March 2k, 1986 A regular meeting was held before the Board of Trustees of the Village of North Tarrytown on the above date. Present Philip E. Zegarelli, Mayor Allen T. Williams Steven Salman Frank Mangieri Susan Galgano Phillip E. Blecker, Trustees Robert J. Ponzini, Counsel Absent James J. Timmings, Trustee Mayor Zegarelli called the meeting to order at 8:00 P.M. with a prayer and salute to the flag. Trustee Galgano moved, seconded by Trustee Williams that the minutes of the meeting held on March 10, 1986 be approved as written. Carried. Mayor Zegarelli asked if there was anyone present who would like to address the Board may do so at this time. A tenant at 27 College Avenue inquired if anything was going to be done about Patriots Park. Mayor Zegarelli stated that a meeting is being held on Thursday with the Village of Tarrytown to discuss parks. There is an agreement with Tarrytown that they clean Patriots Park, he said. The matter will be taken up at the meeting in Tarrytown, said the Mayor. Mr. Ugo Checchi, 51 College Avenue, stated that he has been trying to obtain a light at the s/e corner of the Park. The matter was referred to the Administrator. Mr. Volpacchio, Cedar Street, stated that he appeared at a previous meeting of the Board regarding the assessment on his property and was told that the Board would be reviewing the matter. Mayor Zegarelli stated that the Board will be meeting Wednesday night to review grievances and he will be notified of the results. Mr. Mario Belanich, North Washington Street and Mrs. Mary Petcoff spoke about the condition of Patriots Park. �-2GOVERNMENTAL RELATIONS Trustee Mangieri stated that the committee will be meeting on Wednesday. He stated that Mrs. Beth Goldberg is meeting with local businessmen to discuss loans for rehab work. MANAGEMENT & BUDGET In the absence of Trustee Timmings, Mayor Zegarelli reported a cash balance in the General Fund. Mayor Zegarelli moved that taxes on Section 16-2500-1 railroad property in the amount of $2,105.24 and Special Franchise Property owned by the N.Y. Telephone Company/AT& T in the amount of $6,17A.37 for station equipment be cancelled, seconded by Trustee Salman. Carrj He stated that the above amounts are not taxable. of this had been cancelled previously. A portion PUBLIC SAFETY Trustee Williams stated that police officers attended a seminar regarding changes in the law as far as liability of police officers when they are not in uniform. He stated that the Sergeant's exam will be held in June. Trustee Williams stated that a request has been received from Lt. James Brophy to attend seminars on Police Disarming Techniques Instructor from April 1- 3 and Police Straight Baton Instructor April 4- 5 in Norwalk, Conn, at a cost of $350 plus motel fees and moved, seconded by Trustee Galgano that permission be granted providet that no overtime is involved. Carried. Trustee Williams stated that the new ambulance is now in service, Trustee Williams stated that the fire department will be | purchasing a new Fire Chief's car under State contract. Additional I information will be given at the next Board meeting. I PUBLIC WORKS Trustee Salman stated that the Water Department distribution maps are completed. He stated that we are commencing a Village-wide program for sidewalk repairs. Additional information will be forthcoming. RECREATION Trustee Galgano moved, seconded by Trustee Williams that Mary Coyne be granted permission to attend the annual N.Y.S. Recreation Parks Conference in Sullivan County from May 4-7 at a cost not to exceec $293. Carried. Trustee Galgano stated that the committee met and reviewed the bids received for rehab work in the three parks and will have a recoim endation by the next meeting. �-3- **/3 MAYOR'S REPORT: Mayor Zegarelli stated that he is in receipt of a letter from James Donovan, 133 Hunter Avenue, for curbing in front of his property and referred the matter to public works and the administrator Mayor Zegarelli stated that he is in receipt of a letter from Elias Tsekerides, 30 Elm Street, commending the police department for their quick response to the breakin of his home on March 14th and moved that copies be placed in their folders, seconded by Trustee Williams. Carried. Mayor Zegarelli noted the following meetings for April: April 7th " 14th " 28th - Organization Meeting - Budget Hearing - Regular meeting Mayor Zegarelli stated that he is in receipt of a letter from Robert Herberger, Urban Forester, Dept. of Environmental Conservation that the ceremony for Tree City USA in North Tarrytown will be held on April 30th at 1 P.M. during which a tree will be planted. Mayor Zegarelli noted a hearing by the County regarding zoning laws on satellite dishes. Counsel Ponzini stated that some municipalities adopted the law regulating the satellite dishes. The Federal Government is now going to pre-empt the law. All local legislation will be pre-empted by the State on the satellite dishes, he said. Mayor Zegarelli stated that a seminar on Hazardous Materials Awareness will be held at the Joint News Center at Westchester County Airport on April 14th from 9 - 4 P.M. Mayor Zegarelli stated that he is in receipt of the easement agreement with MTA for access to their station after its completion. Trustee Blecker moved, seconded by Trustee Galgano that the Mayor be authorized to sign same. Carried. COMMUNICATIONS Communication from Tony Benitey and Frank Corona requesting permission to open a young adult club at 172 Cortlandt Street on Fridays and Saturdays, from 8-12 was read and referred to the police, building inspector, administrator and fire department for study. Communication from Mrs. Lucille Mathiesen, 75 Barnes Road, Tarrytown, regarding damage to the curb in front of her property at 21 Holland Avenue was read and r ferred to public works committee. Communication from Leonard Galante, President, Central Veterans Committee, requesting permission to hold the Annual Memorial Day Parade in Patriots Park on May 26t? , as well as inviting the Board to attend the ceremonies was read and on motion of Trustee Galgano, seconded by Trustee Blecker permission was granted and the invitation accepted with the thanks of the Board. Carried. �-4Communication from Ron Biro, Sec'y. of Fire Council, regarding changes in personnel in Pocantico H & L, Union and Columbia Hose Companies, as well as a request from Rescue Hose to take its apparatus to Rye on May 4th, together with the Fire Chiefs' cars, was read and on motion duly made by Trustee Williams, seconded by Trustee Galgano, action of Council regarding changes was confirmed and Rescue Hose granted permission to take its apparatus to Rye. Carried. Communication from Michael Apollonio, Foreman, Public Works retiring on service connected disability, effective April 4, 1986 was read. I Mayor Zegarelli moved, seconded by Trustee Galgano that Michael! Appolonio's retirement request, effective April 4, 1986 be accepted! with regret. Carried. NEW BUSINESS At this time, Mayor Zegarelli noted Trustee Blecker's last meeting. On behalf of the Board and Village, Mayor Zegarelli thanked Trustee Blecker for his time and efforts and presented him with a certificate of appreciation. Trustee Blecker stated that it has been ~a rewarding year. It was very humbling and time-consuming experience, he said. He stated that he learned a great deal and was very pleased he contribut as much as he has. Being on the labor committee was an interesting experience negotiating with Unions, said Trustee Blecker, and settling the PBA and Teamsters Contracts were the two finest things he accomplished this year. The one goal in his mind and all the Trustees has been for the betterment of the Village and for its improvement and that all decisions made are made in the best interest of the Village, and not in the Party. He stated that the biggest thing he was pleased about is that behind the scenes, there has always been a compromise. Trustee Blecker stated that he was very | proud to have been a part of the Board and wished all continued I success in the coming year. J Mayor Zegarelli thanked Trustee Blecker for his services and wished him well. Trustee Galgano moved, seconded by Trustee Williams that the bills submitted on the General Fund and Water & Sewer warrants dated March 24, 1986 be paid after approval of department heads and that the Treasurer be authorized to pay same and that a copy of this resolution be attached to the warrants. Carried. There being no further business to come before the meeting, Trustee Williams moved, seconded by Trustee Blecker that the same be duly adjourned. Carried.
