PRESENT James Timmings, Acting Mayor Steven Salman Phillip Blecker Susan Galgano Frank Mangieri, Trustees ABSENT Philip Zegarelli, Mayor Allen Williams, Trustee Acting Mayor Timmings called the Public Hearing to order at 8 P.M. and read the Public Notice of Hearing for the proposed Budget which includes proposed uses of Federal Revenue Sharing Funds. Acting Mayor Timmings reported that Mayor Zegarelli and Trustee Williams were attending another meeting outside the Village on important village matters. Acting Mayor Timmings stated the Mayor and Board had spent many hours preparing the Tentative Budget and had requested that all Department Heads attempt to keep their budget requests as low as possible. He stated that some items in the Budget were items that the Village had no control over. He also stated that the Assessment Roll had not increased much and stated that decreases in the Roll were due partly to a reduction given to Duracell (Mallory Battery Co.) and reduction in the Rockefeller property that had been transferred to the State for park usage. Acting Mayor Timmings asked if there was anyone who would like to address the Board regarding the Budget. Mr. Ugo Checchi. 51 College Avenue, North Tarrytown, N.Y. stated that he had look^4:hrough the Budget and compared it to Tarrytown, Irvington and Croton. He stated that there was quite a difference between the four villages. He asked why there was such an increase in North Tarrytown this year and whether it was due to the decrease of last year. He also stated that the national inflation rate was less than 4% and the Village rate had increased about 9%. Acting Mayor Timmingsstated that the national inflation rate was between 4 to 6% rather than 4%. Last year the village had a decrease and if averaged with this years tentative increase the village would still be within the guidelines of the C.P.I. Mr. Checchi stated that if the Department Heads were adked to keep their requests low why had the Budget increased so much. Mr. Checchi asked where in the Water Department Budget was there an item on the amount of money raised by the Sale of Water Meters. He felt that it should have been shown as a separate item. �I 7 Mr. Achillea Ligoras of 15 Irving Place stated that the increase' should be in keeping with the inflation rate and instead of of increasing taxes the Village should look into getting more services for the taxes we are now paying. We should do that by keeping a closer look at the employees and how they spend their time. He claimed that village trucks keep going up and down the Avenue as if they have nothing to do. He also asked why the Village had to have so many trucks Acting Mayor Timmings stated that the Village employees are probably on their "coffee break" or "lunch break". According to their contract they get two fifteen minute breaks a day and a half hour for lunch. Mr. Ligoras stated that instead of increasing the budget the Village should hire a Consultant on how to trim the Budget. After a discussion, Trustee- Salman stated that a survey had been taken of all street and sanitation vehicles and found that all vehicles on the road are necessary. He also stated that if Mr. Ligoras sees any individual who he believes is not doing his job that he should contact him and he would investigate. Mr. Ligoras stated that if the job that Mr. Biros now holds is being phased out he should be offered the job of Administrator. He also wanted to know if the Mayor was going to take a cut of 50% in his salary as he stated during the campaign. He stated that the village should not increase the budget more than four or five percent. Acting Mayor Timmings stated that mandated item which the Village had no control over had increased. Some of the increases were Compensation Insurance, employees Hospitalization, social security. He also stated that the Village had purchased a new fire truck and a new sanitation truck which payments would have to be on tht: principal and interest. John Cellante, 20% Cedar Street stated that he was speaking as a fire fighter, President of Union Hose, President of the Ambulance Corps and resident. He stated that the Village was informed by OASHA of the new regulations regarding turn-out gear and that the Village should provide for new gear in the new budget. He stated that Union Hose company building needed work on the building and grounds and asked that this be considered in the new budget. He stated that relative to the Ambulance Building that he would like to meet with all members of the Board and discuss the matter. Acting Mayor Timmings stated that if major repair or purchases were needed in the next fiscal year that the Village could borrow and repay over a two or five year period. The village has tried to project capital projects each year as bonds are retired. James Donovan, Hunter Avenue stated that on page 5 of the Budget the Contingency Fund had an amount of $154,000. as opposed to $8,338.26 last year and asked why the difference. Acting Mayor Timmings stated that various labor contracts �had been settled during the year and amounts were transferred from Contingency to the various accounts to cover the increases. At the end of the fiscal year the contingency fund is usually zero. In this year's contingency fund we have made allowances for payments to the C.O.C. in case they are not Federally funded. We have $40,000. for an Administrator and have anticipated increases in the Teamsters contract for June 1st, 1984 thru May 31st, 1986 and the Police for June 1st, 1985 thru May 31st, 1987. We have also estimated increases for the Management and Non-Union Personnel. Mr. Donovan inquired as to Shared Services. this cover. What does Acting Mayor Timmings stated that this covered the Village Hall and Central Fireheadquarters for fuel and electricity, maintenance of generator in the Village Hall. Mr. Donovan inquired as to what effect the Federal government's decision to make G.M. a tax free export zone? He asked what recourse does the home owner have if property continues to become tax exempt? He stated that North Tarrytown would not be an affordable place in which to live. Acting Mayor Timmings reported that General Motors is to receive power from the New York Power Authority and this will decrease our Gross Utility Tax. Governor Cuomo has previously stated there will be no State Aid to offset this decrease. He stated that there will have to be a plan to establish a County Sales Tax that will take some of the burden off the property owners. He also stated that small homeowners may qualify for 50% assessment reduction if their income is less than $9,000. per year. Trustee Galgano stated that perhaps if they added last year's increase and this year's increase for Tarrytown, Irvington or Croton the increase might compare with North Tarrytown's for the past two years. Mr. Donovan stated that the home owner really has no recourse; Trustee Salman stated that sometime ago the Village appointed an Economic Council anticipating the problems mentioned tonight. Kate Slater, Farrington Avenue reported that she was speaking for the Community Opportunity Center in Tarrytown and asked if the Village has any plans for giving to the Center. Trustee Timmings reported -that the Village expects funds from the Federal Government for the Center and if none is forthcoming the Village will transfer funds from the Contingency Fund. In answer to Mr. Checchi's questions earlier regarding Duracell (Mallory's) reduction Acting Mayor Timmings stated that on advice of an Independent Appraiser a reduction of $203,723 was given. -3- �f * Mr. Checchi asked about the average homeowner. allowance were they given. What Acting Mayor Timmings reported that of those grievancesrequested this year, Duracell (Mallory's) was the only one granted. After a lengthy discussion regarding General Motors tax 'reduction and certiorari Acting Mayor Timmings reported that if granted the village would greatly curtail their spending. There would also be a reduction in services to the residents. He also stated that if the new paint shop is built it will be tax exempt as they are conforming to Federal Law. He estimated that the cost would probably exceed $20,000,000. There being no further comments, Trustee Galgano moved, seconded by Trustee Blecker that the Public Hearing be adjourned.
