January 27, 1986 '" A regular meeting was held before the Board of Trustees of the Village of North Tarrytown on the above date. Present Philip E. Zegarelli, Mayor James J. Timmings Allen T. Williams Steven Salman frank Mangieri Susan Galgano Phillip E. Blecker, Trustees Robert J. Ponzini, Counsel Mayor Zegarelli called the meeting to order at 8:00 P.M. with a prayer and salute to the flag. Trustee Salman moved, seconded by Trustee Blecker that the minutes of the meeting held on January 13, 1986 be approved as written. Carried. Mayor Zegarelli asked if there was anyone present who would like to address the Board may do so at this time. Mr. Edward Ciffone, retired police officer of the Village, requested that he be given certain benefits due him in the new contract when he left. Mayor Zegarelli informed Mr. Ciffone to write a letter to the Board as to what he feels was due him and the Board will take it from there. REPORTS Of COMMITTEES ADMINISTRATION Trustee Blecker stated that the Village Attorney and Administrator reviewed the bids received for the reroofing of Union Hose Company and moved that the bid be awarded to Mortelliti Roofing Company in the amount of $14,100, plus the alternate No. 1 (plywood roof sheathing) in the amount of $5895.00, according to specifications, seconded by Trustee Timmings. After a short discussion as to the timing and temperature when work should begin, the administrator stated that he and the Building Inspector would coordinate the work. Motion carried. Trustee Blecker stated that at the last meeting, we approved an expenditure to evaluate the generator and switch. We agreed that we would spend $3700 to install the transfer switch and to bring it up to date. �-2Mr. Homan stated that he was in contact with the Cable Manufacturer and the work will be coordinated with Mr. Morabito, who will do the preliminary work. Trustee Blecker stated that the owner of Ross Hardware was given summonses on October 12, 1985 to correct fire code violations and inquired as to the status of the summonses. Mr. Margotta stated that the fire department gives notice to the owner to correct the violations within so many days, after which another inspection is made and if the corrections were not made, the matter goes to the building inspector. Counsel Ponzini stated that the Fire Chief is responsible for fire regulations and a report should be received from him. In connection with previous discussions regarding parking violation! fines, Trustee Blecker moved, seconded by Trustee Timmings that a public hearing be held on February 24, 1986 to amend the parking violation fines to include a provision for repeat violators. Carried. GOVERNMENTAL RELATIONS Trustee Mangieri stated that the Economic Advisory Council will hold a meeting on February 5th during which a schedule will be set up for 1986. Trustee Mangieri stated that we will receive a presentation from the Westchester County Department of Planning of the market study for North Tarrytown. MANAGEMENT & BUDGET Trustee Timmings moved, seconded by Trustee Williams that the pay schedule for part-time employees adopted in September 1984 be rescinded and that the following pay schedule be approved for part-time workers, effective February 1, 1986: (see attached) Trustee Timmings stated that the typos in the contract with the IBT union were corrected and moved that the Mayor be authorized to sign the contract for the year June 1, 1984-5/31/86, seconded by Trustee Galgano. Carried. Trustee Timmings stated that there has been no change in compensat for the position of Animal Control Officer since 1980 and a meeting will be held to discuss the matter further. Trustee Timmings moved, seconded by Trustee Galgano that the following transfers be made: (see attached) Trustee Timmings stated that department heads should not exceed their budget appropriations. The committee will meet with the various department heads to discuss expenditures, said Trustee Timmings. �PUBLIC SAFETY Trustee Williams stated that a request has been received from Gordon Ferguson to attend a seminar on Practical Homicide Investigation in Lagrange, N.Y. on April 7 and 8th, tuition fee, $60. Trustee Williams also stated a request has also been received from Sgt. William Patten to attend a conference on anti-terrorism in New York City on March 24th, at a cost of $149. Mayor Zegarelli inquired if there would be any overtime involved. He stated that any restrictions from the police department to attend any type of school should be documented as to whether or not overtime will be involved. Following a short discussion, Mayor Zegarelli instructed Trustee Williams to have the Chief and the Administrator analyze the financial impact of these requests. Mayor Zegarelli stated that the post is being covered, as well as all other posts. Trustee Timmings stated that a number of students going to Paulding live in Tarrytown. He suggested that the request be made to Tarrytown. Mayor Zegarelli stated that he will write Senator Flynn, a copy of which will be sent to Mayor Barbella of Tarrytown, apprising him of the fact that North Tarrytown covers the main thoroughfare at Paulding and the other section of the school is in the Village of Tarrytown. Trustee Williams suggested that a public informational hearing be held regarding parking problems in the Village. Mayor Zegarelli stated that he would like to go over the specifics in a work session as well as meeting with the Parking Authority. Trustee Williams stated that the new computer for the SEAS car will be installed shortly. Trustee Williams stated that new tires have been purchased for Union Hose apparatus. PUBLIC WORKS Trustee Salman stated that our sanitation trucks will be installed with additional safeguards. �-4Trustee Salman gave the following report: General cleanup in the Village. triangles, Sleepy Hollow road area. Riverside Drive area and the All Christmas tree lights are now down. down some trees in the parks. The department also cut Weather permitting, roads will be sealed commencing Tuesday. Relocating curb boxes and broken remote ords throughout the Village! Sewer jetted trouble spots in the Village. All broken windows at shaft 9 have been replaced. Bank balance in water account is $31,330. Mayor Zegarelli stated that several months' ago during the water s\ the Board had asked the local schools for ideas on conserving water, the winners to be awarded bonds. He noted the best essays from students who were chosen for the awards and stated that bonds will be awarded to them at the next meeting. RECREATION Trustee Galgano stated that at the last meeting, the recreation commission was asked for a recommendation regarding the closing of Clinton Street playground. She stated that the commission met and have recommended that the playground remain open until rehab work at friendship Park is completed, after which it will be closed. Trustee Galgano stated that specifications for rehab work at friendship Park have been delivered to the Village and are being review Trustee Galgano moved that Mary Coyne be authorized to attend a one day conference at NRPA, Ellenville, N.Y. on January 30, 1986, at a cost of $56, seconded by Trustee Blecker. Carried. MAYOR'S REPORT: Mayor Zegarelli stated that a letter had been sent to MTA requests that the original site for their substation be leased to the Village for expanded parking and as a result of same, a letter was received that our letter was forwarded to their real estate office for review. Mayor Zegarelli stated that MTA has also been requested to provide for funds in their budget for this year to rehabilitate the Philipse Manor railroad station. In addition, the MTA is requesting proposals through the general public for the use of the railroad station as an office in keeping with zoning. With regard to progress on the rehab of the Palmer Avenue bridge, Mayor Zegarelli stated that a letter was received from the Dept. of Transportation that there will be a delay for work on this bridge and that the Devries Avenue bridge will be taken care of first, in particular, because of the relocation of the power substation. �n7 -5- Mayor Zegarelli stated that as a result of a discussion in a work session, the Village will participate in the police chief's exam, Type B, and that the personnel office will be notified of same. COMMUNICATIONS Communication from the owner of Michael's Tavern 11 of 11 Beekman Avenue of his intention to renew his alcohol license was read. A discussion was held regarding an incident which took place at the tavern after which Mayor Zegarelli asked Trustee Williams to contact the Chief as to the number of other incidents which have occurred at this tavern, since its license is up for renewal. Communication from A. Verdi, 2 Farrington Avenue, requesting the replacement of a sidewalk was read and referred to public works. Communication from Sec'y. of Fire Council, R. Biro, regarding changes in personnel in fire Patrol, Pocantico H & L and Union Hose Companies was read and on motion of Mayor Zegarelli, seconded by Trustee Williams, action of Counsel was confirmed. Carried. The Clerk informed the Board that a dance permit was issued to the Italian-American Ind. Club for January 18th in the Van Tassel auditorium and on motion of Trustee Timmings, seconded by Trustee Galgano, action of the Clerk was confirmed by the Board. Carried. UNFINISHED BUSINESS A discussion was held regarding additional lighting in some areas of Philipse Manor. It was recommended by Trustee Timmings that the Philipse Manor Association be made aware of the suggestion because some people prefer a dark neighborhood. NEW BUSINESS Mayor Zegarelli moved, seconded by Trustee Timmings that the Board meet in executive session to discuss personnel matter. Carried. Mayor Zegarelli moved, seconded by Trustee Timmings that the bills submitted on the General fund and Water & Sewer warrants dated Jan. 27th, 1986 be paid after approval of department heads and that the Treasurer be authorized to pay same and that a copy of this resolution be attached to the warrants. Carried. There being no further business to come before the meeting, Trustee Salman moved, seconded by Trustee Blecker that the same be duly adjourned. Carried.
