CHAIRMAN INCORPORATED 1874 Zegarelli moved, seconded by Trustee Tinmings, that the following resolution ted: Villages in Westchester County are severely restricted 1n their revenue base, with the real property tax as their main source of revenue constantly rising and putting a disproportionate burden on the already high cost of housing, and Cities in Westchester County are authorized to levy, and are levying, sales taxes, while Towns and Villages do not have that power nor a realistic hope of obtaining it except by concerted action, now therefore be it D that the Village of North Tarrytown in concert with other Villages represented in the Westchester County Village Officials Association, 1. Petitions the Legislature of New York State to amend Article 29, 1262B of the Tax Law, entitled "Disposition of Revenue from Sales and Use Taxes Imposed by Westchester County", to change the permissive distribution of sales tax revenues to Towns and Villages from a full value basis to a per capita basis. 2. Petitions the Westchester County Board of Legislators to support such amendment by a Home Rule Message to the State Legislature. FURTHER RESOLVED that a copy of this Resolution be forwarded to the State Assemblyman and to the State Senator of this District; to the County Legislator of this District; to the County Executive of the County of Westchester requesting their support in this our endeavor, and FURTHER RESOLVED, that notification of our action be forwarded to the secretary of WCVOA; to the lobbyist of this legislation we are eeking; and to the news media of this district. Philip E. Zegarelli, Mayor Present ,.-,. «»• James J. Timmings Allen T, Williams, Jr. Steven Salman Frank Mangieri, Jr. Susan Galgano Phillip E. Blecker, Trustees Robert J. Ponzini, Counsel Mayor Zegarelli called the meeiing to order at 8;00 P.M. with a prayer and salute to the flag. Mayor Zegarelli moved to abridge the meeting to take up a matter before the regular business meetings seconded by Trustee Galgano, Carried. Mayor Zegarelli calling former Village Justice Thomas Maroney to his desk, presented Mr. Maroney on behalf of the people of North Tarrytown, a certificate in appreciation of his services as Village Justice and as well as a gavel inscribed with his years of service which was gratefully accepted by Mr Maroney. Mayor Zegarelli read the notice of hearing to consider the adoption of a proposed Local Law limiting the speed of motor vehicles on Dell Street not to exceed fifteen (15) miles per hour and asked if there was anyone present who would iIke to address the Board. Mayor Zegarelli stated that the Board received a petition from residents in the area to lower the speed limit to twenty (20) miles per hour. No one appearing for or against the proposed law, Trustee Timmings moved, seconded by Trustee Galgano that the hearing be closed and the matter referred to the police committee for recommendation at the next meeting. Carried. Mayor Zegarelli asked if there was anyone present who would like to address the Board on any other matter. Mr. Berkeley Rice, 265 Hunter Avenue, President of the Friends of the Warner Library, presented a petition containing 120 signatures of residents concerned for the continued support of the library. He stated that they feel that the library needs top priority. The library services should not be cut, he said. He stated that Tarrytown was willing to go to a 10% increase, while North Tarrytown was 6%. r �r -2- Mayor Zegarelli stated that when the Board filed the tentative budget, the requested increase was for 27% and it was squared down toj 10%. The? budget is subject to change. Every department sector agencj will be addressed and treated as fairly as possible, said the Mayor. We» have not changed the percentage, while at the same time, we have cj out in some areas, said the Mayor. Mayor Zegarelli stated that we have three tax certiorari years against us by General'Motors. We might have to go to court, he said. We have cut the tentative budget from 10 - 6%, he said, Mrs. Carol Caro, 262 Farrington Avenue, also expressed her sentifl that the Board continue to support the library. She stated that sh^ fully aware of the tax situation and where we may be in the future. REPORTS OF COMMITTEES ADMINISTRATION Trustee Blecker stated that the committee is investigating the former administration committee's efforts for a copier machine. Trustee Blecker stated that Trustee Williams met with representaij of Union Hose Company and reviewed some of their problems regarding walls and paint work. Trustee Blecker stated that he has asked the Treasurer to prepay a schedule of all of our insurance coverage which we will review for competitive bidding this year. GOVERNMENTAL RELATIONS Trustee Mangieri reported that the Board adopted a Local Law for an Administrator position and moved that the Board advertise for the position, without a dollar amount, seconded by Trustee Salman, resumes^ be received not later than June 30th. MANAGEMENT & BUDGET Trustee Timmings stated that the committee met with both groups and hopefully we will be able to work towards a contract. Trustee Timmings stated that the Treasurer shows a cash balance in her report. Trustee Timmings offered the following resolution, seconded by Trustee Galgano as follows: BOND RESOLUTION, DATED APRIL 22, 1985, AUTHORIZING THE ISSUANCIJ OF $60,000 SERIAL BONDS OF THE VILLAGE OF NORTH TARRYTOWN, PURSUANT TO THE LOCAL FINANCE LAW, TO FINANCE THE RECONSTRUCTI OF THE POLICE DEPARTMENT AND VILLAGE HALL BUILDING AND APPROPR ATING THE PROCEEDS TO SUCH PURPOSE. Mayor Zegarelli stated that on advice of Counsel, we will have to" wait until after the twenty days and we will have a public meeting if need be to award the bid. ,Motion carried. i l Trustee Timmings discussed the breakdown of assessment values of Villages in Westchester County and based on what they show, moved that the Board send a letter to Senator Flynn, Assemblyman Brodsky, NYCOM, WCVOA supporting the bills introduced by Senator Flynn and Assemblyman Brodsky which establishes a two tier assessment system, one for commerciaj and the other, residential in Westchester County, seconded by Trustee Galgano. Mayor Zegarelli stated that this two-tier taxing setup comes under Section 18 of the Real Property Tax Law. H 4' Motion carried. i H Trustee Timmings stated that during the budget study, he had reviewed the increases in this year's budget with past budgets and found that employee benefits had increased 25%. This was due to workers' compensation increases and health insurance rates. l|i Trustee Timmings moved that the Board go on record to Senator Flynn, et al mentioned earlier, supporting the program that Doctors are conducting in Albany to set a limitation on liability insurance, seconded by Trustee Blecker. Carried. PUBLIC SAFETY Trustee Williams submitted the police report during the month of March. (Copy in detail official minutes) Hi hit 1 in Trustee Williams reported that the Village received reimbursement in the amount of $270 for prisoner transportation to the County facilitie Trustee Williams stated that the Board is invited to attend the Annual Police Department awards at the Holy Cross Hall on May 16th at 7 P.M. Trustee Williams read a letter from Robert Falaguerra, V.P. Facility Management at Phelps Memorial Hospital addressed to Chief Spota expressirt the hospital's gratitude to police officers Whalen, Cappello and Sgt. Hayes for their cooperation and courtesy during the tragedy which j befelled the Swindell family. lljf f Trustee Timmings moved, seconded by Trustee Salman that a copy of the letter be placed in their folders. Carried. i P > k n i r r !' f l fe J II �r -4Trustee Williams reported that Chief Spota will be addressing a Safety Belt Seminar on the Enforcement Role at Pepsico on April 25t* Trustee Williams reported that Chief Spota will attend the graduation of the 70th Police Recruit Training School at the County Center on May 15th. He will also be attending the N.Y.S. Law Enfoi merit meeting in Albany on May 9th at no cost to the Village. Trustee Timmings moved that Chief Spota be granted permission to take the Village car to Albany, seconded by Trustee Williams. Carried Trustee Williams reported that the Westchester County Chiefs of Police Association had unanimously approved and adopted a motion suppt i the proposed changes concerning the Precious Metals Law. He outlined the regulations concerning the law, after which he moved that a lettei be sent to the County Board of Legislators supporting this law, seconc, by Trustee Timmings. Carried. As per memo from Counsel Ponzini in which he attached a stipulat satisfying and resolving four separate grievances between North Tarry; PBA, Trustee Williams moved that the Village Attorney be authorized tc sign the contract between North Tarrytown PBA and the Village, secondej by Trustee Timmings. 1 The following stipulations adopted as follows: (In detail official minutes). Carried. Trustee Williams stated that he received a complaint regarding Tappan Motors salesmen conducting business on the street which makes it inconvenient for a car to get through. Counsel stated that a Village law exists regarding the conducting of business on Village streets. He suggested that the matter be refei to the Village Prosecutor, Mr. Peirce. Trustee Williams stated that at the fire which occurred at 80 Unil Avenue during which two young boys lost their lives due to smoke inhatt tion, one of our Fire Chiefs, Chief Richard Green, had rescued one of the boys. He stated that Chief Green be formally honored for his heroic deed. Trustee Williams also stated that several items on our fire appar were damaged and in a memo to Mr. Faiella of Tarrytown, their, insurant company will make good on the damages. Trustee Williams stated that Fire Council, along with the Fire Chiefs, have determined that smoke and incinerator problems at 100 College Avenue are a direct result of clogging in the trash chutes cat by tenant misuse. They have recommended re-opening of the incineratoi Trustee Williams moved, seconded by Trustee Timmings that the Bo, supports the recommendation of Fire Council and that the owner of 100 College Arms be mandated to re-open the incinerator and to seal the individual floor shutes so that all refuse would be collected and bron to the incinerator in the basement. �r r -5On the question, Trustee Blecker inquired about the elderly and was informed by Trustee Williams that someone would be bringing down the garbage. Mr. Margotta stated that he had received complaints that garbage being left out in the halls is bringing in roaches, etc. Motion carried. Trustee Williams stated that six new Scott Air Packs have been received. This makes the total of thirteen out of the twenty that the department needs. He stated that OSHA has denied reimbursement. Mr. Biros is re-applying for reimbursement and he will be writing to our legislators for 75% of the cost. Since they have condemned them, they should help pay for them, said Trustee Williams. Trustee Williams stated that we still have not received some equipment for the new fire apparatus from the Pierce Company and moved that the balance payment still due the company be withheld until such time as all the equipment is received, seconded by Trustee Timmings, and that Counsel be authorized to notify them of same. Carried. PUBLIC WORKS Trustee Salman stated that we have received a letter from the Thruway Paper Recycling Company which states in effect that they do not like the way we package our newspapers. As of April 1st, the system of payment was $12 per ton. The old price was $22 per ton. They will retain the $22 per ton if we guarantee that they are 100% newspapers, no cardboards, magazines, discolored newspapers, etc. This will be extra work on the sanitation department and people who live in the Village. Trustee Salman stated that we will try to get out a notice in the next water bill indicating to the public that the Village will be losing out financially if proper papers are not placed out on the street and papers tied. The matter should be brought before the WCVOA, he said. Mayor Zegarelli stated that no one will be able to do what they want us to do. He stated that the letter was a bogus request. No community will be able to segregate news prints from the rear of paper normally collected for recycling. Trustee Salman stated that the street light maintenance contract expires June 1, 1985 and moved that specifications be prepared and bids be returned on May 13, 1985, seconded by Trustee Galgano. Trustee Salman read off a holiday schedule for the public works department. Trustee Timmings stated that we have had complaints about several in November whereby people do not receive bulk pickup. He stated that that matter should be studied and moved to table the schedule at this time in order to allow the labor relations committee to bargain for a change in the holiday schedule contract, seconded by Trustee Galgano. �r -6Mayor Zegarelli polled the Board as follows: Trustee Timmings " Williams " Salman - Yes Yes Yes Trustee Mangieri " Galgano Blecker - Yes - Yes - Yes Motion carried. Trustee Salman gave the following report:* (See attached) Mayor Zegarelli Zegarelli stated that there is a water drought and suggested that residents be notified to consume water. RECREATION Trustee Galgano stated that North Tarrytown has been named Tree City USA and there will be a ceremony on Thursday, April 25th for tree planting. Woodsy, the Owl will also be there. The selection of tree planting area will be known tomorrow, said Trustee Galgano. Trustee Galgano stated that a request has been received from th& Philipse Manor Garden Club for permission to install a park bench on the island at Kelbourne and Riverside Drive. This is where the fond realty office was located. Trustee Galgano moved, seconded by Trustee Timmings that permis^ be granted to the Garden Club, expenses for the installation and maintenance to be borne by the Philipse Manor Garden Club. Carried.! MAYOR'S REPORT; Mayor Zegarelli stated that we have been asked for the Village'!] position on the drinking age to 21. At present, the age is 19. Mayor Zegarelli asked the Board to think about the matter. - _. Regarding the sales tax issue, Mayor Zegarelli movedithat the Village of North Tarrytown endorse the conception of the WCVOA's vievK on the sales tax under study and analysis and that we endorse the curF proposal and analysis of what the Village would derive from this incrj The sales tax would equal 1.3 million dollars a year which will be ut| to reduce the property tax. Motion carried. Mayor Zegarelli stated that the Board will be re-looking at the retirement incentive program. We may be able to provide the package and in keeping with the program permitted by the State. Mayor Zegarelli stated that he would like to see the Headless Horseman bridge area spruced up and new lights installed. We may be able to obtain funds from the County since the bridge is of an histol nature. He also talked of lighting the area between the bridge an] the hospital. The lights would also illuminate the cemetery and bur[ grounds near the church. �v£ r -7COMMUNICATIONS Communication from Mrs. Lucille Matthieson, 75 Barnes Road, Tarrytown, requesting repairs to the curb in front of her property at 21 Holland Avenue was read and referred to the public works committee. Communicationjfrom Mrs. Jean Garro, Sec'y. of the ITALO Club requesting permission on behalf of the Club to hold a dance on Saturday, April 27, 1985 at the Van Tassel Auditorium from 7 - 1 2 P.M. was read. Mayor Zegarelli moved, seconded by Trustee Galgano that permission be granted and police department notified of same. Carried. Communication from Yolanda Duncan, co-chairperson of the 100th Anniversary of the Shiloh Baptist Church of Tarrytown, inviting the Board to attend the celebration activities on May 4th was read. In connection with the celebration, Mayor Zegarelli stated that an official sign has been received from Rev. Perry honoring Amanda Foster, founder of the church, which will be installed at her graveside if acceptable by the cemetery. If this is not possible, an alternate site will be obtained, said the Mayor. I ii! ! Communication from Mrs. Kay Lingardo, President of the Neighborho Oi Association of Webber Park, requesting permission to hold a Tag Sale on May 18th (Saturday), rain date, May 19th, from 1 - 5 P.M. on Old Broadway was read. Mayor Zegarelli moved that permission be granted and that the police and fire departments be notified of same, seconded by Trustee Blecker. Carried. Communication from Chief Ron Biro, Sec'y. of Fire Council regarding changes in personnel in Fire Patrol, Rescue Hose and Union Hose Companies, as well as permission of Rescue Hose to take its apparatus and Chief's car to Mamaroneck on July 2nd, rain date, July 3rd Union Hose Company to Thornwood on July 17th, Hudson Valley in Latham, June 1985 and the Westchester County Parade in September was read. Trustee Timmings moved, seconded by Trustee Galgano that action of Fire Council regarding changes in personnel be confirmed and that the companies named be granted permission to attend the above-named parades. Carried. i Chief Biro also submitted a copy of a letter from the Neighborhood Association of Webber Park in support of Fire Council's request for 24 hr. alternate side parking on Rice Avenue. Communication from Heilke Podack, 175 Farrington Avenue, requestir the removal of a tree in front of her property was read and referred to the public works committee and tree inspector. Communication from Eva Sarli, 23 Harwood Avenue, requesting curb repairs was read and referred to the public works committee. Communication from Mrs. G. Scappaticci, 59 College Avenue, regarding a persisting problem regarding a tree causing falling limbs I �and roots in her sewer in front of her property was read and referred to the public works committee and tree inspector. The Clerk informed the Board that John Biros, Supt. of Public Works, has submitted the list of water delinquent accounts amounting to $14,885.38 to be entered on the 1985 tax roll. Trustee Timmings moved, seconded by Trustee Galgano that the accounts be entered on the 1985 assessment roll. Carried. Mayor Zegarelli stated that he volunteered the Board and other officials to participate in the annual Port Chester Bed Race on May 18th at 10:00 A.M. He stated that the Village has been challenj by Mayor lasillo. We are obligated to uphold the honor of North Tarrytown, said the Mayor. He stated that the Recreation Department will aid us in supplying orange and black night caps. Mayor Zegarelli stated that he is in receipt of a resignation from Carl Wachter from the Technical Service Review Board, Mayor Zegarelli stated that we will enter into an agreement with the County and the County will do the work on the Palmer Avenue bridge which should commence in April, 1985 and the Devries Avenue bridge in 1986. This was the original schedule, however we have bee: told that there would be a delay. These are funds provided by the Si UNFINISHED BUSINESS With regard to the demolition work on the old Village garage, Trustee Salman stated that Mr. Biros sent a letter to Chief Spota tc' remove the impounded cars from the lot. The area around the greenho* was suggested for use as an impound lot. Following a discussion, the matter was referred to the public works committee. NEW BUSINESS Trustee Blecker inquired about the status of the Metro North power station. Mayor Zegarelli stated that after a meeting with MTA, no one j contacted him on the part of the Village. <*C Trustee Salman stated that he is in receipt of a communication from the Dept. of Coastal Zone Management which asks how the Village, would like to revitalize and protect the waterfront property. /K It was discussed that the building could be located between tl two manors where the present power station is located. Trustee Timmings stated that Metro North is having a battle with the Village of Croton. They have lost tract of the fact that they are a governmental agency. He recommended that the matter be brought before the WCVOA meeting. He stated that we should supporj the efforts of the PMIA. # $>L<r>*-w fr- it �(it /*> -9Mayor Zegarelli stated that the meetings in May would fall on May 13th and Tuesday, May 28th. (May 27th is Memorial Day) Trustee Timmings moved to confirm the dates, seconded by Trustee'Blecker. Carried. • H' it • Mayor Zegarelli stated that he has been requested by the owner of property located on Hudson Street whereby the rear of his property adjoins Village property. He is requesting to purchase an area of 18 x 25 ,ft., so that his property could be squared off. Counsel Ponzini stated that he would have to survey the property for metes and bounds and make a proposal to the Board. Mayor Zegarelli moved, seconded by Trustee Salman that the bills submitted on the General Fund and Water & Sewer warrants dated April 22n 1985 be paid after approval of department heads and that the Treasurer be authorized to pay same and that a copy of, this resolution be attached) to the warrants. PMIA feels it should be placed between Philipse and Sleepy Hollow Manors but Sleepy Hollow Manor Taxpayers Association do not agree. I • — • • » - • - • * «t&mn V"»*/ �r • BOND RESOLUTION, DATED APRIL 22, 1985, AUTHORIZING THE ISSUANCE OF $60,000 SERIAL BONDS OF THE VILLAGE OF NORTH TARRYTOWN, PURSUANT TO THE LOCAL FINANCE LAW, TO FINANCE THE RECONSTRUCTION OF THE POLICE DEPARTMENT AND VILLAGE HALL BUILDING AND APPROPRIATING THE PROCEEDS TO SUCH PURPOSE. BE IT RESOLVED by the Board of Trustees of the Village of North Tarrytown, New York as follows: Section 1. The Board of Trustees shall issue its Serial Bonds of the aggregate principal amount of $60,000 pursuant to the Local Finance Law of New York, in order to finance the specific object or purpose hereinafter described. Section 2. The specific object or purpose (here- inafter referred to as "purpose") to be financed by the issuance of said bonds is the reconstruction of the Police Department and Village Hall Building, a building of Class "A" construction. Section 3. The Board of Trustees has ascertained and hereby states that (a) the estimated maximum cost of the recon'stfucti-on*1- i-s $60,000; (b) no money has heretofore been authorized to be applied to the payment of the cost of the purposes; (c) the Board of Trustees plans to finance the purpose entirely from funds raised by the issuance of obligations herein authorized. n �—Section 4. It is hereby determined that the pur- pose is an object or purpose described in Subdivision 12(a) of Paragraph a of Section 11.00 of said Local Finance Law and t;hat the period of probable usefulness of the purposes is five years. Section 5. Subject to the terms and conditions of this resolution and the Local Finance Law, and pursuant to the provisions of Sections 30.00, SO.00 to 60.00, inclusive of said Law, the power to authorize bond anticipation notes in anticipation of the issuance of the Serial Bonds authorized by this resolution and the renewal of said notes and the power to prescribe the terms, form and contents of said Serial Bonds and said Bond Anticipation Notes, and the power to sell and deliver said Serial Bonds and any Bond Anticipation Notes issued in anticipation of the issuance of such bonds is hereby delegated to the Village Treasurer of said Village. The Village Treasurer is hereby authorized to sign any Serial Bonds issued pursuant to this resolution and any Bond Anticipation Notes issued in anticipation of the issuance of said Serial Bonds, and the Village Clerk is hereby authorized to affix the corporate seal of said Village to any of said Serial Bonds or any Bond Anticipation Notes and to attest such seal. Each interest coupon representing interest payable on such Serial Bonds shall be authenticated by the facsimile signature of the Village Treasurer. -2V �.r —Section 6. This resolution shall be published in full by the Village Clerk of said Village, together with a notice in substantially the form prescribed by Section 81.00 of said Local Finance Law, and such publication shall be in The Daily News, a newspaper having a general circulation in said Village. The validity of said Serial Bonds or of any Bond Anticipation Notes issued in anticipation of the sale of said Serial Bonds may be contested only if such obligations are authorized for an object or purpose for which the Village is not authorized to expend money, or the provisions of law which should be complied with at the date of publication of this resolution are not substantially complied with, and an action, suit or proceeding contesting such validity, is commenced within twenty days after the date of such publication; or if said obligations are authorized in violation of the provisions of the Constitution of New York. Sick Leave Incentive Pay: filed by the Association on November 2, 1984, American Arbitration Association Number 19 39 025984. 2. Vacation: filed by the Association on November 2, 1984 American Arbitration Association Number 19 39 026084 3. Personal Leave: filed by the Association on November 2, 1984, American Arbitration Association Number 19 39 026184. 4. Uniform Allowance: filed by the Association on Novemb 2, 1984, American Arbitration Association Number 19 39 026284. . The parties agree to settle the above grievances as follows: 1. Sick Leave Incentive Pay The parties agree that the first payment of the bargaining unit in June of 1984, such payment earned during the period of June 1, 1983 to May 31, 1984. Payment under the Sick Leave Incentive Pay shall be due members in June, 1985, for entitlement earned between June 1, 1984 to May 31, 1985 to be paid, by separate check in the first pay period in June, 1985. j| •I tj '! .i 2. The parties agree that the improved vacation schedule refered to in the Decision of the Administrative Law Judge (P.E.R.B. Case No. U-7085) shall become effective on June 1, 1983 and members of the bargaining unit who were not credited with such improved vacation �l u - ^ r i if; ' v schedule as of June 1, 1983 shall have available to them for use the additional vacation due them. Such vacation time shall be taken at a time requested by the bargaining unit member, on the approval of the Chief of Police as to the actual time the vacation .is taken, between March 29, 1985 and the date such member retires. 3. iff! Personal Leave The parties agree that effective June 1, 1983 members of the bargaining unit are entitled to four (4) personal leave days per year. The parties further agree; that effective June 1, 1983 unused Personal Leave days, those not used by May 31 of any year, shall be paid in cash,, at the rate of seventy-five dollars ($75.00) per day, m the first pay period of June each year, by separate check. In case of the instant grievance the payment for unused Personal Leave Days for the yeai June 1, 1983 to May 31, 1984 was due members in the first pay period June 1984, by separate check. 4- Uniform Allowance Ill iJ [i . j i: \ I1 n The parties agree that effective June 1, 1983 Uniform Allowance is four hundred dollars ($400.00) per year and effective June 1, 1984 Uniform Allowance was increased to four hundred fifty dollars ($450.00). The parties further agree that the Village has, for the years June 1, 1983 to May 31, 1984 and June 1, 1984 to May 31, 1985 allowed members a maximum Uniform Allowance of three hundred fifty dollars ($350.00) per year. In settlement of the instant grievance concerning Uniform Allowance the parties agree that the Uniform Allowance for the year June 1, 1984 to May 31, 1985 shal,l immediately be increased to four hundred fifty dollars ($450.00). Effective for the year June 1, 1985 to May 31, 1986, Uniform Allowance shall be increased to five hundred dollars ($500.00) per year. Effective June 1, 1986, Uniform Allowance shall be four hundred fifty dollars ($450.00) per year. Repaired leak on old galvanized line in roadbed on Palmer Avenue. Excavated & repaired 6" water main on Valley Street at Village line and backfilled. The M.Y. City Catskill aqueduct will be shut down from Monday April 22, 1985 through Friday, April 26, 1985. During this time we will be using Croton water. Balance as of 4/22/85 $27,043, Highway Dept. All sand barrels have been removed from Village streets and stored for the summer. All sand and salt spreaders have been removed from their respective trucks and stored for the summer. All catch basins have now been cleaned throughout the Village. Excavated over location given by the Water Department and located storm drain in easement between Harwood Ave.ffcFarringtonAve. Repaired stockade fence at Phelps Memorial Hospital. This fence is used to screen our dump site operation from general view. • <• ;o The Foremen of Highway, Sanitation and Water & Sewer attended a Safety Seminar on Monday April 15, 1985 in the city of Hye. Central Garage 1. Changed tires on Brockway, garbage truck, M 6 M C , Fire Dept. 2313. 2. Installed alternator & brake light switch in Highway Dept. car. 3. Adjusted brakes & clutch, greased, changed oil and filters on 81 Mack garbage truck. 3. Replaced cutting blades, belt and plastic cover on Recreation riding mower. 5. Replaced (2) front tires and had front end aligned on Fire Dept. 2312. 6.
