mark Nackman a member
for a term of five years.
Mayor Zegarelli appointed Trustee Blecker to the Library Board for a
term of one year and stated that Trustee Galgano continues as a member
of the Library Board.
Mayor Zegarelli appointed Trustee Salman as North Tarrytown's representative of the C.O.C.
Mayor Zegarelli appointed Trustee Mangieri as North Tarrytown's
representative of the Friends of the Dutch Burial Ground Committee.

-4Member-Technical Services Review Board - Mayor Zegarelli stated that
Carl Wachter continues as a member of the Review Board for a term of
five years.

Mayor Zegarelli appointed Carmen Capossela a member of the Fire Boadj
of Appeals for a term of five years.

Trustee Timmings moved to confirm action of the Mayor, seconded!
by Trustee Salman.
Carried.
Mayor Zegarelli appointed Trustee Timmings Deputy Mayor for a
term of one year.
Trustee Timmings moved, seconded by Trustee Blecker that the
First National Bank of North Tarrytown be designated as the official
depository of funds.
Carried.
Trustee Galgano moved, seconded by Trustee Williams that the
Daily News be designated as the official newspaper. Carried.
Trustee Timmings moved, seconded by Trustee Williams that
meeting dates be held on the second and fourth Mondays of each montf,
and at the call of the Chair.
Carried.
Trustee Salman
moved, seconded by Trustee Blecker that Robei
Rules of Order be adopted as the Official Parliamentary Procedure of
the Board. Carried.

Trustee Timmings moved, seconded by Trustee Blecker that the I
Mayor, Chief Spota and Trustee Williams be appointed members of the J
Police Pension Fund Committee. Carried.

Trustee Timmings moved to confirm action of the Mayor, seconded
by Trustee Salman.
Carried.
Trustee Galgano moved, seconded by Trustee Blecker that a
Public Hearing be held on the 1985-86 tentative budget. Carried.

BoardL will be held on April 22, 1985.
