March 10, 1986 A regular meeting was held before the Board of Trustees of the Village of North Tarrytown on the above date. Present Philip E. Zegarelli, Mayor James J. Timmings Allen T. Williams Steven Salman Frank Mangieri Phillip E. Blecker, Trustees Robert J. Ponzini, Counsel Absent Susan J. Galgano, Trustee Mayor Zegarelli called the meeting to order at 8:00 P.M. with a prayer and salute to the flag. Trustee Salman moved, seconded by Trustee Blecker that the minutes of the meeting held on February 24, 1986 be approved as written. Carried. Mayor Zegarelli stated that as a result of a water savings campaign held in the local schools, savings bonds and certificates are being awarded this evening to those children whose essays were selected by school judges. Trustee Timmings moved to divert from the regular order of business to make these awards, seconded by Trustee Salman. Carried. Mayor Zegarelli stated that several months' ago, during the water shortage, communities were coming up with ideas to conserve water. North Tarrytown had the idea to obtain suggestions from school children. Because North Tarrytown is a high user, because of General Motors, we have to be very careful and saving water is doubly important in North Tarrytown, he said. He stated that we recognized different grade levels and many good ideas were received. Mayor Zegarelli presented $50 bonds and certificates to fourteen students from the local schools. He stated that the Board feels that this is a big investment. The idea is to have everyone participate in order to save water. After a brief recess, Mayor Zegarelli called for bids for rehab work in Rev. Sykes Park, Margotta Park and Barnhart Park. Mayor Zegarelli asked if there was anyone present who would like to address the Board may do so at this time. Mr. Ted Tsekerides. Senior Class President of S.H.H.S. and Jeremiah Singer, stated that the SHHS has been chosen by the N.Y.S. Coalition for Seatbelt Use to lead a State-wide campaign to promote seatbelt use. The Senior Class has created a program to increase the use of seatbelts within grades K-2 and in the community as well, he said. He is requesting permission to erect a banner across Beekman Avenue, a 4 x 8 sign near the Phelps Memorial Hospital and smaller signs around the community to make people aware of the seatbelt program. �-3- £(){, Mayor Zegarelli asked Chief Richard Green if the fire department would help them in erecting the banner. He also asked Mr. Homan to contact our insurance company for liability insurance. Trustee Williams moved, seconded by Trustee Timmings that North Tarrytown endorses and participates in the Senior Class seatbelt program. Trustee Williams stated that the banner and signs should be removed after completion of the program. Noting congratulations from the Police Chief, Trustee Williams stated that there was a fire at the General Motors plant. It was basically" in the same area as the fire two months' ago. The fire occurred around the new paint shop, he said. It was a good stop. The fire was extinguished within 35 minutes, he said. We hope to replenish our supply of foam which was used. Mayor Zegarelli stated that he was in communication with General Motors who had the highest praise for the fire department. Mr. Roberts, Plant Manager, was most impressed with the turn-out of men. The Chiefs will go through the plant and review the situation, said the Mayor. Chief Green stated that he, together with Chief Ferguson, did inspect the area and were told by General Motors representatives that they would address the problems and rectify them. He stated that things worked out better this time. He stated that General Motors did replenish the foam from the other fire and will again do so at this time. REPORTS OF COMMITTEES ADMINISTRATION Trustee Blecker stated that he has reviewed comments from the hearing at the last meeting on increase of parking fines and will submit a report at the next meeting. Trustee Blecker stated that Mr. Homan has been reviewing computer installation sites and he will make a final report at the next meeting. GOVERNMENTAL RELATIONS Trustee Mangieri stated that a meeting will be held on March 26th with businessmen to discuss the V.I.P. program. He stated that local merchants will be able to have their input on the study which will prove beneficial to the program. Trustee Mangieri stated that he is in receipt of a packet from a developer regarding senior housing. He stated that the developer has erected senior housing projects throughout the southeast and is moving into this area. Mayor Zegarelli stated that a committee has been appointed to locate sites and plans for the construction of senior citizens rental housing. MANAGEMENT & BUDGET <l& �-4- Trustee Timmings moved to amend the revenue sharing budget to provide an appropriated fund balance in the amount of $12,000 account C-3120 for the purchase of a police vehicle, said amount to be from the unappropriated fund balance, seconded by Trustee Williams. Carried Trustee Timmings moved, seconded by Trustee Williams that a study be instituted of inter-fund transfers. Carried. Trustee Timmings stated that at the last meeting of the Westchester County Village Officials, one veteran had written to the State requesting that veterans be granted income tax exemption. If that is the extent of interest among the veterans, there will be no response from Albany, he said. fl Trustee Timmings stated that there are several bills supporting! these positions which either have been or will be introduced in J Albany, i.e. Municipal Tort Liability and insurance reform, real property assessment reform and increase in local court reimbursement. Trustee Timmings stated that there are three associations moving to repeal Sections 339Y and 581 of the real property law. Our feeling is that presently, the law wrongfully provides for condos and coops to be assessed for income property rather than market value. This puts a burden on communities, he said. Trustee Timmings stated that the Water and General fund reports through the end of February have been placed on each Trustee's desk. PUBLIC SAFETY Trustee Williams stated that the job and an exemplary stop at the fire that North Tarrytown had a history of they got out of hand and this was one fire department did an outstandi at General Motors. He stated fires which we stopped before of them. Trustee Williams read a letter from the Ambulance Corps recommending that the new ambulance be accepted. « Trustee Williams moved, seconded by Trustee Timmings that the I ambulance be accepted and that the Treasurer be authorized to pay ® Professional Vehicle Sales, Inc. the amount of $66,791.00 for same. Carried. The present ambulance will be sent out for bids. Trustee Williams stated that the Ambulance Corps is inviting the Board to a wetdown on March 22nd. Trustee Williams stated that the mobile data terminal has been installed in the SEAS car and in service. This was at no cost to the Village. PUBLIC WORKS Trustee Salman moved, seconded by Trustee Mangieri that Richard Maccabee be upgraded to M.E.O. effective immediately at a salary of $21,903 per annum. Carried. ! �-5- Aog Trustee Salman stated that Lawrence Verdi will be completing his probationary period on March 23, 1986 and moved that he be upgraded to Water & Sewer Maint. Man Gr. II on provisional basis, effective March 21, 1986 at a salary of $22,80A per annum, seconded by Trustee Mangieri. On the question, Trustee Timmings inquired if there was an existing Civil Service list. Mayor Zegarelli stated that the matter will be investigated and if need be, a correction will be made at the next meeting. Motion carried. Trustee Salman gave the following report: Water department is locating curb boxes and repaired sewer line on Harwood Avenue. New sweeper has been in operation every day. Highway department is filling pot holes throughout the Village and cleaning the shoulders along Route 448. Highway is working on the parks for recreation for rehabilitation work. PARKS & RECREATION In the absence of Trustee Galgano, Mayor Zegarelli stated that the bids received this evening will be reviewed. He stated that we have been selected again as Tree City USA. We are planning a massive tree planting program in the spring. Douglas Park will be primary in the program to help curb erosion. Mayor Zegarelli stated that the idea of a 10K race has been developed for the fall. A letter was sent to Mr. Moogan, Park Supt. Rockefeller State Park System and Trails regarding the idea, he said. The race will be called "The Legend of Sleepy Hollow" and we anticipate, hopefully, that it will commence at the High School, north on Webber Avenue and Sleepy Hollow Road into the Rockefeller State Park and exiting through the Sleepy Hollow Cemetery with the finish line at the Philipsburg Restoration. We will obtain permission from the Rockefeller State Park. It will be North Tarrytown's race, said the Mayor. Additional information will be given to the Board in the near future, said the Mayor. MAYOR'S REPORT Mayor Zegarelli stated that we have been working a?long time in coming up with a new insurance carrier. Our present carrier and agent have been helpful. We have secured a fixed premium policy for this coming year, effective March 1st, at a cost of $123,500, $30,000 less than what we are presently paying, said the Mayor. The company is A. Gallagher & Co. We paid out approximately $10,000 in total claims, said the Mayor, which is pretty good. �-6Mayor Zegarelli quoted a report from John Vydareny, Sewage Treatment Plant Operator, regarding a seminar he attended on Safety System and Emergency Planning. UNFINISHED BUSINESS Trustee Williams offered the following resolution, seconded by Trustee Timmings: RESOLVED that the Mayor be authorized to sign the lease between the Village of North Tarrytown and the Tarrytowns Rifle and Pistol Club, Inc., effective June 1, 1986 subject to the approval in final form by the Village Attorney and the approval of the North Tarrytown Building Inspector and Chief of Police, together with all required attachments, including, but not limited to liability insurance, plans and specifications, worker's insurance and a certified membership list. Carried. NEW BUSINESS Trustee Williams stated that the committee is reviewing the implementation of another Sergeant. He stated that the desk officer is taking on the functions of a Sergeant and moved that a request be made for a Sergeant's exam, seconded by Trustee Timmings. On the Question, Trustee Timmings stated that we were sued by the PBA. The police contended in court that we were one Sergeant short and our position was that we were not, but we had to be as flexible as possible with the manpower we had available and we won. Mayor Zegarelli stated that calling for an exam does not constitute an automatic appointment to anyone who should pass the exam and that the Board remains with the sole prerogative on determinat of manpower needs. Motion carried. | Mayor Zegarelli stated that on May 4th, a ceremony will be heldj| at the cemetery by the First Regiment Professional Guard which was re-organized during World War I to defend the aqueduct system. He stated that he met with Col. Sims and it was discussed to have a color guard from the fire Department present. Mayor Zegarelli stated that this year will mark the 300th Anniversary of the Old Dutch Church. He stated that he asked the Rev. Vanderhart to have a ceremony in the church and then walk up to the main area. Trustee Timmings stated that the annual picnic by the Westchester County Village Officials' Association will be held on May 18th at Kingsland Point Park. As a fund raiser, he stated that a journal will be put together. 1 �<2/t> -7Trustee Blecker moved, seconded by Trustee Timmings that the bills submitted on the General Fund and Water & Sewer warrants dated March 10, 1986 be paid after approval of department heads and that the Treasurer be authorized to pay same and that a copy of this resolution be attached to the warrants. Carried. There being no further business to come before the meeting, Trustee Timmings moved, seconded by Trustee Blecker that the same be duly adjourned. Carried.
